this year, over 700 unemployed san franciscans have been placed in jobs, including 200 individuals who are now maintaining our streets and our parks while building career skills. additionally, the city has been awarded an a grant from the department of labour to provide employment for low-income, non- can -- low-income, non-custodial parents. this program will provide job training and placement, transitional employment, and incentives such as adjusted child support obligations to assist non-custodial parents need their child-support responsibilities and gain employment. public-sector programs like jobs now and transitional sf are important, but they're only part of the solution. equally important -- private- sector employment growth. at the end of the day, the only way our job training and placement programs are going to be successful, is to make sure there is a job for every san franciscan. that is why i would join supervisor avalos in providing construction jobs. i support initiatives that focus on our manufacturing sector. i have also called for the creation of jobs investments, and

we went out to meet san franciscans in their own neighborhoods and coffee shops. we called these meetings 20/20's because we wanted to listen and get from you a clear vision for the future. this city deserves a mayor with a vision of what san francisco should be in 2020. after listening, we have created that vision. we should be a city with public schools that give every student a shot at the future with wraparound services and that also would activity before and after school, a city that rewards teachers with retention bonuses and help with affordable housing, where muni is free for kids who go public school, where we give kids $100 for college savings each year they complete in school. we should be a city that is open, accessible, and responsive to its people and businesses. i will put caseworkers on every merchant corridor in your city to interface with small businesses, respond to their issues. we should be a city where city hall is independent from undue influence. i will reform the ethics commission to make sure your public officials are held accountable. i

we were asked to enroll all san franciscans from day one of the program. the expectation was we would have a contractor ration of about 15 years or longer that was perceived to be necessary to allow for this large in-city generation and efficiency component. that there would be a single supplier to reduce the administrative accountability issues and the risk would be allocated primarily to the supply year where the city would not be are risky under this program. no financial liability to the city. in the course of our effort, reaching out to the marketplace to achieve those objectives, it became clear we needed to compromise on some of them in order to launch a stable and effective program. what you see on this side is a comparison between the original goals and what we're proposing today on each of those points. our rates we are proposing is to have rates that are higher than pg&e that paid for the full program cost, but an energy mix that is 100 percent signed renewable from day one, not a 10-year ramp up, but a day one wanted to% renewable with rates be

the choice has not really been there for san francisco in a resident's -- san franciscan residents to have our resources portfolio. this provides for that opportunity. relative to the original ordinance, we're starting small, but when we work through with a competitor, the competitive marketplace, putting those offers out for what our goal was, we really got the message back that it was not an overall package of goals that was achievable in the marketplace. the concept of community choice aggregation is relatively new. there are not providers in the market where this is their business plan, this is their market niche. that is developing. as we -- if we flash forward 4.5 years, we may find ourselves in a different circumstance with more providers helping us with the objective of the program and hope to be in a position of seeing it grow and mature towards really realizing the initial goals of the program that articulated in the 2004 ordinance. president chiu: i have a couple of quick question about the shell company. they're not a local company, right? >> no, they are not. they are in

seven of 10 san franciscans bike in the city. it may be a family on sunday streets. you remember the picture from last year, folks coming out to ride recreational or to explore the city and waterfront by bike every now and then. there has been an increase here official counts showed a 58% increase in the number of people biking just in the last four years, and we are really noticing that. our bike lanes are more crowded, and we're working with the city on that. if you do not mind going back a couple. thank you. and just a little bit about what we do on bicycle safety and education, which is really the focus here. we hold popular sessions around the city, free bike education class is for adults who want to learn to ride safely and responsibly. this is a picture of one held two or three weeks ago. the portico hosted this -- the port co-hosted this. you see in the picture it was actually fall. we had to bring some chairs in theory that was wonderful. these glasses again are free. they are sponsored by the mta and the transportation authority and led by as of the bicycle
