hud has housing in their name. we have worked closely. fema does do temporary housing to get people into something immediately. we work hand in hand. with the tennessee floods a couple of years ago, we were looking at houses lost. a lot of people were being displaced. our great partners from hud got in there immediately with us. we were able to move people from one section 8 housing to another. they never had to go into fema housing. they did not have to move from place to place or program to program. we are able to move them into what would be their permanent homes. moving forward by that and focusing on what needs to be done as we're looking at a housing and challenges as we move forward. next we have infrastructure systems. i am not sure if anyone was able to join us from the corps of engineers. great. it is great to see you. çwe know the corps of engineers goes around the world building things and looking at roads systems, utility systems. it is not just the corps of engineers. it is looking at things we need to reconstruct. how wil

the capital funding in 1996 that we received from hud -- we are totally dependent on hud funding. $24 million. three years ago, we were receiving $13 million for capital improvements. this year we're getting $10 million for capital improvements. so we are getting less than half the funding, the properties are older. it is very difficult for us to keep up and make the kinds of improvements want to make on those properties. we have had similar operating budget cuts. the operating fund pays for maintenance and property managers. we have had to cut staff -- i believe about 100 staff people, going from over 400 down to 300 over the past three or four years. our goal is to maintain and improve our properties. we have been able to leverage outside funding. we were successful with hope 6 to rebuild five of our properties. we are starting an energy conservation program. we are doing about $25 million of energy upgrades. some of which greatly reduces our energy costs. others we were able to squeeze into the program, which are high need improvements that do not have a lot of savings, but over th

the market rents are established by hud. a person who makes 30% ami could afford and what they are likely to find in the market. significant gaps for lower income populations and for larger bedroom size buildings. that got -- that gap starts to go away when you get to 80% ami. we can see that compresses have come down -- average home prices have come down. the affordability gaps have also come down. one of the benefits of the global economic crisis, few though they may be, it is that the gap in affordability for ownership has come down. however, a that gap still persists across a lot of income levels. if you jump to owning your own home, it continues to be a difficult leap for people to make. looking at our population trend as related to income level, this attempt to show that over a quarter -- about a quarter of the population is the upper income group. our two largest categories are lower in, and upper income. that trend has become more pronounced. folks who are leaving the city are in a low income range or moderate income
