marijuana use is level, daily use on high levels. synthetic marijuana use also is level, but remains at a high rate, one out of every nine 12th graders. cigarette smoking is declining and is at historically low levels. alcohol use is declining, but is up a little in 12th grade. a number of the illicit drugs including some very important ones are declining. finally, bath salts have not made a serious inroad at this point. i think that is encouraging. thank you. [applause] >> before we open it up for questions from the press, we thought it would be important to ground us in terms of people must affected by the findings of the survey, and that really is our future generations. we came upon our next speaker a couple of months ago at a town forum in arlington virginia. i was so struck by his story that we invited chris to come and join us to speak briefly about his experiences and help us get a better perspective on how the impact these findings may have in future prevention efforts. and we used it -- or i used it a lot. and eventually, you know, i started -- somehow i started dealing drugs, i started, i was this ox i con tin drug dealer before -- oxycontin drug dealer before i even knew it, and, you know, started going through withdrawals of the drug. you know, the people started cracking down on oxycontin use, and it was harder to find. someone was like, hey, man, heroin is -- all of a sudden we were scientists or something. they're like it's only a couple molecules away from oxycontin, man, it's really not that different. [laughter] and i was like, okay, a couple molecules is nothing, yeah, i'll do that. and, you know, that night i shot, shot up heroin, and i remember, i remember the same moment, i kept having these moments of did i just shoot up heroin? like, what is going on? i need to stop. but i didn't want. but i didn't. and eventually my tolerance got high with that, and it's like with any drug, um, i had to steal, you know, i'm a convicted felon today because i was stealing every day to get

who will they be using them against? and if sfpd has made cit a priority why does not 911 know what i am talking about when i asked for the officer. why wasn't one deployed in the crisis? why doesn't the beat cop know anything about the problem? >> the very community that they propose to use the tasers against, the people in the mental health crisis, these are the exact communities that are at a greatly increased risk of cardiac arrest. one of the few studies on tasers that was not bought by taser international that showed that in-custody fatalities go up 600 percent in the first year. and are you aware that tasers only have a useful life of five years or so after which they need to be scraped and repurchased. each defibrillator costs twice the money of the tasers and also like to add that the deescalation training was scaled back by the sfpd and the stated reason was lacks of funds, how do we have the money to train the force to use another weapon of violence and how can we expect the citizens to react with anything but

i think we could use some of those forms of exercise we use day-to-day as part of the exercise. >> i think the concept of emergency is also relative. if members of the armed forces are getting called out, that is a big emergency. for someone who is commuting to work in the morning the fact there is no electricity in one area of the city so traffic is going to be horrible and they can't get their child to day care, that is an emergency to them. that's where we use social media so we can find other things that may be happening in the city so we can send it out to our followers, also, as michelle mentioned, preemptively let others know here's what's happening with your day. >> i heard you guys mentioned you used your blackberries and cell phones to communicate with each other during the exercise. at a point where we have dsca, there's a high probability, i would think, we wouldn't be able to did that. was that folded into your planning perhaps for the future to say, hey, we're not going to use that stuff today but just use the stuff the military brings to the table. >> we used 800 megah

i believe that the greatest use of or great use of police department energy is around people who are dealing with mental health issues and mental health crisis and the crisis intervention team is really geared to responding to that great need we have here in san francisco. i am concerned personally about the use of electronic controlled weapons, tasers, especially how they could be used in a show of force, not just bringing about compliance but in a show of force on people who are mentally ill in san francisco and i think that for me it makes a lot of sense that we make our work around crisis intervention as strong as it can be. before considering, you know, use of lethal force in the department. i am not a decision maker through but this is part of a hearing from hearing from the supervisors and members of the public. we also have here, i am happy to have chief greg sure and who is here to present on this issue. he only has a limited amount of time here this morning and so i would like to call him up first to discuss his objective or his interest, the work of the department around e
