for that i want to go to gloria borger in washington. gloria, what are you hearing? >> well, what we're hearing, anderson, is that the suspect in a second interrogation told authorities that he indicated he intended to use the remaining explosives that he had and detonate them in times square. you'll recall that under a first interrogation he said he was going to times square to "party" that is what we saw ray kelly, the police commissioner say yesterday. apparently there was subsequent questioning. and under subsequent questioning the suspect indicated that he did intend to use the remaining explosives in that times square vicinity. now, we do not know whether new york authorities believe that they have any reason to continue to worry about this. i mean, we're going to hear from them i presume at a press conference later, but it seems to me that this suspect changed his story from a first interrogation to a second interrogation. now, as you know, people treat with suspicion anything that is said in a hospital interrogation. but it seems that his story did shift dram

let's talk about all of this with our chief political analyst, gloria borger. gloria, success, is it guaranteed on the issue of guns and immigration? >> nothing is guaranteed in washington, wolf, and of course, it depends how you define success here. it seems to me that the senate at least is moving toward some kind of compromise on guns, a smaller measure than of course the president wanted, but lots of people believe anything you get on gun control is major movement because there hasn't been any movement on that issue on that in the last decade or so. on immigration, i would have to say that i am pretty optimistic that they can get something because it is in everyone's self interest to get something done on immigration reform. republicans know it, you have senator marco rubio of florida out there promoting a compromise version of immigration reform, republicans understand, they lost hispanic voters 3 to 1 in the last election, and democrats want to get this done, too. funny thing how things happen in washington, you get it done. >> the house may be more diffi

gloria borger, you watched it all. what did you think? >> i think on closing git moe it was asked about the hunger strike there. it was important i think and surprising that the president came out right away and said i'm going to go back at this. if you remember this was a retractable problem and he hasn't been able to do that. the fact he's going to go back at it again, he's looking for allys to help him out with this, was interesting to me. one other thing that was interesting to me was that he was very careful when talking about the russians not to talk about the fact when the fbi went back to the russians on tsarnaev and asked for more information about him, this was when they were investigating him, that they were effectively stone walled and did not get the information about sources that they were looking for, but now the president decided to focus instead on the fact he's talked to putin. they were working with them on this very closely. he admitted to the suspicions that still remain between the u.s. intelligence services and the

let's go to chief political analyst gloria borger. talk about the pressure, the pressure the fbi is under to explain what the heck happened. >> announcer: lot of pressure. first of all, members of congress want to do their job and know what the fbi knew, when, they want to make sure information wasn't what we call in washington speak siloed, you know, post 9/11 the big issue was that agencies need to be sharing information. they want to make sure that, for example, the fbi, department of homeland security, intelligence were all sharing information. there is another really important question which just sort of came up today. if the fbi investigated this man and decided he was not really a threat, they contact the russians, they try to get more information, they don't get more information, what can they then do that doesn't violate federal guidelines to continue to pursue him? where do they have to cut it off? where does legal and illegal surveillance begin? there are federal guidelines and, clearly, the fbi did not want to cross a line

we've seen this before it in other cases and it appears now that we're hearing from colleagues gloria borger and fran townsend that he's communicating with investigators, it appears the sedation holiday has been used. typically what happens is the patient is pretty out of it, but they're able to understand what's being said to them and they're able to communicate through writing. so again it appears that this is what's been happening in this case. wolf. >> security obviously very intense over there at the beth israel hospital. pam, we'll get back to you. the boston police commissioner ed davis believes the bombing suspects were planning in fact another attack. davis spoke just a little while ago with john berman. listen to this. >> the two suspects were armed with hand guns at the scene of the shoot-out. and there were multiple explosive devices including a large one that was similar to the pressure cooker device found on boylston street. i saw that with my own eyes. i believe that the only reason that someone would have those in their possession was to further attack people and cause

our chief political analyst gloria borger is here. and joe klein is joining us, the political columnist for our corporate sibling "time" magazine. gloria, how much of what the president is doing right now is sort of looking ahead to his legacy? >> everything. >> now that he is in his second term? >> everything. second terms are all about legacy and you just mentioned what's on the president's agenda. obviously immigration reform is a big legacy item for him. he didn't expect gun control to be one. but it is certainly becoming one particularly after newtown. and then of course on the budget. we saw the president this week, i think pretty promising, i think joe thinks so too, which is that he set out a budget that actually touches the third rail of american politics, social security, medicare, and actually says, you know what? you got to deal with these entitlement programs. angering his base. in the second term, presidents have to sometimes choose between their base and the history books. i think he is going for the history books. >> i

. >> let's dig a little deeper with our chief political analyst gloria borger. the president is walking a delicate line. he said the fbi has done a great job since the bombings making sure there were arrests and all of that but he says, yes, it is a good idea to have some sort of inquiry, look back to see -- >> sure. >> maybe things could have been done better. >> look, he is clearly trying to thread the needle here and protect his administration from the charges that you've just heard senator graham level, which was that they were effectively asleep at the switch. they didn't pay enough attention to a bright, red flag waved at them by of all people the russians. these aren't the british or the french who came to us with this inquiry. it was, after all, the russians. so the president goes out there and says that's not the case. in fact, the fbi did everything it could. it interviewed tamerlan. it interviewed his mother. they came up empty. he went out of his way not to criticize the russians, which law enforcement has done because they went back to the russians

joining us now is our chief political analyst gloria borger and our national security analyst tom fuentes,s had himself a former assistant director of the fbi. gloria, we know that this 19-year-old has been undergoing some interrogation, some questioning. i know you have been talking to your sources. what are you hearing? >> wolf, what i'm hearing from law enforcement is that he has been questioned since yesterday. and what i am told is there has been what one source called some form of communication between law enforcement and the suspect. that could mean perhaps that they ask him questions in one form or another, our deb feyerick has reported that he can and does nod his head in response, wolf. so they were able to communicate with him even though, as you know, he's intubated, sedated, and possibly restrained. so the extent of the communication you have and what you learn from it, i mean, clearly they're asking questions about public safe tty first and foremost about, were there other bombs, is there any other issue that they need to be concerned with? so that would be the first part of

. >>> joining us now are chief political analysts gloria borger. as we just saw, in jim acosta's piece, republicans are trying to figure out how to do this comprehensive immigration reform without overly alienating their base if you will. what's their strategy? >> well, i think on immigration reform at least they're nearing some kind of consensus although as jim points out there is going to be some controversy over that path to citizenship and how you get there and securing the borders. but generally, wolf, as you look at all of these issues we've been dealing with -- gun control, the budget, immigration, you see a republican party that looks to me like the democratic party of about 20 years ago after michael dekakis lost the election. they're looking for new stars, that cohesive voice, looking for new policy. because they understand, and talking to lots of republicans today, they understand they cannot be a party that just stands for austerity. but even when it comes to the budget, wolf, they do have disagreements. one of them you highlighted the

you're sitting here, dana bash is here, gloria borger is here as well. dana, up on the hill, two key senators, they're trying to get something done right now. >> that's right. cnn has learned that what is being discussed with the lead bipartisan negotiations are about expanding background checks, but it falls short of the universal background checks that president obama called for. pat toomey, republican of pennsylvania, who has a very good rating with nra, joe manchin, also a very good rating, what they've been in discussions about over the past few days i'm told from sources close to these talks is expanding background checks, which is now required just at places where you can buy them, at gun stores, to gun shows, it would close the gun show loophole and also expand it to internet sales. what it would not do is expand it universally. so if you wolf blitzer wanted to sell me a gun, sort of privately, you would not -- we would not need background checks. >> that loophole would still be there. >> yes. what i'm told these discussions include is requiretio

joining us our chief congressional correspondent dana bash and chief political analyst gloria borger. what is the latest on this filibuster as far as the background checks are concerned? >> welsh the vel the very lates are going to see a vote just to begin debate. the filibuster was aimed to stop that from happening and coming from capitol hill it seems as though they have the 60 votes to begin debate. i'm told this is going to be a long debate maybe three plus weeks of lots of different amendments so there is a little more time to get the compromise done they want on background checks. >> these republicans and there were about 14 of them right now in the senate, if they go ahead with the filibuster on an issue as popular, 90% of the american public want background checks expanded, will they pay a political price? >> the republican brand, itself, could pay a political price, wolf. because as you know during the last election people thought republicans were inflexible. some voters particularly women thought republicans were more extreme. so this kind of plays into that when you have ni
