but the audience in minneapolis has seen that that's not enough. last september, just a few miles from where the president spoke, minnesota suffered its worst ever mass shooting. the local sheriff met with president obama and believes the current system simply misses too much. >> we've identified gaping holes in the background checks. it's really become what is america's dirty little secret about these background checks. >> reporter: last year, there were nine mass killings in the u.s. eight of the gunmen had a history of mental illness. background check is only as good as the database used to check a gun buyer's record. consider this. only 12 states actively submit mental health records to the federal database. the president has proposed fixing this by giving states money to improve recordkeeping. and by urging doctors to report credible threats of violence to law enforcement. mental health experts say the other key to addressing this problem is identifying and treating those with mental illness at a young age. the white house wants to give states

how were you able to impact the youth violence in minneapolis? >> the minneapolis model for reducing gun violence was really especially about young people. we focused on at the whole community together, 32-point plan that was really tied to surrounding young people with trusted adults and intervening at the first sign of at-risk behavior. and we worked the plan and worked the plan and worked the plan. 40% decrease in juvenile crime is a huge impact. but one of the reasons the president was here was to say that was good work. but one of the reasons we wanted him here was to say it's not enough. we need common sense laws. because i've been at too many homicides with a mom and a kid who is dead and trying to explain where did that gun come from. and there are laws that the police and the federal officials can't share information there are laws that say mental health records can't be computer sized. change those laws. fix that, and help us bring a little more peace to the streets. >> where are we right now? i bring you forward on this subject. you un

let's start with minneapolis. do you think that they have improved? we would like to point out again that minneapolis has almost twice the murder rate as the national average. >> yes, but that is better than it used to be around 1996. he made a lot of progress. as the president said, a variety of programs to try to keep young people from joining gangs. some of those have been successful. secondly, the state of minnesota enacted one of the strongest right to carry laws in 2003. that is an example of how you could have strong laws to protect gun rights. and you can have laws to take action without infringing second amendment rights. lou: why is that so difficult for the left and those who are strong advocate of limiting second amendment rights? why is it so difficult for them to absorb? it is, as the outgoing secretary of state, former secretary of state hillary clinton put it, we live in an empirically-based world. those facts are on the table for all of us to affect. >> i think some on the left, there is a moral opposition for citizen gun ownership. a

we know that's been part of the strategy, but what about it specifically in minneapolis? >> reporter: right. well, it's no mistake that the president is traveling to minneapolis because law enforcement officials there have actually started to enact some of the measures that president obama would like to see enacted nationwide, including a violence prevention program for youth, but more broadly they have expanded and improved their background checks, including information that they collect at the state level of people who are suffering from mental problems, people who have criminal records. so president obama will go there on monday to talk about some of his own proposals to stem gun violence, which, of course, include reinstating the ban on assault weapons, limiting high capacity magazines and universal background checks which then n recently said that is something they oppose. president obama and vice president biden we expect them to hit the road to talk about this issue of gun safety. it's a part of their broader plan to get congress to sign on with some of the legisla

today he heads to minneapolis, just about an hour from now, he's going to visit the minneapolis police department special operations center and talk about what the white house calls a comprehensive set of common sense ideas to reduce gun violence. minneapolis dubbed murderapolis in the '90s has had success in deterring crimes. minnesota is also home to a bipartisan push by sheriffs to improve background checks and this week the state legislature is holding hearings on nearly a dozen gun proposals including a universal background check. in september, mentally ill gunmen killed six people in a shooting. signs are growing that gun control advocates are recognizing the legislative reality and may be able to settle on passing background legislation and calling that a win. on abc over the weekend, harry reid pointedly would not commit to supporting an assault weapons ban. >> i didn't vote for the assault weapons last time because it didn't make sense but i'll take a look at it. i think everyone acknowledges we should do some background checks. >> reid said the senate would move the bill thro
