haren appears to be taking the position that florida can't do anything after delay the giving florida the information it need to do. what can be done to solve this problem? >> well, the problem with the florida effort is that it runs counter to the national voter registration act, which says you can't do this within 90 days of an election. you can successfully do that which florida is trying to do as has been done and has been approved by the justice department in north carolina and georgia. they did it the right way. you -- the database that i think has, florida is requesting is not necessarily the answer to these problems. that database, my understanding, does not contain on its rolls or twhaith database people who were born in the united states. that database will, therefore, be flawed and could result in the exclusion of people from voting who are native-born americans. >> well, the state of florida has attempted to obtain this database for nine months. so that it could do its thing -- well, prior to the 90-day shutoff and the national voter registration law, and i have a copy of

florida elections officials around the state. first the state sent over 2,000 names to the counties to be purged alleging that voters were noncitizens even though that doesn't seem to be the case in a lot of cases. the state has also upped the purge with a follow up list not 26,000 names but of 53,000 name. the state wants the counties to purge off the voter rolls. civil rights groups are asking the justice department to intervene in florida again to stop what the republicans and the state government are doing there in advance of the bject.on. the justice department tonight sent the state of florida a letter asking that it stop purging its voter rolls. in the letter which we have obtained tonight at msnbc, the justice department says that florida has not asked for federal clearance under the voting rights act and that the state may be violating the national voter registration act. again this letter going from the justice department to florida as to have night. we are reporting it exclusively here. take this in some, this ruling b

, north florida and mostly rural small towns were hit the hardest. south of tallahassee. they'll be talking about this storm for decades to come. 20 inches of rain in the last two days in some of these small towns. a town called live oak, evacuations taking place in north florida, along i-10. the storm doesn't look that impressive. a lot of the rain has pushed off to the east coast. the only heavy thunderstorms along the border of georgia and florida. but the storm is located here in the gulf. it looks like increasing showers in tampa, sarasota, up into the orlando area. here's the area of concern. you see the lightning strikes by the interstate 10 shield. that's where the worst of it. that's where live oakes is located. southern georgia picking up the heavy rain, too. there we can deal with it. if this continues all day we'll get some flooding, they've been dry in southern portions of georgia lately. they could use a little bit of the rain. here's where the center of the storm is the forecast just out from the national hurricane center. does now fin

, north florida and mostly rural small towns were hit the hardest. south of tallahassee. they'll be talking about this storm for decades to come. 20 inches of rain in the last two days in some of these small towns. a town called live oak, evacuations taking place in north florida, along i-10. the storm doesn't look that impressive. a lot of the rain hasushed off to the east coast. the only heavy thunderstorms along the border of georgia and florida. but the storm is located here in the gulf. it looks like increasing showers in tampa, sarasota, up into the orlando area. here's the area of concern. you see the lightning strikes by the interstate 10 shield. that's where the worst of it. that's where live oakes is located. southern georgia picking up the heavy rain, too. there we can deal with it. if this continues all day we'll get some flooding, they've been dry in southern portions of georgia lately. they could use a little bit of the rain. here's where the center of the storm is the forecast just out from the national hurricane center. does now final
