. >> ktvu crews have been speaking with evacuees, the red cross, near by residents and fire officials and we have live team coverage tonight. we begin with ktvu's david stevenson and what fire authorities are saying this hour about that massive fire fight, david. >> reporter: take a look behind me. you can see that it is dark at the scene of these two charred buildings. but firefighters have been working through the last hour to make sure the fire is out as their investigation into its cause begins. let's take a look at some video that was shot at around just before noon today. this is how the flames looked, billowing smoke to be seen from across the city. firefighters say it all began behind a three story victorian building on golden gate avenue and quickly led to a neighboring four story wood victorian building in just a matter of minutes. it quickly became a five alarm fire, 150 firefighters about half of the city staff responded in windy conditions. firefighters say it was a difficult area to fight and there were several injuries as well. >> there was one civilian with minor smoke

this is ktvu channel 2 news at noon. >> san francisco firefighters remember a tragedy from six months ago today. and this comes as the department is facing a financial punishment. good afternoon, am tori campbell. >>> the san francisco fire department is facing a $21 ,000 fine, it is based around a house fair that claimed the lives of two firefighters. tara moriarty joins us with the department's reaction. >> reporter: 4 firefighters were supposed to be on the truck that responded. there were only three and that is a serious violation according to this cal osha report. where was the 4th? he was here getting fitted with a face mask. they were left with $21,000 in fines in which the firefighters died. we spoke to her, she said they plan to fight them. they already wrote a letter to them and plans to have a conference with them next week. >> the citations that were sent to us, we have evidence that their -- they don't have merit, none of them are of the willful nature, which means that the policies that were not followed -- the employer knew that those policies could lead to the death of

ktvu's david stevenson is here now, and says how the alleged scheme worked. david? >> reporter: frank, the pizza place behind me is a san francisco restaurant that says they were a victim in what prosecutors call a bribery scheme by the former public health department employees. marello's pizza general manager says she got burned in a bribery scheme by two former department of public health workers. >> we lost, and had to pay again, we didn't know it was something being done illegally. >> reporter: prosecutors say between 2007 and eight, stewart and sanders took brides from as many as 500 restaurant employees seeking certification as food safety managers. >> they were asking questions about the food, such as what temperature do you keep food at, if it is hot, or cold? >> reporter: the prosecutors say in some cases the men helped to fill out test forms. both face felony charges and the safety certifications now are not valid. they did not charge any of the restaurant workers who allegedly paid the men. >> we believe that greater harm was from the public employees. >>
