now some news away from the olympics. a mass siff power failure left thousands of indians without electricity. the grids in the east and northeast are now collapsed the power cuts were affecting 13 states from the west to the east and they come a day after 370 million people were affected by similar cuts across the north of the country. joined now from our dehli studios by our correspondent. do we know why this is happening? >> at the moment, the authorities here are speculating on why the power may have failed for a second day in a row. they say the priority is to get power back, particularly in major cities and they're estimating in the next three hours or so, they hope power to be restored in major cities. 20 states in india affected by the power grid failures. in the nation's capital, traffic lights aren't working, causing huge chaos on the road. the metro is now partially running but only 20% of the city's metros are running. hundreds of trains across india are stranded on the tracks. and we've also heard that 200 mi

of course, the torch relay continues, bringing the olympic flame here to the olympic stadium later on. right now, the flame is going down the river thames on the queen's row barge, gloriana. it's just been around the tower bridge area. we can see the latest pictures there. it's going to be taken from gloriana and kept in seclusion, we're told, for a few hours before it makes its final journey up north into this area of east london, where it will be brought, of course, to the olympic stadium and where later on we're going to see the caldron lit, as one of the most important, symbolic moments of this opening ceremony. we don't know who's going to do that final lighting yet. that's one of the big secrets that has yet to be revealed. now, the bbc's phillipa thomas is actually stationed outside buckingham palace right now, because phillipa is expecting leaders to be gathering a little bit later on this afternoon here in london for a reception hosted by queen elizabeth. phillipa, if you can hear me now, just tell me whether the ceremonial has begun outside buckingham palace and how many big

[ chuckling ] here's the interesting part. you know why mitt romney was quote/unquote successful in '02? he took a giant amount of federal money to do it. he got $1.3 billion from the federal government. in fact, it was record-breaking at the time. it was more than double what they got for the olympics in atlanta in 1996. in fact mitt romney bragged about it. this is what he said when running for governor of massachusetts. quote, i'm in favor of getting more money from the federal government. we need to do a better job getting money from washington. now, you told me that you were small government, oh, no, we don't want anything from the federal government. he also said, i was successful in doing that in organizing the olympics--got record funds from the federal government, and i'll do that here. so basically his big success of running the olympics is because he

we go to our studios overlooking the olympic park with all the details. >> it has been a funny olympics for michael phelps because he has now won 19 olympic medals which makes him the most decorated olympia of all time. he came into the london olympics are for the back of beijing where he won 8 gold medals which was an extraordinary feat. there is a lot of pressure on michael phelps. the public really expecting a lot from him. all he had to do this in london was to win and other three metals and when i say all, i say that a very lightly. winning and the olympic medal is a tough feet. -- winning any of the metal is a tough feat. he just missed out on the gold medal. he won his 19th within the forward by 200 and event. he won a silver earlier. he looked very angry at winning the silver and not getting the bronze. he was picked up in the last two strokes. we see a very different michael phelps at london 2012 than the one that we saw in beijing. >> when it comes to the olympics, everyone supports their own home country but to get a sense with michael phelps that he is supranational. everyon
