we haven't built enough new housing. last year, we began to make some progress in november the 0 voters passed the housing trust fund for the next thirty years for affordable housing for first time home buyers and thank you to this gentleman for our first responders. today, there are more than 20 times the new housing built in 2011. that's just a beginning with 23 thousand new units? the next several years never have we seen this since 1906 when we had the great earthquake. housing in treasure island and? center market and downtown. we can't built our way to affordable. all of this will do little to help our poorest residents in need of subsidized housing. what we're doing now with our pickup system isn't working either. supervisor cowen knows this because she works on it everyday in her district. if we can't mend that structure we should end it arrest that have despite what we've said residents who keep your which i think so ups and strategies that are already making a difference if we make the com time arrest we have a

section 8 vouchers, as well as looking at housing authority mass public housing and housing managed by third parties including nonprofit corporations. the audit would also as a matter of practice look at the management of the agency including looking at the management staff and other resources; and other jurisdictions. one thing that we want to be very careful about is we are mindful of the fact that the federal government, through hud, is auditing the agency and in thinking about the scope of this audit, we have asked the budget and legislative analysts to focus on those areas where there is intersection between what the housing authority is doing in terms of fulfilling its mandate and the city, county of san francisco. we want to make sure there is no duplication of the review being conducted by hud. at some point, once we hear from other colleagues on the committee, i will ask our budget and legislative analyst to come up and speak in greater detail about this process, and about the potential items that would be included in the scope. the last thing that i would say is that, and

housing production. we are united with tenants with rent control and with those of us fighting for permanent affordability. if this proposal were serious about affordable housing it would look at the 550 units that are lost every year in condo conversions and compare that to the 200, 300 at the best of affordable housing that we build per year. you would see the nexus as the difference between that and you would say what would one for one replacement of rent controlled housing look like. and then you would look at what the mayor's office of housing puts out and say for a one unit building being converted to a condominium you'd pay a fee of 175,000 or more to replace that unit as permanently affordable housing. a three bedroom, you'd pay a fee of 374,000. that might be fair. that might get to a nexus of one per one replacement. if you were serious about helping t.i.c. owners who are facing financial and mortgage issues, you would address that directly through those homeowners and the banks and the problem

the house couldn't do one. the best the house of representatives could do was to pass a short-term extension that allowed some of their members to get to conference on the senate bill. but they took no bill into conference because they couldn't pass one. even then they delayed the conference negotiations and they cost the united states of america an entire summer construction season for highway construction, putting thousands of jobs in jeopardy before they finally came around and passed an amended version of the senate bipartisan highway bill. so their record on the highway bill is nothing to be proud of. the house also couldn't pass a farm bill. farm bills are pretty ordinary legislative business too. we do them all the time. but the house has passed no farm bill. we passed a strong bipartisan senate farm bill. they can't even agree to call up the bipartisan senate farm bill and pass it. with 80% of the agricultural land of the country in drought, there is no farm bill. it is trapped in the sink hole of the h

house republicans. and you can hear at different times some clapping and different times other -- maybe not so happy noises coming from inside the meeting, but they are discussing the way forward. and what we're hearing from sources, again, this meeting is going on what we're hearing from sources about what is happening behind the doors is that there are a lot of members concerned that they want spending cuts to go along with this deal. they don't want to just pass mostly -- mostly tax cuts but tax increases. that is a big part of what i'm hearing is going on. the other thing we're told is that the house speaker is simply not taking a position whether he is for or against this. he's being very cautious, we're told, in this meeting, with his members. simply listening to ideas, laying out options, you know. one option that the speaker said publicly, even before we saw this senate vote, is that the house may take up the deal, may take up the bill, but then try to amend it in some way. we're waiting to see

housing market. we ask a top economist what's next for housing. >> tom: that and more tonight on "n.b.r." >> susie: solid earnings from two tech titans tonight: i.b.m. and google's results exceeded analyst estimates. shares of both companies surged by 4% or more in after hours trading. i.b.m. earned $5.39 in the fourth quarter, 14 cents more than estimates. and the company gave an upbeat outlook for earnings in 2013. revenues also came in better than expected. i.b.m. benefited from robust growth in its software and services businesses. as for google, earnings per share of $10.65 up sharply from a year ago and 23 cents ahead of estimates. thanks to strong advertising sales, google's revenues jumped 50% to more than $12 billion, but analysts were still expecting stronger quarterly revenues. james dix joins us now with more on those google earnings. he's senior analyst at wedbush securities. >> susie: so, james, you just got off the conference call with the c.e.o. of google, larry page. did he give any
