up here in frank ogawa plaza. tents set up for immediate public information tent they are tearing down now. here some of the tents people are ash -- sleeping in. they expect to have health hazards inside these tents as they are dressed up in gear that can protect them from biohazards. they are going through with their flashlights with the intent to quickly break down the structure and hope that city sanitation workers can come in and cleanup whatever is left. it seems that they are not actually picking up everything they are coming by. just taking the tents$ down so they are no longer useq -- use able for sleeping or living in. media has come in behind the line of police as the police officers have started quickly making their way through the plaza with one of primary intents to make sure there are no more people inside the tents. >> you have shown us some of the arrests. the protesters? we are hearing various reports on twitter, a

the jackie sissel is inside frank ogawa plaza. jackie, as we show this you streaming video, all we have seen the tents come down. is that what you are seeing? >>jackie: that is exactly what is going on. about two dozen police officers moved in from the south side of frank ogawa plaza, it happened very systematically. the camera on the left is going to go to the camera that is on 14th in clay. you can see police officers ripping down the tents, one by one. this is just now happening as we speak. i just shot this video about two minutes ago. there were probably two dozen police officers in riot gear that moved into the plaza. they started tearing down tents as they went along. officers wanted to make sure that no one was inside the tents. that is that they did. many of the tents have been removed already. you can see now that they're going through there. we waited for about two hours thinking that it was gone to happen and finally they moved in. >>jackie: for the most part it appeared that protesters made their way out of the plaza

are the protesters between the police and frank ogawa plaza? are the police forced to move them out of the way to get to the tents even if they're empty? >> reporter: well from the ran tage point that i'm at, i don't -- vantage point that i'm at, i don't see any protesters near the police at all. the camp is huge. perhaps there are different activity going on at different ends. but the back end of the camp from with where i'm at, where we believe the raid will happen, from, the pio did tell us it will -- again, they will initiate from the back end, there are two groups of officers, at the back end, and one on the right, and we don't know which group will move. in and from the looks of it it looks like the group on the right and seems to be a lot more officers there and again, i don't see any clash between protesters and police officers from my vantage point at this point. >> thanks. we will talk to you in a few minutes. if you're just joining us, in the meantime oakland police are reporting that they are going to move into frank ogawa plaza and

people are already at the frank ogawa plaza. people are riding bikes and going up and down the streets coming in and out of the plaza. as i said, so far we have not seen any of that the police presence. i was here on the 25th when they initially cleared out a plaza. that morning there was hundreds of police officers that set up a perimeter around frank ogawa plaza. now as i am talking i start to see ambulances moving down san paulo towards the plaza right now. it looks like at least two, maybe four of them are rolling down setting up on san paulo just about a 16th street or so. right now we have not seen a big police presence on the ground here. >>james: we have less than one minute before we have to take another break in what is the mood of the crowd? >>reporter: anxious. i think people know that something is about to happen. for the most part, the protesters are walking in and out of the plaza setting up on the perimeter you see a lot of people on bicycles asking us questions like what is going to happen, and when is it going

i'm here at frank ogawa plaza. most of the protestors are returning from the telegraph area that you spoke of. some are coming back to their tents. many are already asleep. a few of the people i spoke with say they are concerned with the police presence that they may move in. now, we don't see any cops in the immediate encampment area. we saw cops from concord, san rafael, even fremont. now, as anne mentioned, there is a wall that a lot of the protestors are washing down trying to clean up some of the graffiti and as anne mentioned, they are concerned with this anarchist group that's been going around spray-painting the walls and what not. in fact, they have been sort of separating themselves out from a lot of protestors here. you can see the sign they are calling their own general assembly meeting, as well. as for the "occupy" protestors, they will have a general assembly meeting to plan what to do next. the next big plan of action comes november 5 when they are asking people to pull money out from the bank. anser

operation remove tent city from ogawa began at 5:00 this morning. oakland and nine other agencies throughout the bay area had the campsite surrounded by 5:00. not many people were left inside the camp area. many had moved outside the plaza to shut down the intersection at 14th and broadway in protest. many campers had moved elsewhere in the days leading up to this crackdown. the ones that did stay were given the option of leaving or to be arrested. 25 chose option b as an act of defiance. i have to say it was almost business-like in the way it was handled. the city shut down the tenth city october 25th, but shortly thereafter allowed campers to move back in. why do this all over a second time? mayor quan told us this morning that the movement had taken a different path. she doesn't think it's any longer about financial abuse and unemployment but felt this area became much more dangerous. the city has received, she says, lots of calls about assaults and beatings. the final straw was thursday night when a man, who was reportedly part of this movement,

back on frank ogawa plaza lights have been brought in. that's after there was some flip-flopping on electricity here at the encampment, some sort of breaker was tripped. they don't have electricity. but as you can see, the police at the insistence of campers did bring in some artificial lights. >> do we know for sure -- have any idea if the victim was part of the encampment and for that fact i know they're looking for suspects but do they have any clue if they were part of encampment as well? >> reporter: police say at this point they have not found any connection between the victim or the shooter in this case with the encampment. but we know that there have been several fights in the encampment. and also, plenty of rumors going on around here that it may have had to do with a drug deal gone bad. >> ann averages you have been out there for weeks now. as far as you can see just from day to day, does the camp look any smaller since the mayor came out and asked people to leave voluntarily? >> reporter: not at all. it really does not. >> all

robert lyles is at the frank ogawa plaza with the latest. robert. >> reporter: that is exactly right. so what was originally a crime scene has turned into a murder investigation scene. behind me is where the shooting happened. you see a number of police officers, detectives, all forming around the entrance to the 12th street bart station. they have been here for about an hour now actively investigating this matter. it is outside the tully's coffee shop for those who have become familiar with frank ogawa plaza and the "occupy oakland" movement. as we pan to the right, you can see that police chief howard jordan is holding a press conference at this moment giving an update on once again a shooting that has become a fatality. now, just moments ago, cbs 5 shot this video of the victim of the he was actively being resuscitated by emergency crews on the scene. quickly loading him onto a gurney and into a waiting ambulance. eyewitnesses tell us that they first heard five to six gunshots. we now know at least one of those gunshots was fired into the

there is another protest going down at ground zero of occupy oakland, that is frank ogawa plaza at 14th and broadway. and ktvu's john sazaki has been there. >> reporter: take a look at 14th and broadway, city hall, that is close if you include everybody up on the broadway. probably close to a thousand people, folks waving their signs, this one says that war equals peace, of course there is some irony used in that sign. but this is -- where -- frank as you said, ground zero, i think a lot of people were referring to it as the epicenter of this occupy oakland movement. this is where everybody has kind of been staging before going out and -- going after the banks, trying to shut those down, going after the port, trying to shut it down. we have had upwards of 5000 people in this area at any one time. right now it is less because most of the people are at the port right now. but these folks are all claiming to be part of the 99% opposed to the 1% and the banks, believing that the banks took advantage of the bailout and then didn't help the people of america in the process. so there is a grea
