one of the bright new members of the ways and means committee, the gentleman from nebraska, he comes from a state that understands agriculture, understands you can't just survive by selling to america, there are so many customers around the world that need to buy american products in agriculture that is key to survival, key to job creation, like to yield to the gentleman from nebraska, mr. smith. mr. smith: thank you. i appreciate the opportunity to be here and certainly i appreciate my colleague from california talking about agriculture and it certainly speaks to the diversity of american agriculture when he listed so many products and i don't think a single one of those you listed are actually grown in nebraska. obviously we produce a lot of agriculture products in nebraska and we know what it's like to even po deuce more than we consume in our state alone. california may be slightly different but we know that we've got efficient production across america. i want to take a moment to discuss the impact and benefits of trade agreements to nebraska and certainly the national economy.

i am very proud to be a nebraska and. nebraska is a great place to live. and it's filled with many hard-working, honest good people. normally you will never hear nebraskans raising much of a fuss unless an official makes a poor call at a husker football game. but in recent months i have noticed a change in the behavior of my fellow nebraskans. like booing a corporate sponsor at a husker football game. they were booted so severely that the athletic director elected to remove the ads from the stadium. the corporate sponsor was transcanada. i've also witnessed something i have never seen before, and that's my fellow nebraskans filling the hearing halls to make their voices heard. this might bring you to ask the question, what's got you folks so stirred up out there? well, the short answer is, we feel like we are being thrown under the bus. not for a project that is in our national interest, but very much for a project that is in the private interest of big oil companies. we feel our legitimate concerns about the sand hills and our great aquifer have gone unre

-korea agreement holds great opportunity and promise for nebraska. it immediately eliminates duties on nearly two-thirds of u.s. agricultural exports to korea. u.s. exports of corn for feed enter at zero duty, zero duty immediately. for the second largest corn state, that's a significant leveling of the playing field. and it phases out the 40% tariff on beef muscle meats and the 18% tariff on variety meats. the colombia agreement offers great opportunity to both manufacturing and the agriculture sector. just one example -- nebraska manufactures and exports irrigation pivots to customers all over the world. currently, colombia imposes a 15% duty on pivots, which would be eliminated by this trade agreement. this will allow nebraska manufacturers to compete on a level playing field with european companies. the colombia agreement also eliminates barriers for many nebraska ag products, including beef, corn, soybeans, pork and wheat. in particular, the agreement immediately eliminates the 80% duty on some of the most important products to the u.s. beef ind

guess what it is in the state of nebraska. less than half, 4.2 percent, less than half the national average. nebraska is one of the few states that has managed to balance its budget every year during the recession, so what the heck are they doing right in nebraska? joining us now is the governor of that state, governor dave heinemann. what's the answer, governor? >> well, first of all, good morning and happy 15th anniversary. jon: hey, thank you. >> the answer is to provide certainty to the private sector. we modernized our economic incentive programs, we passed the largest tax relief package in the history of the state, we've controlled our spending, but we've invested in education and jobs. you have to have a laser-like focus on jobs. i was just in the western part of my state yesterday visiting a piping company that's expanded in the last year from 30 jobs to over 100. you can do it if you create a business-friendly environment in your state. that's what we need all across america. jon: well, how do you go about doing that?
