good morning, i'm chris cillizza, in for chuck todd. we begin with president obama in france for the g-20 summit, where leaders are grappling with the greek debt crisis, trying to keep it from spreading across europe and possibly to the united states. chuck todd is traveling with the president, and he joins me now live from cannes. chuck, the summit focused on greece and the european debt crisis, what does the president do while he's over there? >> reporter: well, mr. fix, first of all, it's a rainy and windy cannes, although the rain has let up a little bit. about half of his day is already over. the summit just started formally, but before the summit began, the president had one-on-one meetings with french president sarkozy and angela merkel and with the french president he sort of laid the groundwork about what it is that has to get done at this g-20. here's what he said -- >> the most important aspect of our task over the next two days is to resolve the financial crisis here in europe. president sarkozy has shown extraordinary leade

i'm chuck todd live from honolulu. good morning, chris. >> good morning, chuck. nice and early this morning. i am impressed. you don't even look tired. you are talking about the republican field. rick perry supporters plummeted among republican voters with the oops moment. this weekend he tried, at least tried to laugh it off. >> governor perry, you advocate the elimination of the department of energy. if you eliminate the department of energy. >> you remembered it. >> i had time to think about it, sir. >> me too. >> so chuck obviously that was a prepared moment. rick perry knew it was coming. how badly has this damaged him? >> let me explain what we did. the "wall street journal" poll, we had the regular survey last week and it surveyed and we had a republican primary like we do every week. we decided because of all the news that happened last week with herman cain the day before the entire gloria allred press conference. we decided to recontact as many as we could while in the meantime the rick perry flub happened as well. here's what we learned. we contacted a

chuck? >> thank you, chris. for the second half of the interview i focus on some domestic political issues, including that controversial decision by the state department to delay approval or disapproval of that oil pipe line coming from canada to the gulf coast of the united states called keystone. that's where we begin. keystone, this decision, no politics involved at all in this delay and could we see the state department approval in the next three to six months? >> well, we have experts who are working on this and they reached a conclusion after having done all of this work and listened to all these different voices on both sides of the debate, that there had to be attention paid to a potential other routing and so that's what they are now about the business of doing. >> so it isn't, 2013 is not in stone that somehow we're going to -- >> it's a largely technical, scientific process. since i am neither i can't really comment on how long it would take to do properly. >> any of these republican presidential cand

chuck? >> so this pakistani general that's accusing nato of a deliberate act of aggression is that -- what would be the basis of that? i mean, what is theological thinking there that somehow, why would nato want to attack this unless they were fired upon? >> well, it's no secret that when it comes to pakistan, the u.s., nato, afghanistan, there's a lot of distrust and animosity. you'll have conspiracy theories on both sides of the border. so there is a lot of distrust when it comes to the pakistanis. they have gotten angry at the u.s. and nato in the past. when we look back during the osama bin laden capture and kill mission, the pakistanis weren't notified. when you go to disstris on the nato afghan side, they say the reason they didn't tell them they were sgog pakistani land was because they were afraid to tell them. afraid osama bin laden would get the notice and actually leave. so, obviously, the distrust is there. the pakistanis not happy. rightfully so. 24 of their soldiers were killed

so chuck, what did you learn? >> reporter: well, it's not often you get to sit down with one of the world's richest men. bill gates was at the g-20 to present a report about how all of these emerging economic powers, not just the old economic powers in the united states, in japan and these powers in europe, but the new ones like brazil, russia, india and china, can start becoming participants in giving money, working with the private sector, in development aid, to get these poorer countries up into a level and raise them out of poverty. and he believes he's got some business acumen to add to this. and so we talked about his report. we also talked about the state of the u.s. economy, is it a good place to do business still? what he thought about occupy wall street, and what he thinks of the president. mr. gates, thanks for sitting down. so you just made a presentation to the g-20, which, of course, is not just 20 countries, it's a whole other entity, and it's this partnership you're trying to create. but walk me th
