let's get right to the issue of superpacs. guest: citizens united was the supreme court decision which allowed unlimited contributions from unlimited sources going to be spent on direct advocacy for or against kansas -- candidates. this had drawn wide the doors on spending. in 2010, we sell at 338% increase over the previous midterm election in outside spending. much of that was undisclosed. there were a lot of it -- there was a lot more money coming in from donors that was completely secret. we expect the spending to increase to another level altogether in this presidential cycle. we expect to see even greater secrecy of donors. host: unlike a traditional political action committee, superpacs cannot donate money directly for political candidates. but they can influence a race. best coat that is correct. they cannot contribute to a candidate or a party. that could -- that is not a direct contribution into the process. it is spending outside to influence. they are running political ads and other kinds of spending. it is advocat

as for superpac's, as for money in politics, i spent a chunk of my life working on the issue, and there is a lot that has not gone well on that front, either. i would, however, hold up for everybody scrutiny the 2008 presidential election campaign with someone named barack obama, who had been in the senate for all of two years and was a complete newcomer to the national stage but had a message and a set of skills that enable him to get through a process that was very tough in both the primary process and the general, race record sums of money, a lot of it from small donors, and here we are today. i wish our system of money in politics was different from what it is. that is a personal view. but i did not believe it is at the end of the day certainly not a determinant of the presidential level. % in coming reelection rates in the house at a time when people cannot stand the congress -- you have to scratch your head and ask what is going on there -- 98% income that reelection rates -- incumbent reelection rates. >> good afternoon. the summer and fall, puerto rico will vote to determine its

the congressman did say a pro- perry superpac in iowa -- positive ads. when do you expect the others to weigh in, if at all, and how long before the nice goes away and we start seeing some punches thrown? >> the question is when do we expect it, and the answer is two weeks ago. he has a lot of money, and we do not know how much because they can raise money more rapidly. we are not looking forward to the vicious negative assault, but -- >> [inaudible] probably the smart thing. building up his positives, but that is what you would do if you anticipate going on a negative attack because he had gotten down into the single digits in most states outside the deep south, and that is not a position from which you could credibly attack. if he builds himself up, he will be in a position to attack, and that is what i kind of anticipate. we would rather not see that. we would rather see more of a commandment approach to this, but that is kind of what we expect. >> can you be a serious candidate in 2012 without a super pak? >> probably not. in terms of campaign financ

what you have seen is the rise of the so-called superpac's on both sides. they concentrate on nothing but fact checking with the gop candidates say both in the debates and elsewhere, and i think you are seeing that get out. i think we need to continue to work on that and continue to make sure that the media picks up on it. as we know, the media does not always cover things even the in my opinion, but we are working on it and i think it is starting to get out. host: there is a story in the "wall street journal" today taking a look at the possibility of a third-party candidate entering the field. guest: i think it will certainly shake things up. you had a significant portion voting for that third party. there is so much anger of both parties. there is probably more openness right now to a third-party candidate. i think it made things very interesting. i think it helps obama because it splits the anti-obama vote, but it would shake things up. caller: i have a question for mr. baumann. i also want to make a comment about the dumbing down of america. one of the
