the city of watsonville was not prepared to communicate with the 60% spanish-speaking community. the city was in a political conflict with its mexican-american leadership ruling by the supreme court to go from citywide elections to city elections that were to occur three weeks after the earthquake with the hope of its electing their first latino councilmember in years. neither the county nor city had a strong relationship with the spanish-community organization and after the hospital and the foundation was damaged, our county health department headquarters was about 14 miles away and we quickly knew that we were on our own. and our clinic staff right after the earthquake continued to provide medical services right across the street at a plaza right in the park. and a fire captain coming by saw what we were doing and provided me with a radio. thank you, chief. that i used to -- i did a little bit of radio work when i was a ranger and i heard what they were asking for so i took this radio from the police -- from the fire department and listened all night to hear that they were aski

and watsonville cool, monterey upper 30s. visibility is limited, you could find thick fog in some areas down to 1/4 a mile less in novato and 1/4 in napa. here's the story of the temperature change compared to yesterday. we are a good 12° warmer at this time in napa and even in san jose. we don't see freezing cold temperatures we saw yesterday. this morning look out for that fog and low clouds, partly cloudy afternoon and we are still keeping our eye on slight chance of rain in the north bay. doesn't look like it is going to bring us much precipitation. we are just watching it for now. we have this area of high pressure and a couple of storm systems in the pacific, moving towards our area with the jet stream and ridge keeping it north it means we are just going to get the tail end of these storm systems that means a slight chance of rain for our area mine mainly the rain will hit oregon -- oregon and washington wednesday through friday. 55 in san francisco, high for today as well as vallejo, mid 50s for the most part around

the long term is that -- the long-term plan for santa cruz and then watsonville is really the marathon. and you talk about what makes good plans and good planning is really good process and you have to design the process to respond to the conditions in your community or your community. you could have multiple plans in a larger city, for example, and then try to coordinate those altogether. now, the question here -- seen here is, how do you involve the community? and there's sort of this whole notion of bottom up instead of top down. actually you need both. you need both. we sort of overreacted in the 1970's about experts or just paid hacks and that sort of things and there are still consultants out there that will just listen to the community and all they get is something from the community which is all wonderful expression of values and valuable but recovery is all about investment, right, particularly in the business district? you have people to risk real money on real projects in your downtown which means you need expertise on retail. we tried to design a process that involved the w
