[applause] >> thank you. i think we will also year from supervisors got -- supervisor scott wiener. >> this turnout's shows how significant this is to the future of the city. we were with a smaller group earlier. i will stress that san francisco is a city with a dichotomy going on. in many ways, we are a cutting edge city in terms of technology, food, transportation, there are all sorts of things where we are ahead of the curve. we attract a lot of people like you who are forward-thinking and want to do things in a different and more innovative way. we're also a really old school city. the change is challenging. david and i talk about this a lot. we're trying to do things differently. we get a lot of reflexive push back, whether you are talking about cars sharing on streets, or changing zoning to create new housing to make the city more affordable and inclusive. you have those kinds of di

we now have over 40 cities that have joined us. in 2011 we partnered with gray area foundation on a series of hack-a-thons, 10,000 attendees, and created nearly 30 applications all being powered by open data. now in 2012 we have our legislation that you heard about. as you heard, we announced the chief data officer. we have a network of open data coordinators within each agency. and these coordinators, their primary responsibility is to provide insight, is to provide transparency into the data sets that they manage. and that's really important. we want to make sure that you guys have a clear understanding in our community about the data that we manage so you can tell us where we should be going next in terms of opening up our data sets. we also are doing some structural changes so that open data is really the default position for our city. we're making sure that data belongs to our city, not the vendor. and second, we're making sure that any software that we buy or build hatx a public api or some equivalent. we don't want to be hel

is it considered sufficient to do it on a city wide basis and not on a city view. there is no analysis where cost savings would come department to department or the city as a whole in the data presented. when a project boasts of cost savings with data consolidation there is no way of determining who or where the estimated $3 million was saved or what became of it. shame on you that says that the current structure ensures coordination and efficiency. what it does ensure is the status quo. it ensures the behavior of department technology. it ensures the lack of cooperation. what the office of the mayor response does is prove our recommendations are worthy of serious considerations by the board of supervisors. we are here today to share our views with the board of supervisors, the only body within city government that we're aware of that has been willing to step up in recent times as you did in 2010 by mushing through changes in the city's administrative code that attempt to introduce positive improvements to the way technology is practiced around here. today we ask y

us some analytics on how people move around cities and how vehicles drive around cities. so, currently we have 16 neighborhoods -- 18 neighborhoods covered in san francisco, and we get real-time data back that shows exactly how many people go by some of the busiest areas in san francisco. so, you can see here san francisco, on average total, i think we had 150 people cross our sensors on average for every sensor. in case you want to go into time density. so, we end up getting these really, really great visualizations of the busiest times and the least busiest times of people moving around san francisco. you want to go down into union square? you can see the data changes dramatically when we change the neighborhood. and just illustrates how different every neighborhood in san francisco really is. we're announcing today that we're providing some of this data to the city as a kind of public service to help the citizens here figure out how many people walk around their neighborhood. but mostly it's to help public service, like the fire department, the police department, the m

one thing the city of san francisco or big cities or federal, right, the other smaller cities, smaller cities have smaller budgets. having a structure to support all this open data takes a lot of money. so, when these small cities are thinking about this, they should think about a way of somehow equalizing because they are putting into having these open data team, right? so, what does make sense? this is kind of an open question to get your point of view. >> do you want to take that, shannon? >> i think that there is actually quite ah few examples. we can probably talk to this more with smaller cities that are making open data efforts. but what i would say is that it's proven more than the value of the investment. the return that we've gotten just by opening up the data has actually given back more. so, that would be my short answer to it, but i think you probably have more experience working directly with some of the cities. >> so, i grew up in a small city so i care about small cities a lot, 15,000 people, southern illinois. i'm a card nastionv fan. -- cardinals fan. i should say tha

he is very familiar with the incredible work that spur does with the city, because of his work as a city administrativor,a lot of us from his vantage point of the mayor's office. i would like to recognize the department heads and elected officials. i know i've seen some of you here. thank you for coming out to support the fund workover our city employees. it is a privilege to me in particular to be here because i have had the opportunity for the last several years to be on the selection committee for the good government awards. it is really a treat. as a human-resources director, i get a lot of bad news. some of that gets in the newspaper. with all due respect to our brethren in the press, it's always a good story to write about bad behavior that may happen in a city department or that a public employee may have engaged in. we are the largest employer in san francisco. it is only natural as some of that bad behavior may fall on our doorsteps. it is refreshing to see some of the wonderful work people are doing, who really personify the ethos of san francisco. i want to celebrate that. on

and letting people enjoy the city. so, part of the job of the captains is develop enforcement plans. we're also looking at the major corridors throughout the city. market street corridor which has some of the highest intersection incidents, the van ness avenue corridor, 19th avenue corridor, we've worked to identify what these hot spots are and put the officers in those spots to do enforcement. then we work in the schools and through the community groups and through the captains newsletters to talk to people about sensible driving and about paying attention as they're walking and moving through the city. if we could ask anything of the walking public, we're all in love with our little devices now. i'm addicted to mine. but as we walk, we need to be mindful of where we're walking and we need to be looking up and paying attention. our most -- we're most vulnerable when we are walking and we're not looking. so, please, i know it's a busy time of year. it's the holidays. we all have a lot of things on our minds and we're t

i do think things are changing at city hall and with city government generally. in the last budget process, we read able to get a full-time person in the office of economic and workforce development who will focus exclusively on nightlife and entertainment. that is a huge step with the positives of the industry. i would have worked very closely with supervisor chiu to get a budget for the entertainment commission. at times, the entertainment commission has been set up to fail because we expect all sorts of enforcement and make sure that people are cracking down on the rules, but we have not committed the resources necessary to do so. we are slowly doing that to make sure that they can meet their mission. and the of all special use district that i mentioned before, i think we lost -- we will finally start seeing some reform there. we have a lot more work to do. i recently asked the economist to supplement the impact study for the night live with a similar study for outdoor fairs and festivals, which we know contribute mightily to our economy. i'm very committed to

our city offers an amazing array of opportunities for city residents and tourists to enjoy themselves on public streets but though they are open to everyone, including youth and families, in 2010 there were about 350 different street events in san francisco but this effort is to try to create more smoke free environments at these festivals. many of you already know that exposure to secondhand smoke kills over 73,000 non-smokers each year in the u.s., so it's definitely second hand smoke is a toxic substance that leads to death of many non-smokers in the u.s. and at outdoor events it may exacerbate people's health issues, especially if you have asthma or other respiratory ailments and especially harmful for youth and elderly as well as individuals with these types of illnesses. according to the u.s. surgeon general, there's no safe level of exposure to second hand smoke and it's a cancer (inaudible) as well. outdoors second hand smoke that reach the same levels as indoughs so it's really not safe. for many months breathe california , as an institution working to create this ordinance t

we've been doing sewer for the city. we're looking at a brand-new rebuild of all watt systems in san francisco and we haven't had a home that's been other than mental. >> they staff over 900 people. the puc is in two office locations. >> you know, this is such a great place for a building. if the puc owned that building and we could make that the icon i can sustainable building puc represents, wouldn't be a dramatic idea? >> so, one of the major decisions we made was we wanted to make a statement with this building. we wanted this building to be a lead platinum building which is very few buildings in san francisco that achieved this mark. >> leadership and energy environmental design, it takes a look at the way we think about the places where we live and work. i like to think of it as designed for human and environmental health. lead addresses five categories that enhances environment. indoor air quality, energy, water, materials and resources, and sustainable sites are the five categories for the lead. you can go for se

and that's what new york city did. they first went to the hudson highlands, but 150 years later, it went to the delaware highlands. and really diverted the water that normally went to philadelphia to new york city. i don't think they anticipated that. narrator: the majority of new york city's drinking water comes from watersheds in upstate new york. a watershed is the area of land where water from rain or snow melt drains downhill into a body of water. mountains act as a funnel to feed rivers and lakes. and in this case, reservoirs. in the new york city system, water is collected and stored in 19 reservoirs, which can hold more than a year's supply -- over 580 billion gallons of water. almost all of the system is fed by gravity, without the use of energy-consuming pumps. valves open to regulate the flow into the 85-mile-long delaware aqueduct -- the longest tunnel in the world. at hillview reservoir... the water is partitioned into another giant tunnel system. where it travels deep below manhattan. the pressure built u
