weeks ago, as some of you have heard, we experienced the untimely passing of paul gilman, the father of gail gilman. we have seen her a lot in the past couple of weeks, while we were setting up a special u.s. district for traditional ag use housing, which i am really excited about. unfortunately, with that victory, we had a loss in our community as well, which is her father. he was a lifelong advocate for social justice, progressive causes, and was very active in community housing partnerships, even while living across the country. i know he was a huge supporter of edward ii, making sure we had affordable housing for our traditional agents in the city. we are all deeply saddened by his passing but are inspired by his energy and his continued dedication to our community. just a little information about colorado. paul was someone who was actively engaged. he was a labor negotiator. he was a cab driver, a schoolteacher, and a financial planner. he has really had a varied career, but during that whole time, was very active in his community. he ran a women's homeless shelter at the temple in new

. >> reporter: gail ruggles said she can't make ends meet with a series of part time jobs. >> you don't shop for new clothes, you don't get your glasses fixed. you are supposed to take a medication seven days a week, you take it four, so you can stretch it out. >> reporter: sometimes money doesn't stretch far enough. almost a quarter of people 50 plus say they exhausted all of their savings between 2007 and 2010, and many of them had jobs. 53-year-old chris williams is so frustrated he's joined the occupy protest movement. >> nobody wants to be out of work, it's demoralizing. >> reporter: since losing his job three years ago, he scrambles for odd jobs and things he once took for granted. >> you eat when it's necessary. some days i go with only one meal a day. >> reporter: and then there is the time crunch. older workers have less time to recover from financial hits, and many are already suffering from declines in the value of their homes and investments. this report paints a very scary picture for people looking at growing medical bills and shrinking opportunities. brian? >> awful news

. >> below, my name is gail. my husband and i have owned a business for five years. we are very excited about this. we believe it will bring continuity and unity, and it will elevate the business district, which is so sorely needed. thank you. president chiu: next speaker. >> good afternoon. my name is bob presley. i am neither an owner or a merchant. i live a couple blocks away. i have been around there for 10 years. we have enjoyed watching the good things on west portal. we have done a lot of shopping there. there are restaurants. we eat out a lot there. there are a fair number of new people moving in. there are five new families on our block with kids. we hope this was portal area will continue to grow and be the center it can be. this would be one of the stops on the way to the suburbs. we have more muni lines: through west portal then i think anywhere else in the city, so it has the advantage of being able to handle more people, and the growth in west portal is growth without necessarily having more cars. that should be a positive thing for the city. i support
