our beautiful city did not have one. but the economic plan did was give us a blueprint for job growth and creation. i also instituted the office of economic impact. before the office of economic impact, we had no economists on staff. as a member of the board of supervisors, you could vote on legislation not knowing how many jobs were created or lost as a result. today, you cannot vote on something without knowing how many jobs are lost or gained as a result of the legislation. i went on and did the biotech payroll tax exemption. i am glad everyone is talking about their role tax, but the truth is i was the first to do it. i did it six years ago. i proved that we created hundreds of jobs. i did and alignment with school districts, establishing classes, and now we know six years that the kids are taking the position we have created. i also looked at film and television, creating 3000 jobs in two years, $5.5 million of wages, and as we look at the future of san francisco, we should be looking at cruise ships and what the in

that continues to be an interest of this city. in prop c, have done several things to fund our liability to health-care obligations. there will be a quarter percent per year required of employees and matched by the city for active employees. that is all in prop c. in addition, we're hopeful some of the changes in prop c as to what we provide in retiree benefits, will likely reduce our costs going forward, as well. also, start attacking the unfunded liability. for example, under prop c, people who left the city before the improvement of the pending health care coverage availability -- people left the city but when on to other careers will not be receiving the benefit which was improved after they left. there is a fairly significant savings associated with that. i do not believe that contemplated by the civil grand jury. we have a fairly controversial change in the structure of the health service board, which we think will yield savings. it's very hard to say how much. by having more balanced decision making bodies on the board, we

it reflects the priorities of city government. i believe we have to be creative in how we look at the issue of the budget. it is important for me that certain things happen. i think that public safety has to be a priority in the budget, the public safety cannot be compromised to save a few dollars. but i think the public safety goes beyond funding the police department and the fire department, as important as that is. it includes funding violence prevention programs, after- school programs so someone has -- and people have something to do after school, funding our department for recreational opportunities for young people during the summer or after school. if you do not do that, that will have implications on public safety. the safety has to be protected, because if we do not do that, we are creating more problems that will be even more costly in the long run. i think that we have to think about it in a very strategic way. i think it is important to protect the safety net. i think we have to find efficiencies in terms of where we

cities are getting bigger. many times the helpful units we have become accustomed to have been cut either by budget or by personnel. >> i think we can all speak to that one. one thing we have done in our county, many of our cities are struggling, especially with public safety. our share of its department has shared services. we're now operating san carlos, half moon ba. y we're sharing services so we can take -- so we can continue across the board. so far, it has done very well. we're counting with 20 cities. as it relates to public safety, we have taken evidence to the fact we do not need to have, you know, 20 separate departments. we can consolidate and share services. >> what about the city of san francisco, mayor lee? >> and those resources are dwindling and we have had to be creative. one area that we have been very creative in in the public- private partnership is getting private funds, helping to supplement our education programs in schools and never had associations. that has been extremely important fo

the city has reviewed power rates for city departments for a number of years. slides three and four go through a brief history of some of the things that policymakers have reviewed over the last his 15 years. during those prior deliberations, they're at and policy decisions made that yes, we should move towards cost of service. voters reemphasized that in proposition e in 2002 when we were told by voters that our rates that we set for essential services and utilities should take into consideration cost of service as part of that measure. in the past, we have begun to ratchet up some city department rates. however, we have not fully implemented prior policy decisions that were passed by the board to move towards total cost of service recovery. this is an opportunity to revisit that rate-setting process. the work that we do is based on cost. there is no profit margin in our electricity rates like there is for pg &e's rates. we are 100% non-profit and provide whatever we can to stretch the dollar as far as we can for our renewable portfolio. mainly, that is hydroe

like san francisco thinking about the health needs of the city of seoul. -- cities as all whole. it is good for us to know what the health care needs of the city are going to be in the next couple of years or long term. so, making sure those who do planning and other things, that we think strategically about the need citywide and also neighborhood by neighborhood. and we were able to do that and pass that legislation as a district-elected supervisors, even though this is legislation that impacts the entire city in the future of health care in san francisco for many years to come. i think it is possible to do both. it is definitely possible. >> let's talk about budgets. the city is faced with tough budget decisions. including where to make cuts and whether or not to increase taxes. how will he make these tough choices -- will you make these tough choices? supervisor campos: the budget is the most important policy document that the city can pass. it reflects the priorities of city government. i believe we have to be creative in how we look at the issue of the budget. it is importan

you know how valuable city parking spaces are, we have wars within city government around who's parking spaces those are. but to signal a big culture change, one that we felt was important to our future of the city in reducing cars, we made it our own goal to reduce our own city fleet and begin with that commitment first. so we did it, we did it with everybody's cooperation, m.t.a., city administrator as well as our purchaser to create that green car showcase. but we also realize there are many parts of the city as david mentioned that don't have ready access to public garages. so it was for us a challenge but one that we were very enthusiastic to try to pilot with city car share, and that is to get it into our most congested residential areas, like russian hill and the area. so this is one of at least five spots that are happening and in fact around this area we're going to begin here first because we have a lot of residential support for this as well. and i look forward to the other six spots that we have already identified, have been under planning discussions with our city administr
