i've been working really hard with the supervisors to create an investment-friendly city, a city that welcomes job creation. jobs for everybody, not just for downtown folks. i'm not here in the neighborhoods, also, and making sure that our board and i care about the neighborhood corridors. we're out here on events like sunday street's premier out here for all kinds of different reasons, because we care about every single neighborhood in the city. we want all of you to feel the richness of the city. it is not just for downtown. it never has been. i want you to know that and what you to know we listened very carefully. we are getting better. guess what? we still got a deficit. we have a two-year budget process. we are challenging ourselves a little bit more. about $170 million deficit for 2013. having said that, the $170 million is better than what it was six months ago. as our economy has benefited from some good sales revenues, and some of the buildings are occupied, we have a better revenue stream all the time. we knocked it off almost $129 million than what it was a few years ago. i

in the city of l.a., -- in the city of l.a. there are four in the city of san francisco for reporting requirements. recently, in the month of april, actually, the city of l.a. increase its contribution limits. two months ago, they were lower than san francisco. now they are higher. for city council and controller and city attorney's office in l.a., the limit is $3,400. it is $1,500 for the mayor's office. both of those are higher here. that could be interpreted in different ways, of course. one of the ideas that the ethics commission communicated with that they wanted to offset some of the infinite expenditure entities and their contributions by allowing individuals to make higher contributions. reporting requirements are lower in l.a. and they are here. every thousand dollars worth of expenditures have to be reported within -- i believ it is 24 hours. the threshold or the trigger for same entities is $1,000. the another difference is in l.a., those reports have to include all contributors to the independent expenditure into t

he is very familiar with the incredible work that spur does with the city, because of his work as a city administrativor,a lot of us from his vantage point of the mayor's office. i would like to recognize the department heads and elected officials. i know i've seen some of you here. thank you for coming out to support the fund workover our city employees. it is a privilege to me in particular to be here because i have had the opportunity for the last several years to be on the selection committee for the good government awards. it is really a treat. as a human-resources director, i get a lot of bad news. some of that gets in the newspaper. with all due respect to our brethren in the press, it's always a good story to write about bad behavior that may happen in a city department or that a public employee may have engaged in. we are the largest employer in san francisco. it is only natural as some of that bad behavior may fall on our doorsteps. it is refreshing to see some of the wonderful work people are doing, who really personify the ethos of san francisco. i want to celebrate that. on

for the city plan, the city supports will be capped at the blue shield level. we encourage all employees to make intelligent choices about their health. >> that is for employee only? >> the dependent care benefits stay exactly the same. there is already an incentive to make intelligent choices there. we believe we have presented a package of contracts that are extremely fair to the city and to taxpayers which acknowledge labour's support and concessions in years past, which are modest -- almost no growth in year one and we recommend respectfully the committee approved them and send them to the full board. supervisor elsbernd: was there must discussion about well mess? -- well mess? -- wellness? >> yes. council members, including most of the biggest unions in the city, we will be looking at models were we can save money in a number of ways, but we are looking at other jurisdictions, including chicago and los angeles were there has been a carrot and stick approach where you are looking at baseline treatments and rewarding people who are taking preventative care o

city safe. from the emt's to the paramedics to the firefighters, the san francisco fire department has been protecting our city for more than a century, and its members of moderately -- honorably risk their lives for our citizens. all the services that they provide, ranging from education to community work to putting a dangerous fires, our city cannot continue to function as a safe and secure city that it is. we are announcing today 6 fire academy classes over the next six years. like the police the bernie, our fire department is also facing challenges. from retirees and a challenge -- we're looking at challenges in a fiscally responsible way. the current personnel is lower than it has been in the past decade. the additional firefighters were -- will help the department use less overtime. we have one h3 level 1 emt class in the fiscal year 2012-2013, slated to begin in july of this year. this will result in a net increase of 20emt's to the fire department. in the coming years, whether in the mid

are for our city. it is also a spending plan. how are we going to spend our money in the coming two years? generally in san francisco, we spend about 50% of our dollars on personnel, all the people who work for the city. about 26,000 of them. and about half on everything else. we also spent about 50% in what we call our general fund and 50% in what we call enterprise fund. as many of you know, and as the supervisor mentioned, we have more than 50 city departments. everything from the mta and the puc to health and human services, police and fire. i like to think of the enterprise departments like the city's small businesses or the city's business operations. we do not mix our home expenses with our business expenses in our home budgets, and we do not do that for the city. so what do we spend our money on every year? we spend our money on our priorities, things like community health, things like social services, police and fire, rec and park, all of those things that are the core services and priorities

the city needs cpmc. we understand that the need for seismically safe hospitals -- the coalition understand that is we need jobs. we need jobs for the city workers. and another important thing is that the feeling is that the health care master plan should be a vital component that should be completed before cpmc proveeds. -- proceeds. the city does not know exactly the needs of the city as far as health care hospitals are concerned. we don't need all the hospitals concentrated in certain sect oishes of the city. now going on. the coalition feels that a small erven is project and a larger st. luke's project will best serve the needs of the city in future. as far as the job guarantees are concerned. 40 jobs per year? that's not very much and it's been said many, many times that cpmc is one of the largest employers in the city. and 40 jobs per year? that's sort of embarrassing, i would think. you might put one more zero there. make it real. i think supervisor chiu and other supervisors who have mentioned tha

the city budget is $6.8 billion a year, a big number. half of that is in the city's general fund. the other half is in the enterprise fund. the way i like to think about that is, if you were a small business owner, you would separate your business expenses from your household expenses. should i stand forward or back? what is the sound issue? ok -- just technology. if you think about your household expenses and business expenses, you would separate them out. that is what we do in the city. all of our business expenses are in the enterprise fund. household expenses are in the general fund. that is our human pass social services safety net, public safety services, fire, police, ems. it is also our streets and infrastructure. building capital projects and improving our streets. it is also recreation and park. so it is all those kinds of things. we also spend money on paying people to do those services. you all know, the spoke work for the city. we have about 26,000 people that work for us, and we spent half of the budget every year on salaries and benefits. so it is a big cost for us.

we talk about the city of san francisco. our mayor, our chief of police, our fire department, our new c.o.a. and then, of course, our illustrious supervisor avalos here who help putt this thing on for us today. but the most important thing we have to remember, we have to remember what happened in the past concerning us as communities and as districts and how important it is for all districts to work together, to help the mayor to help the chief of police to help the chief of the fire department. and what's been happening there's been too much decisiveness between districts -- decisiveness between districts. and by a view is one of the poorest districts in san francisco and we suffered gnome -- enormous economic loss in the past. we have the redevelopment and all the other things coming in, and even emergence got stuff going on where we're trying to pitch in and do a lot more volunteer stuff and that's what it's going to take for all of us here. the money used to flow through san francisco like water. but, you know, they cut

the city attorney's office, there are -- the city attorney is able to absorb much of the work that was previously done by attorneys at the redevelopment agency but is reorganizing and needs to get several positions to accommodate the full workload related to property management, the complicated land use and housing related deals. those are two additional positions they are requesting in their budget. supervisor kim: will they be observing the attorneys that were already at redevelopment or are they hiring new individuals to fulfil that absorption? i understand the need for the work. i'm just curious. >> my understanding is they are going through a hiring process. at the office of economic and workforce development, there were certain positions that were previously funded by the redevelopment agency. they were not actually positions -- they are not new positions, per say, but they had received funding through developer reimbursements. supervisor kim: that is for existing individuals but a source of funding has not changed. >> that is correct. those are the primary other things that you

appreciate all things we do in city hall take more time and effort. i was of the opinion this is worth it. certainly it does not make it easier, if you will. i certainly appreciate those concerns and comments. >> another question i had was the 65%. the way it is currently written, if we have multiple candidates in a primary, but when canada was able to get 65% + one of the votes, that they would when all right. curious as to how there is an openness to that if it was based on other types of election systems and other counties. to gsupervisor farrell: obviousy the goal is to maximize voter turnout. we have talked about that round and round of this committee. the notion of when you have a runoff system, if you will have november be the first boat or sick of it, inherently it will happen to the most voters. what we want to say is the reason september election came about was we wanted to have the most voters boat in the runoff for the final decision. that is why we went to a september election. admittedly, all loading systems are flawed in their own ways.
