san francisco's politicians and the community have identified san francisco as a sanctuary city, ensuring safe access to cannabis on behalf of those individuals who have recommendations and required it. providing safe access to medicine is critical to the well-being of our san francisco community members, especially as we know that san francisco has one of the largest per-capita prevalence of people living with hiv. 471 jessie st. is a phenomenal resource for san francisco. it is an ideal location for a dispensary. it is ideal and it has been acknowledged by the city that it meets all criteria necessary to establish a dispensary in the location. the zoning rules, proximity or lack of proximity to schools, parks, are part of the zoning requirements. most importantly, this location also complies with federal rules regarding location and proximity. this is different than some of the other dispensaries in the location that this dispensary seeks to inhabit. as i think you know, the department of justice has been targeting dispensaries throughout san francisco. as recently as march 30, another

the city and county of san francisco. again, i also want to thank congresswoman pelosi for hosting this event, and with her staff, and her leadership around all the work she has done supporting small businesses. because she comes from san francisco, and, by our definition, is small business is a business with under 100 employees. that is almost 85% of all businesses in the city. because she is from here, she really understands what small businesses are about, and she articulates your needs in washington, d.c. in may 2008, san francisco opened the office of small business, under the leadership of gavin newsom, under the urging of our small business leaders. the mayor heard there was a need for the community to have a small office to help the needs of our small businesses in san francisco, help them understand and navigate the complex structure in getting a business opened within the city and county of san francisco. initially, primarily, we were going to be about helping you understand licensing and permitting requirements

we have so many natural attributes in san francisco. it is our geography, arts and culture, vibrant neighborhoods, everything a city should be. i think now you are seeing an economic development climate where we are probably trying to attract new jobs and industries to our city. whether it is the payroll tax initiative that kept twitter here in the mid market, stock options, other policies, we are changing the culture of city hall and, in turn, san francisco. what we're doing now is we are seeing the jobs come back. as the rest of the country grips with recovered from our huge recession, san francisco is leading the way. our unemployment rate has dropped two points in the last year. we have an unemployment rate under 8% right now. not many cities can boast that. in the last year, it has dropped since mayor lee and we at the border supervisors came into office. for me, this continues we are doing at city hall, our mission. and a real point to the students here. please know that city hall and your local government is here because we want

it will become a new maritime attraction to san francisco's waterfront. i want to thank peter albert and lesh curshner for a lot of work towards this request for us to go forward and issue another rfi. having said all of that, the port stepped wishes to request water taxi service. given the positive changes on our waterfront. with the upturn of the economy, hotel occupancy rates are higher, a number of indicators are improving. tourism numbers are up throughout the city. we think that the opening of the exploratory am in the america's cup races that i mentioned earlier will bring even more people to san francisco's waterfront. the third area of interest is we have more operational authority now in terms of where we can have water taxis land. it appears, and we will talk to the port commission in subsequent meetings, that self beach harbor may come under control of the port. we will see. if it does come it becomes a new venue that the ports would have management control over directly. the port would put out an rfp that we would offer through different loca

san francisco. we have one more slide. hud's data is not detailed. this compares. market rent -- fair market rent. this slide brought up questions about what fair market means. it is 40% for a typical unit. it is not artificially reduced by including households [unintelligible] rent-controlled. in san francisco, it is higher than average rent paid. that would include a lot of households benefiting from rent- controlled. it is lower than the average rent asked for a vacant apartment. it is the 40th percentile. that is why we're choosing it. it is the middle point we think is reasonable in terms of expecting a person could easily find an apartment at the 40th percentile points. yes? supervisor chiu: that is average citywide read? -- rent? if it were higher than that, there would be an affordability gap? does mo break that down? it can be useful to look at the city as a whole. people are part of a particular community or neighborhood. they are not necessarily comfortable moving to different neighborhoo

it will take san francisco taking a proactive role. the second thing that this resolution does that i think is also very important is that input to the board of supervisors on record as urging our city banking partners in san francisco including bank of america, union bank, and wells fargo to immediately suspend foreclosure activities in san francisco until there is a full investigation of this foreclosure crisis. if you want do business with the city, we welcome you, but we urge you to make sure that you engage in business and a manner that protect the rights of the people that live in this city. we urge the banking institutions, if this passage is completed and we have the resolution go forward today, to take notice and take all steps necessary to halt the current foreclosures so that there can be a full investigation of this crisis. this is a call to arms for the city and i hope that we take it as seriously as we possibly can. i know that the activists and community members that have been working on this will continue to work on thi

this is happening all over san francisco. i'm afraid our planning commission and planning department does not appear to be on the same page as the rest of san francisco when it comes to affordable housing. it brings up what i call the poster child of unaffordable housing. the planning commission has approved a luxury condo development for the top one-half of 1%. " i need you to focus on affordable housing. >> i will get there. the planning commission is rewarding the developer with enormous bulk and inappropriate mass and four times the number -- >> please focus on affordable housing. >> how can the city be serious about making housing affordable windy like8 -- when deals like 8 washington are pushed through the pipeline? that is what is happening at the planning commission. we need to change the culture, change the pattern, rethink what san francisco really needs. it is not luxury condos. it is affordable housing. moderate priced housing. new developments like those we have mentioned are not paying their share to that end. t
