i've been working really hard with the supervisors to create an investment-friendly city, a city that welcomes job creation. jobs for everybody, not just for downtown folks. i'm not here in the neighborhoods, also, and making sure that our board and i care about the neighborhood corridors. we're out here on events like sunday street's premier out here for all kinds of different reasons, because we care about every single neighborhood in the city. we want all of you to feel the richness of the city. it is not just for downtown. it never has been. i want you to know that and what you to know we listened very carefully. we are getting better. guess what? we still got a deficit. we have a two-year budget process. we are challenging ourselves a little bit more. about $170 million deficit for 2013. having said that, the $170 million is better than what it was six months ago. as our economy has benefited from some good sales revenues, and some of the buildings are occupied, we have a better revenue stream all the time. we knocked it off almost $129 million than what it was a few years ago. i

in the city of l.a., -- in the city of l.a. there are four in the city of san francisco for reporting requirements. recently, in the month of april, actually, the city of l.a. increase its contribution limits. two months ago, they were lower than san francisco. now they are higher. for city council and controller and city attorney's office in l.a., the limit is $3,400. it is $1,500 for the mayor's office. both of those are higher here. that could be interpreted in different ways, of course. one of the ideas that the ethics commission communicated with that they wanted to offset some of the infinite expenditure entities and their contributions by allowing individuals to make higher contributions. reporting requirements are lower in l.a. and they are here. every thousand dollars worth of expenditures have to be reported within -- i believ it is 24 hours. the threshold or the trigger for same entities is $1,000. the another difference is in l.a., those reports have to include all contributors to the independent expenditure into t

the city budget is $6.8 billion a year, a big number. half of that is in the city's general fund. the other half is in the enterprise fund. the way i like to think about that is, if you were a small business owner, you would separate your business expenses from your household expenses. should i stand forward or back? what is the sound issue? ok -- just technology. if you think about your household expenses and business expenses, you would separate them out. that is what we do in the city. all of our business expenses are in the enterprise fund. household expenses are in the general fund. that is our human pass social services safety net, public safety services, fire, police, ems. it is also our streets and infrastructure. building capital projects and improving our streets. it is also recreation and park. so it is all those kinds of things. we also spend money on paying people to do those services. you all know, the spoke work for the city. we have about 26,000 people that work for us, and we spent half of the budget every year on salaries and benefits. so it is a big cost for us.

in the city of l.a., -- in the city of l.a. there are four in the city of san francisco for reporting requirements. recently, in the month of april, actually, the city of l.a. increase its contribution limits. two months ago, they were lower than san francisco. now they are higher. for city council and controller and city attorney's office in l.a., the limit is $3,400. it is $1,500 for the mayor's office. both of those are higher here. that could be interpreted in different ways, of course. one of the ideas that the ethics commission communicated with that they wanted to offset some of the infinite expenditure entities and their contributions by allowing individuals to make higher contributions. reporting requirements are lower in l.a. and they are here. every thousand dollars worth of expenditures have to be reported within -- i believe it is 24 hours. the threshold or the trigger for reporting requirements by the same entities is $1,000. another difference is in l.a., those reports have to include all contributors to the inde
