fox 5's matt ackland explains. >> reporter: there is no shortage of cab drivers in d.c. 8,500 registered drivers, but many say making a living behind the wheel is not easy to do these days. >> if you've got a family, there's no way in this world you're going to take care of these people. >> reporter: cab drivers have been upset about the rates they've been able to charge since the city moved from zoned fares to meters. the plan on the table would actually reduce the initial cost, but if you're going a long way, it will cost imlach more. >> there's no question that they're not -- you much more. >> there's no question that they're not earning enough. >> reporter: the chairman of the cab drivers association agrees cab drivers deserve a raise, but how much is the question? he has the authority to raise rate on his own but wants to find it out what's fair to the drivers and passengers. >> we're going to try to make a decision based upon evidentiary information, not anecdotal. we get a lot of anecdotal information. we really have to justify this by looking at the hard facts. what are the real

fox 5's matt ackland is following the investigation. reporter: police are still in the process of trying to figure out just how many people were involved in this fight. they say it all started inside the heritage india restaurant and club around 2:30 sunday morning. >> there was an altercation that began inside the club. the security inside the club attempted to close the club down and push everyone outside into the street. the altercation spilled out into the street and at that point there were two stabbings and the three victims shot out on connecticut avenue. reporter: who fired the shots and who carried out the stabbings are still unclear tonight. when police arrived on the scene, they found five people injured, three shot, two stabbed here along connecticut avenue. another stabbed victim drove himself to the hospital. >> the shots were fired out in the middle of the street from a person. reporter: 34-year-old yante coleman was killed in the violence. he worked as a retail porter at the washington convention center. a co-worker we s

matt ackland was at the meeting today when there was one surprise. matt? >> reporter: yeah, laura. the council member harry thomas walked into the ethics meeting today and is criticizeed for not showing up to the committee meetings, even though he's a member. you will remember that thomas is accused of using public money to pay for an expensive car and some fancy trips. >> reporter: council member harry thomas walked into the meeting surprising many. he stayed a short time after giving a brief statement. basically supporting the ethics bill he claims he co- introduced. >> and also, a co-introducer of the legislation with you, wanted to commend you on the work that you have done on this particular issue, and i have been following and watching the testimony before us. >> reporter: the meeting was to hear from the public one last time and to fine tune a draft of the proposed legislation. the bill would form an ethics board that would investigate possible violations and have the power to punish city leaders. still, some council members seem to want more. >> this is a good first step. i

more details from fox 5's matt ackland. >> reporter: mayor gray began the day in ward five cutting the ribbon on a new playground. he seemed almost relieved to get one of several investigations out of the way. >> certainly makes us feel vindicated. it has been a long ordeal and we've been pretty consistent -- very consistent obviously in what we said all along the way. >> reporter: it was mid-march when we caught up with suleiman brown after he had been summoned by investigators by the committee on oversight and government reform. the chairman had ordered the investigation worried district officials wouldn't do a thorough job. >> i won't get into the specifics of what they asked and what they're looking for but i will say that i'm doing my best to cooperate. >> reporter: over sight investigators interviewed several senior members of the gray campaign. although investigators found evidence supporting claims that brown may have been paid by the gray campaign to keep his own mayoral campaign afloat, they found no connection to mayor gray himself. >> there is just no credibility with this

with the new plan to encourage high level teachers to transfer to poor performing schools, but matt ackland tells us some wonder if it will hurt those schools that are already making kids great and producing great results. >> reporter: the proposed pilot program would focus on four low poor performing public schools in d.c. some teachers already considered highly effective would be offered an incentive package to pack up their classrooms and head for schools in serious need of help. >> a lot of teachers i've spoken to want every opportunity to teach in a low performing school because they believe in the art of teaching. >> reporter: council chairman kwame brown is hoping to get city leaders to sign onto the deal. along with the perks brown also wants to give teachers who agree to move temporary protection from strict teaching results. >> at the end of the day this is not about touching impact, change impact. this is really about what's best for our children. >> reporter: but some parents who already have their kids in high performing schools worry the plan might not be the best move. >> onc

>> matt ackland, thank you. >>> d.c.'s taxi cab commission is considering a proposal to raise the rates for longer rides in d.c. taxi cab. right now, the per-mile rate is $1.50. the proposal would raise that to $2.75 and would remove a lot of the extra chars you currently pay like the extra passenger fees. that hi -- charges you currently pay like the extra pain fees. the proposal is higher than some want even though they understand that the cabdriversed in to make a living. >> we're sympathetic to that, actually, but d.c. consumers are also facing the same economic conditions and need to be able to afford taxi cabs as well. >> and this is not a done deal yet. several people presented alternative proposals. one cab company's general manager would like to see other adjustments that might be fairer, like going back to a regal rate. >>> and motorists already deal with the red light and speed cameras. the montgomery county council is considering adding cameras to school buses to watch the way you drive. they would watch for v

here is fox 5's matt ackland. >> after the public outcry, it was mayor gray who asked the d.c. council to pass emergency legislation that would stop police officers from arresting drivers for expired tags. it was passed after city leaders heard stories like this from those arrested. >> they said we'll just take you in to process you for about three hours. >> reporter: now, councilmember mary cheh wants to know if drivers are being arrested for other vehicle offenses that might appear minor. >> an arrest is not a minor thing. you're taken downtown. you are subject to a full body search. and it is demeaning and it is not meant to be fun. >> reporter: she brought up this issue as she conducted a hearing into the expired tag arrest policy. she says other arrest policies for vehicle violations should be looked at. - - whenever you have these distropical depressionary arrests, we have to be sure the offense merits that kind of an action. >> reporter: should police have the authority to impound a car for the tag is expired? currently, they do. >> that can be very costly for motorists.

fox 5's matt ackland shows us that man may be one of many. reporter: the news was stunning when the d.c. tax office said the man who lives here in this northwest home opens a whopping $17,851,000. >> it's unbelievable. reporter: council chairman kwame brown got on the phone first thing this morning to find out what triggers are in place and why didn't the tax office go after this case sooner? >> why didn't we do something earlier? once again going back to the fact that if we get a parking ticket, we can track your car, boot your car, find it and toe it but when you owe -- tow it, but yet when you owe a million dollars, $2 million in back taxes year after year after year, how does this happen? reporter: but councilwoman mary cheh wants to take debt collecting a step further and has a message. >> they should start writing checks. reporter: cheh has already introduced a plan to form a team of debt collectors who will collect past due fines from parking fees to code violations and this team will be authorized to collect from nondistrict residents

fox 5's matt ackland explains. >> reporter: it caused a firestorm earlier this year as the u.s. government faced a possible shutdown. so did d.c. because the district's budget was tied up with federal oversight. it was one reason mayor gray and 40 others were arrested on capitol hill demanding budget autonomy. well, now it appears budget freedom has been offered. >> we want to look at it. i mean on its face it's exciting to recognize that our message about budget autonomy is being heard, but we're not absolutely sure yet how far this gets us. >> reporter: mayor gray was careful as he commented about the proposal offered by chairman darrell issa. one reason is because it comes with a stipulation that public dollars cannot be spent to carry out abortions for low income women, something that outraged congresswoman eleanor holmes norton when it was included in a spending bill last april. >> the district of columbia may not spend its own local taxpayer raised funds on abortions for its own low income women. it's time for the district of columbia to tell the congress to go straight to

matt ackland has more. >> reporter: behind the scenes, district leaders have been making phone calls to each other, trying to figure out how to respond to a plan offered by representative darrell issa. the legislation would allow them to pass a budget and not wait for congressional approval, but they would have to step back from their fight to fund abortions with public funds. it caused a firestorm this year as the u.s. government faced a possible shutdown, so did d.c. the district's budget was tied up with federal leave sight. it was one reason they were arrested on capitol hill, demanding budget autonomy. it appears that budget freedom is offered j. we want to look at it and on its face is exciting to see that budget aughtopmy is heard and we're not sure how far it gets us. >> reporter: he was cautious. one reason, it comes with a stipulation that public dollars can't be spent to carry out abortions for low-income women, something that outraged congresswoman eleanor holmes norton when it was included in a spending bill last april. >> the district of columbia may not spend its own l

matt ackland has more on this. >> reporter: there is no shortage of cab drivers in d.c. 5800 registered drivers. but many of them say making a living behind the wheel is not easy to do these days joofnlt if you've got a family, it is no way in this world you're going to take care of these people. >> reporter: cab drivers have been upset about the rate they've been able to charge since the city moved from zone fares to meters. the plan on the table would actually reduce the initial cost but if you are going a long way, it will cost you much more. >> there is no question that they're not earning enough. >> reporter: the chairman of the taxicab commission ron linton agrees cab drivers deserve a raise but much is the question. he has the authority to raise rates on his own but he wants to find out what is fair to the drivers and the passengers. >> we're going to try to make a decision based upon evidentiary information, not anecdotal. we get a lot of anecdotal information. we really have to justify this by looking at the hard facts, what are the real costs. >> reporter: one other discuss th
