this is the vermont way. but i was moved to tears going through the state and seeing things that i remember as a child that had always been there and i assumed it would be there all my life, and destroyed in a matter of hours. the storms are going to enter the history books alongside the horrific floods of 1927 in our state, something i remember my grandparents and parents talking about. i remember my opinion grandparents and my parents saying we hope we never see something like this again. they didn't, but their son did. and i can't tell you how much it hurt. but i cannot tell you how much it means to me that, again, senators joined and saying we will find the money vermont needs. back in 1927, the national government helped our states recovery, as they should. because, after all, we are the united states of america. american people come together in times like this, just as vermonters have always been among the helping hands extended to other states in their time of need. so the progress this bill makes in h

we need it now in vermont. and this bill is an essential part of the work that congress should be doing in response to major events like irene and the apparent pulling together as a nation to heal these wounds. the senate -- the presiding officer will recall when we reconvened after labor day, those of us on appropriations worked on this bill and other disaster relief legislation have been top priorities for vermont and for many other states. many other committees were involved. certainly the vermont delegation worked together on this, but other senators came together to help us week by week we made progress. we've overcome a series of legislative obstacles. one by one we've been able to turn the light from red to green in a legislative process that this year has been unduly cumbersome, unresponsive, actually different than i've ever seen in the years i've spent here in the senate. but the progress that we've achieved here in the senate is a testament to the determination of many in this body who have been will

to a hurricane in vermont. who ever knew vermont would get struck bay hurricane? and on the ground in joplin, missouri, 14 hours after the tornado went through there. and i was in tuscaloosa, alabama, smithville. mississippi. northern georgia, all affected by the tornadoes. and up in north dakota from the floods. and when i was flying over north dakota, had the opportunity with the general and a couple congressmen. and as we're flying over, and it was just cresting. in looking at the damages, the general is explaining how many homes and businesses were damaged. in sort of a side mentioned we've really done a good job and haven't lost any lives and working hard, and we saved the school and did this and did that. later i went and talked to the mayor and governor and police, fire, e.m.s. folks and chiefs and command staffs and a lot of people that had been working on fighting the flood in north dakota for literally -- much longer, but this part of it for two weeks. and sometimes i think we miss things and we forget things. but for total devastation, they did not lose

a new study done by two nonpartisan vermont government agencies looked at you know peter shumlin the new governor of vermont ran a platform of a single payer health care system for a state and it has passed the legislature he signed it in a lot and they're waiting for a waiver from the president of course they have to organize and put it together so that two different agencies of the government say what's this impact going to be financially in the state of vermont and the reports came in today and what they found was that the state at the very worst which we now in front. twenty twenty would save the very worst a little over five hundred million dollars and at the very best would save one point eight billion dollars money that would be skimmed off by united health care to pay one hundred million dollars a year you know salary and benefits to people like. you know the stephen j. hands that are sent you know. is the national or since united this is a little more direct to the right care industry. another part of a cancer in the body politic is now it's a national or says united working
