we'll talk to billy about your work later in the show. right now the brunt of the flood is happening in plaquemines parish where water has gone over the top of levee. it's not part of that $10 billion system that was rebuilt in new orleans after hurricane katrina. that monster hurricane hit as a category 3 seven years ago. plaquemines parish president said isaac is proving to be worse. >> jesse shaffer is out there rescuing those people. it's his backyard. he knows the water. several other people have lost their boats. i applaud them for doing it. they're taking their own life into their hands. we will continue. our only effort is the safety of the people that did not evacuate. no one thought this storm was going to do what it did to plaquemines parish. it doesn't matter about damage to a home. i have more damage from this storm than katrina and i road out katrina at my home. the water piled up in areas on the east bank of plaquemines parish that we used to brag about because they never got water before. those areas that didn't flood for
