the first sign is rained mixing and changing over to snow and garrett county. most of the rain down across central and eastern maryland. for the most part the storm is beginning to pull away from the mid-atlantic. it will carry away the unseasonably warm weather. 10 straight days with temperatures above normal. we hit 67 degrees at bwi marshall. on the day when the normal high is closer to 50. running way above that. for the next few days, the normals will be a little closer to what we experience. this has been a warm november. right now it ranks as the 12th warmest on record going back to the late 1800's. the warmest ever was 1931 when the average was 54.7 degrees. we are just over the 50 degree mark for the average monthly temperatures this month. it looks like we will end up in the top 15 warmest november on record. milder temperatures and the work and in the upper 40's and 50's. it is getting a little chilly in the west. if you keep going south and west you find cool air. 39 in atlanta and at louisville, ky. it is a rare november night when it is warmer and

chairman garrett's proposed legislation is a helpful position the ongoing debate. i think the bill attempts to replicate some of the thing that is the existing gses do right. it'll provide transparency and standardization, it'll make it easier for investors to have dvd in the market for private label secures. however, i'm concerned that chairman garrett's bill does not do enough to insure that 30-year fixed rate mortgages are affordable to the middle class. we should not abandon a system that has for decades made the american dream of home ownership a reality for millions of middle class americans just because irresponsible lending exploited a weaknd. in fact, i think we should work to eliminate that weaknd while strengthening the system. representative campbell and i have introduced legislation that would retain a limited role for government in the securitization markets to insure that we would continue to have deep liquid secondary markets. my colleagues have also introduced bipartisan legislation on this topic, and i would hope that as the subcommittee continues
