this was a vintage jerry brown speech. i think really what you saw here was a little bit of the governor running a victory lap. proposition 30 passed. temporary taxes passed. the budget looks a lot better. i think this was the governor's chance to pivot, to pivot to talking about what makes california great, how we get them back on track. don't worry, we're getting there. so i took this as a real optimistic speech with a lot of details, a lot of brown history facts. and really a message i think not only to the legislature but to the public of, like, i'm watching it. we're going to be careful, but we're going to move forward. >> and, john, you mentioned he was very quirky in his speech. clearly the governor is enjoying his popularity right now and quoted everyone from philosophers and poets. let's take a listen. >> i'm sorry, say again? >> the most diverse, creative and longest standing mass migration in the history of the world. that's california, and we are sons and daughters. this special destiny never ends. it slows. it

jerry brown's budget does not show that. mainly because he's repaying loans from other pots of state money that were used to balance the general fund more slowly than the analysts anticipated and he also anticipates collecting considerably more money from the elimination of the redevelopment agencies we did a couple years ago than the lae contemplated. we'll see how that pans out. >> we have to be careful we're not doing the old every silver lining has a cloud approach here. >> that's true. >> think about it. only three or four years ago, california's budget deficit was $27 billion. >> that's right. >> today it's essentially zero. more or less. and it's going to have surpluses according to the projections over the next three or four years. that is an amazing turnaround. and it seems to me that the main challenge for brown right now is that the democrats in his own party are not going to want to spend this newfound surplus on paying down some of the other debt the state has. the so-called wall of debt. the $30 billion brown t

governor jerry browne, thanks very much for talking to us. is the budget really balanced? is the deficit gone completely at this point? >> the budget is fixed. i inherited a $27 billion deficit. that's what it was two years ago. that's gone. this budget will be balanced. now is it safe from any contingency? no, the world is changing and turbulent. is it going to get worse? then we'll get less money. number two, the federal government often blocks budget reduction that we make in the social services. sometimes we win. sometimes we lose. number 3 we're going to be part of the health care act, president obama's health care plan by expanding our medi-cal program to low-income families. he is promising 100% of the co cost. now, what if, because of the cliff negotiations and the debt, maybe they'll renege on that. >> reporter: you're being kind of careful here. >> what i'm saying is that people need to understand that a budget is like a piggy bank. the money is in there. no, the money comes in every sniesm day and the spending goes out every day. we are in a position for the fir

governor jerry brown delivered a speech that left lawmakers smiling. the governor said california has done the impossible and now it time to make sure the state stays on track. in his 30-minute state of the state address, governor brown laid out his ideas for the second part of the term including the water delivery system and investing in high speed rail and investing with china. he pledged to use money raised by proposition 30 wisely. that means living within our means. the governor says we will no longer spend money we do not have. >> the budget is balanced, but great risk and uncertainty lies ahead. the federal government and courts are changing the economy and could cost us billions and drive a hole in the budget. the ultimate cost of expending our health care system under the affordable care act is unknown. ignoring such evunknowns is fol. that is how we plunged into a decades of deficits. >> reporter: the governor summed things up by saying california is back. the budget is balanced and the state is on the move. the governor's address is garnerin
