now authorities have the mall in portland oregon locked down they tell us. they are working to get all the employees and customers that were left in there after a gunman is now reported to have used it's being described in so many different ways i can't be sure one said a machine gun. one said a shotgun. not sure yet. at least 20 shots fired. according to the oregonian two people killed. station through kptv. i'm told we should listen in. except, of course, that's not what's happening at this moment. that's the outside of the mall. the local station has just gotten there. as far as we know, the last police report was that the gunman is still on the loose inside this mall and what they are trying to do is get any potential victims out of his way. whether he is hold up in a store with people, we can't yet know. but we know this is an active scene and we'll continue to go back for updates through the this hour. global pressure over the crisis in syria now. may have forced that regime to back away from a potential chemical weapons strike. citizens are not out of

it's also one of oregon's biggest employers. and now the company is forcing the state's hand saying it wants a 40-year tax deal in exchange for bringing in new jobs or else. cnbc's own brian shactman joins us now with much more. good evening, brian. >> hi, larry. nike is the second biggest employer in the state of oregon. in fact, one of only two fortune 500 companies that have headquarters there. and basically they told the governor they want to expand and if they don't get tax certainty, they are going to be free agents and there are several states trying to poach them. the governor called a special session to pass legislation that says any company, nike, that spend $150 million in new investments over five years could get what they call single sales factor status. i want to explain it to people. that is taxing nike based on in-state sales, not just the combination of sales, real estate value and payroll taxes. it's an absolutely sweet deal for nike. whether it's 40 years or five years, it's going to be in between that range.

oregon is a fairly liberal state with firearms. i'm not sure it is class three state where you can have full automatic rifles but i don't believe there is an assault rifle ban in that state. number two, this configuration of rifle doesn't have to comply with an assault rifle. if you remove a muzzle breaker, bayonette lug some are obtainable in certain states. they are reclassified. still have the same capability of firing 30 shots and to tell you something interesting there are magazines made for these that will fire 100 shots. they are called beta mags. >> we have one report and it is unconfirmed the gun may have jammed. a deputy told the oregonen they have they found full magazine on the ground. this was an earlier report from an eyewitness who said as many as 60 shots. most of the witnesses put the number in the 10 to 20 range. >> it poses an interesting question. if the weapon did malfunction, if it fired, failed to feed or extract, how did he self-inflict the gunshot wound? they are going to find out if he had other weapons on
