schmidt recently visited to promote an open internet in north korea. should the united states be actively engaged in helping to create access to the internet in north korea? and do you believe that this is in the interest of the north korean people as well as other countries in the region? >> great question. and it is in our interest to do that but it's a tough target to convince the north koreans to open up. while we weren't crazy about the time of the trip to pyongyang, i was interested to see him make those statements. funny things are happening in north korea that could eventually have an effect. you have 1.5 million cell phones now ,mostly among the elite and on a closed system. hume limits there, not able to access the outside. but nonetheless it promotes the spread of information within north korea. we know from lots of good studies that have been done by private organizations interviewing these 23,000 north korean refugees who found their way to south korea that there is a surprising degree of understanding about the world outside their borders
