paul ryan unveiled his republican budget. now president obama is about to head to the hill to encourage senate democrats to offer their alternative later this week. joining me now for our daily fix, "washington post" editorial columnist ruth marquez and washington correspondent, kelly o'donnell. paul ryan's budget was similar to his previous budget, which has already been rejected by the white house. and by democrats and it calls fundamentally for repealing obama care which is from all accounts, a nonstarter. so is this a political document or a budget document? >> it starts off as a political document, andrea and no surprise, paul ryan and his team went to the most sort of ideological positions that they have. they believe in those positions. and it's sort of their starting point. not wanting to give too much up before any kind of a longer, broader plan could take place in terms of trying to get something that could actually pass with democratic support. so you do have him going back to a familiar sort of well. he was asked

paul ryan is now in position to say we have a plan. it may be incoherent, may not add up, but we have a plan for balancing the budget in ten years. democrats, what's your plan for balancing the budget? it is now incumbent on the president and democrats and the president started, needs to keep hammering this home, to say balancing the budget is not necessarily good. in fact, in an economy like today, it is bad to balance the budget. that's not an appropriate public goal. what we should be worrying about instead are jobs and wages, widening equality. what we need is growth. if we don't get that, all of this budget balancing nonsense is irrelevant. >> jared, there's some dispute, the ryan team seems to be back pedaling on the question of are the obama health care taxes really in their budget or not? they're definitely there when you look at the revenue assumptions that they have, they seem to be claiming that no, no, i think we would get rid of tanning salon tax also. >> i actually believe them on that. i believe that in repealing obama c

paul ryan talked to me about it. particularly -- particularly corporate tax rates, which are off the charts way too high. not just for the big corporations, but for the smaller corporations who play -- pay the personal code, right? 44%. can you co sponsor that? can you get a group of senators, maybe this group, you and toomey and marco and the others, to get this lower tax rate pro growth bill going in the senate? >> i am passionately in favor of tax reform. and i think we need to dramatically simplify the tax code, reduce the burden, both the corporate tax code and the personal tax code. both cases, you know, every year the cost of tax compliance is over $500 billion. >> yep. >> i mean, that's as much as we spend on the pentagon. >> get rid of the loopholes. if the rate is low enough, you don't need loopholes. the incentive will kick in. >> that's exactly right. i would like for every individual to fill out his taxes on a postcard. and that $500 billion is all dead weight lost. as we say in texas, it doesn't produce

that's what paul ryan has done this year. one example, under his budget, medicaid would be slashed by 50% over the next ten years. that's at a time when many, many seniors are coming into the system and will be relying on medicaid for their skilled nursing facility payments. this is dramatic cuts that are going to hurt once again low and middle income americans. >> if we are to see tough decisions made and the president has said that, what do you believe would be the appropriate change if any to so-called entitlement programs? >> well, you know, i think people forget that under the affordable care act, we've made some significant change in entitlement programs. we've changed medicare to the point we're now experiencing the lowest growth rate and costs in medicare that we have in decades. >> the president has implied that he is prepared to maybe do a bit more. >> he has talked about changing the way we calculate cost of living increases for social security. that's something that a lot of us have problems with because again, th

because paul ryan's budget i'm like are you kidding me? it is doubling down on all of this stuff, right? >> yeah, it looks like the senate is moving forward on a spending plan for the rest of the fiscal year which does move the ball forward. it's not my favorite version, but i think it is one that can pass. so we have at least eliminated the sort of government shutdown this year and -- you know given some flexibility in terms of given some flexibility in terms of sequestration. but obviously we really should just get that also eradicated, and there are very good smart ways to do that, and the budget plan which is obviously next year's budget again, patty murray to her credit is really working hard to get the senate to produce a budget plan. that's a good thing, and i think again when the people what she is doing which protects medicare, versus at the end this just really nasty, harmful, anti-middle class plan that -- that the republicans are rolling out in the house, you know, again if nothing else, public opinion should be i think reengag
