to be a city of opportunity for everyone. san francisco is a place for history and we honor our past. we have also always looked forward to the future. what was once a gold rush town -- we became a center of finance and business, and when technology became a driving industry in the world, we became a center for people looking to launch new companies and new ideas. as a supervisor, i've focused on a future and saw the need for long-term planning and push for the very first economic plan in san francisco. i developed the biotech payroll tax exemption which attracted companies to san francisco, creating hundreds of jobs and becoming a template to attract high-tech business right here. for every one ph.d. position, we created six entry-level jobs. i created a film and tv rebate program which put people to work and paid out over $5 million in wages in 2008 and 2010. i worked to save st. luke's hospital in the mission and eliminate hazardous power plants in the bayview. san francisco deserved a mayor forward thinking as our people.

being built in the southern part of the city. that is going to be our new area of living. we have cleared it out. we have done it right. we have used redevelopment tools to make sure our future has adequate capacity. the central subway is vital for our future. it will be transporting 73,000 passengers a day to add to our over 700,000 transit riders in the city. that is our future. i am glad to share it with you. i know you are talking about and focusing on the future of all of the counties. the san francisco transportation authority and the mayor do support of the work you are doing. i want to praise you for coming here and sharing your ideas. the best ideas are about to come. one of the most serious things we can do is that we have got to move our cities forward. we have got to move our neighborhoods forward. we have to contribute to moving our state forward. we cannot sit back and watch our infrastructure decay. we have to make sure the right investments are made and that we make those investments. not investing in transportati

we think they need to be part of a city that is in their name. there is so much history intertwined between our 49 years and san francisco. i am very committed to doing what i can to keep them here. >> governor brown has proposed to eliminate funding for redevelopment agencies. what is your opinion of the plan? >> we knew that by electing a governor brown he would have to make incredibly difficult choices. i do think this through development proposal goes a bit too far -- redevelopment proposal goes too far. it would be catastrophic to many developments and proposed developments. i hope the ongoing conversations to change his proposal will modify it into something that will continue to help localities and counties like san francisco. i think we can get there. >> water some of the biggest land use issues in your district? >> in addition to the america's cup planning, there is a discussion around the development of cpmc. it would be the largest hospital project our city has seen in decades. it would probably be the largest land use project discusse

those two closures contributed greatly to us as a city embracing and being able to accomplish today is gold. we have much more to do. we are very much there. -- been able to accomplish today's cool. we have much more to do. we're very much there. in our recycling and composting goal, we have been hovering around 77% for some time. we made great strides to educate our communities, residents, businesses, restaurants to compost and recycle as much as they can. today we are at 78%. we are well on our way. it is a modest but very important step forward. every inch and every percentage towards the ultimate goal of 100% recyclable in the city is going to get harder and harder. we have to get that much smarter and smarter about it. we have to bring in that many more partners. today i want to say to you that the department of the environment, the climate team represented here today -- some of them are holding up the great signs to explain our partnership with the city and all the city agencies. i want to thank them for leading the charge. melanie has been so passionate about this and so mindful

there is a growing demand for companies who want to be in the city but do not want to be in a downtown high-rise. this gives them an option. as mission bay gets built out, we believe this is an incredible opportunity to accommodate businesses who want to be in the city, want to be in large offices, want to be on the edge of downtown but not in downtown. we are already seeing tremendous interest in this area in a number of ways. we will be looking for your help and support over the next couple of years. we believe this is an important next step. in working with that neighborhood and all of you, we think this plan can be realized by the end of next year. finally, i want to make a plug for our recently adopted better streets plan. it is a plan that really covers that area that development does not occur on the, which is those areas of our city that are occupied by our streets and rights of way. this is 25% of the land area of my city. -- of our city. it occupies more land area than the other streets combined. this plan that was adopted by the board last year actually creates a template an

[applause] >> i would like to comment on the criticism of the central subway. i do think, with all the reasons that have been presented by david chiu and others, this project -- again, i would say, it creates the jobs. it has been reviewed by the federal authorities time after time for over a decade. it has the support of neighborhoods in bayview as well as in chinatown. it the most important thing, and this is where i get disturbed by the criticism, because it sounds like what we used to debate at city hall, where nothing got done about our infrastructure. this is a valuable infrastructure complement to our city's transit system. and we need that infrastructure for the 10,500 new homes that we're already building in bayview. we are congested. you can ride any muni, and you can see that the congestion is there. so the timing is now. the bids have already been in. the first series of bids were below the estimate, because we're moving quickly on it. thi
