fox's steve harrigan has that story. >> reporter: it was a rare public appearance by syrian president bashar al assad in damascus. he hasn't been seen publicly in more than a month since an explosion claimed the lives of his four top security aides including his defense minister and brother-in-law. one man not at the mock ceremony to mark the end of ramadan was the syrian vice president. there is speculation he could have defected. syrian rebels claim he defected with his family to jordan, but the syrian government denies any defection. meantime fighting continues in major city of aleppo. rebels are hanging on there for several weeks now despite being outgunned and having no air power and finally in the north along the border near turkey a number of small towns controlled by rebel fighters now being pounded by government artillery. the goal, to clear out these towns turning them into ghost towns. those few who remain are often without food, water and electricity. in southern turkey, steve harrigan, fox news purchases ws >>> weather is on the -- fox news. >> weather is on the way, gary

jenna: only steve harrigan. >> reporter: war zones, absolutely, only steve harrigan. i spend most of my career telling people not to do that kind of stuff, but he is safe, of course, just, you know, telling you how much flooding they are getting in that area. jenna, as steve mentioned this is a slow-moving storm. that is the worst of this. it's still a category one hurricane but it's going to bring relentless rain, relentless wind and surge along a very vulnerable coastline here. there is the storm very much intact 12 hours later, which is quite unbelievable in some case. typically you see these hurricanes make landfill and zip northward, not this one. this has kind of hunk erred down for the next 12 to 24 hours. we do have the threat for tornadoes unfortunately eastern portions of louisiana through mississippi and alabama, and we do have a tornado warning, this is very recent, just heading towards the bay st. louis area. if you live in this area across mississippi you want to take shelter immediately. and some of these can be rain-wrapped tornadoes, make sure you hav

steve harrigan life from the turkish city where that bombing happened. who are turkish officials blaming for this explosion? >> shepard, right now kurdish separatists are behind the bombing but they also say those separatists are being supported by the syrian government. we have a situation where turkey is supporting rebels in syria and syria is supporting separatists inside turkey. the violence is not stopping at the borders. we saul a seep over into lebanon last week and now we are seeing it seep across the border into turkey, shepard. >> shepard: back to the president's warning on syria's chemical weapons, steve. was the president signaling a shift in u.s. policy? it is certainly a dramatic warning and raises the stakes on all sides. another thing he said caught my attention. he said we will be giving assistance to the rebels. in the past u.s. officials have always been cautious to say this what be nonlethal assistance. humanitarian aid, communications, it may be that the u.s. is at the point where it's ready to give some rebel groups inside syria wha

steve harrigan on site in ocean springs, mississippi, steve? >> we're right here in the whalen family's back yard and our cameraman is up on their roof and try to give you perspective just what the storm is doing to the coast l area of mississippi and how much it's appearing. and their house is okay, built it up high, but i'm standing in their back yard garden about six feet under, goes to about 20 feet further down and further out shall the real danger, when the roads are overcome with water, washington avenue is about four feet under, the coastal road disappeared. the pier disappeared so we're seeing national guard come as far as they can in their humvees to try and rescue anyone who might need help, but limits to what they can do. the number of boat rescue orangeses fewer boats to do that. a real concern now that people could be cut off from rescue. a lot of the smaller towns, we can't even get to because the roads are simply too deeply covered in water. and right now about 14,000 people in southern mississippi without electricity. so, it co

. >> fox's steve harrigan is on the ground in mississippi. what do you think? >> around the clock work going both from emergency management teams as well as the army corps of engineers, they're trying to save this dam from collapsing. it's a 2,000 foot earthen dam. you can see some of those tractors, they are pumping water around the clock to try to reduce the level of water and the pressure that's built up since hurricane isaac. and off on the other side of this 2,000-foot dam they are trying to dig some slits in the top of that earthen dam to try and release some of the pressure, let some of that water out. this is a 700-acre lake, some bulges were noticed, there were fears it could collapse. if it did, it would release a 17-foot wave down towards louisiana, we're about 50 miles north of new orleans. that water would flow down the river, so there's real concern here about what it would do to people who live along that river. louisiana governor bobby jindal ordered an evacuation thursday of up to 60,000 people. they were given 90 minutes pretty much to leave,
