out of montgomery county where emergency crews are working on the scene of an explosion. it happened in garret park in the 4400 block of cambria avenue and that's where ken molestina joins us live. >> reporter: well still a very active scene over here, as you said let's go ahead and roll video of what it looks like just down the street where this all happened apparently. the call went out for a home on fire. when fire crews got here there was evidence there was some sort of an explosion. we're still working to get that confirmed. also we're working to get confirmed some preliminary reports that went out in dispatch suggesting there may have been some sort of a fatality involved in this, but again, definitely a fire here. there are still tons of crews, fire crews on the scene and i also saw some explosion investigators that are here on the scene but again this is the 4400 block of cambria, a very active investigation right now as well as a fire suppression effort on the part of firefighters out here. we'll stay on top of this and bring you the latest details as we get thos

that's a big issue in montgomery county right now. it could well be on the ballot for voters next november. it's this issue of bargaining and a bill scaling back collective bargaining essentially for the union members. >> right. >> tell us what affects bargaining means and why that has posed a problem for your department. >> well, it's a very complicated issue but i'll try to give it a good explanation. first, i have to make it clear. it does not take away collective bargaining rights for the union. they will still be able to collective bargain their salary, all the pay and benefits issues. those things will not be affected. affects bargaining a a limited scope of bargaining. >> it says when management, chief, exercises management rights. and we have management rights that are spelled out in the labor law. when we exercise those rights the union can bargain that exercise right has on its members. an example is we had wanted all of you police officers to start checking their e-mail once a day. on workdays. not on their days off. on the
