. >> and i'm raj mathai. we begin with the latest on the investigation of a sexual assault on a 15-year-old teenager named audrie pott. she took her own life days after the attack. it is a troubling story we reported last night. our usual policy is not to identify the victims of sexual assault or suicide. but in this case her parents want her name and face to be shown in an effort to prevent this from happening to anyone else. we have several answers on how the sheriff's department has handled the investigation. we have information about a key piece of evidence. p marianne favro is with us tonight. we begin with monte francis in san jose. >> reporter: the three 16-year-old boys are being held here at juvenile hall. we have learned way back in september they were cited on a misdemeanor charge of sexual battery and released. why did it take seven more months for them to be charged with felony? three 16-year-old boys in juvenile hall each with two felonies including one for distributing sexual photos of a minor.

. >>> good nevening i'm raj matha. >> and i'm jessica aguirre. no more time off in the office. >> it's the latest fallout on our on going investigation into the da's office altering time sheets. jenna joins us now with the latest. >> excessive and irregular that is how the county executive's office explains giving of administrative leave in place of sick leave. it granted thousands of hours of paid time off to make up for 5% bonus cut in the wake of the county's budget crisis. tonight as the county takes action others are calling it a gift of public funds that may need to be paid back. >> i think your investigation brought up the issue of large numbers with regard to the use of administrative time. >> reporter: these are the time sheets that tell the story of thousands of hours of requested time off crossed out and given for free allowing employees to bank vacation days. >> the policy allows for administrative leave to be given and gives discretion to the district attorney to do that. >> reporter: it is that discretion the county is now limiting.

. >> reporter: well, raj, because the three suspects are minors, we don't know the sesk conditions of their house arrest, for example whether or not they can use cell phones or computerers even go to school purr but we know they all must wear ankle brace lets. the three teenage boys accused of sexually assaulting audrie pots all attended sar toy gla high school at the time of the attack. they were released from juvenile hall under house arrest. the device on their aings ankles are less than -- if they violate it, then the conditions of their release could be violated and they could be put back into custody until they have to go to court. >> the attorney representing audrie's family issued a statement today saying the family remains hopeful the young men will be prosecuted as adults. we otherwise are concentrating our energy on implementing new legislation. the family has contacted jim bale about proposed new legislation. he says one of his top priorities is to make changes to the system doesn't treat sexual assault different when the victim is unconscious. the d.a.'s office is still t

i'm raj mathai. >> and i'm jessica aguirre. tsunami debris confirmed. for the first time federal officials are saying a japanese fishing boat found along the shore is debris from that 2011 disaster. that boat found in crescent city south of the border. kim b kimberly tere joins us live. what the experts are saying about the finding and why some japanese residents are calling it a reason to be hopeful. >> reporter: that's exactly right. they are hopeful. after a two-year recovery process they call it a sign of hope. the ocean is unpredictable but those who study it saying finding the debris from the tsunami is incredibly helpful for research. this boat is a long way from home after being lost in the devastating tsunami in march of 2011. it washed ashore earlier this month in crescent city. >> the boat came from a high school in a town that was devastate devastated by the tsunami. >> reporter: noaa confirmed the boat's origin thursday with help from the japanese consulate. the confirmation means it's officially the first debris to reach california's shore
