has indirect contacts with the south korea, japan, china. where should the u.s. be engaged right now in trying to ease this crisis? >> well, i think there are basically two tracks. one is with our allies, south korea and japan. i think it's been very important that we reassure them and that we not pull back on these annual exercises. so if there's an air component to these exercises, we need to go through with that. because we really need to assure our allies. that's one track. the second track is of course with china. china, they may deny they have a lot of leverage with the north koreans, but they do. and there's a lot more they can do. a third possible track might be with the north koreans. but they have kind of started this dance and i'm not sure it would be in our interest to be kind of approaching them. i think you would leave in their mind that we're somehow worried or afraid or somehow blinking. so i think we need to be very careful in how we would deal directly with the north koreans. i would rather see much more of an effort with china. >> tommy, you kn

those efforts from south korea are predicated on the importance of a china-south korean relationship, and if it i viewed that way from seoul, think that neglects the chinese strategy. implicitly, it looks like the south korean are giving them the choice, it is of or north korea, but from the chinese point of view, it is to have a rebuild china-north korean relationship. becausevibrant pillar of the incredible benefits to both countries have been able to drive. the china-north korean relationship is a toothpick. you're going to have two stable pillars. the priority right now is to rebuild that pillar. so for them, it is not a choice of choosing one korea over another. there will be, even if there is another limited exchange, hopefully it will be limited and contained -- we will see the chinese sticking to that game plan, as they did in the aftermath before. >> john, thank you. we have about 20 minutes to turn to questions from our audience. we ask you to please step to the microphone and identify yourself and your affiliation. if you would like to come up, that is fine, and by speaking

south korea, china and japan, all about trying to move past this latest escalation and how can there be a diplomatic way forward? my understanding from sources is that he will be talking to these countries about what can we offer north korea to stop this cycle of threats, missile launches, missile tests and get it to start talking about denuclearization? he will also be talking to the chinese, who have a lot of influence and say, listen, you have to get tougher on north korea and try to get them to walk it back. >> is there a sense he can do that? can north korea sort of walk it back themselves or are they in sort of too far at this point? >> well, analysts and sources say that they think that north korea, kim jong un, has accomplished what he wanted to. a lot of this is for domestic politics, shore up his support at home. you've seen these pllt parades, mass demonstrations in favor of kim jong un. they think this untested leader trying to get some street cred back home has kind of done that. they are expecting that the north koreans could take some sort of action, whether it's a mis

kerry has said so far in his trip to south korea and china, i'm very worried that what he has in mind is simply restarting the six-party talks, talks that have failed for over ten years now, to get north korea to give up its nuclear weapons program. that's never going to happen. they're not going to do it voluntarily. the north koreans have pledged four times in the last 20 years to give up their nuclear weapons effort and four times they violated that pledge, they're just not going to be negotiated out of it. the real issue, i think, the long-term goal should be for the united states and china to come to agreement on the peaceful reunification of the peninsula. it's a hard objective, but ultimately the only thing that should satisfy both the united states and china and others and south korea and japan as well that this threat from north korea can only be elimb nat elimb-- eliminated that way. >> kelly: how do you undertake that type of mission of unifying these two peninsulas, north and south korea, when you've got a kim jong-un who continues to make bellicose threats and in fact, pr

and so in return for trade credits for, from south korea to china and south korea's help getting the asian games for the chinese, the chinese fundamentally reoriented their relationship with north korea. and, essentially, severed the old ways of doing business. the north koreans responded by calling this a great betrayal and cutting off all party-to-party ties. we have about a lost decade in interactions between china and north korea, and if you recall this time period in the early 990s where the north koreans crank out plutonium in their facility, they go by the way of putting all their eggs in that one basket of racing towards further increasing their nuclear capabilities even at that very nascent stage. but also north korean goes through the great famine and becomes a fully-fledged failed state. in the late '90s, early 2000 period we see the advent of chinese strategic aid, and this is, essentially, i think in many respects the bailing out of north korea. and it's through this type of relationship that we see north korea slowly recovering -- >> fuel and food stuffs. >> exactly, ex

spoken on the phone with the leaders in the region, south korea, japan, china, russia for that matter? >> the president has been engaged with communications with our partners and allies. i don't have a specific conversation to read out on this issue. we have certainly been engaged with our chinese and russian counterparts as well as very closely with our allies in seoul and tokyo. i don't have specific presidential conversations to read out. we're working very closely with the japanese and south koreans as well as others to bring a change in behavior to the north koreans. >> one final question, if they're watching you, what message would the president have to share with the leaders of north korea right now? >> that it is in the interest of north korea, in the interest of the people of that country that there be stability on the korean peninsula and it is in the interest of people of north korea that the regime fulfill its international obligations and cease pursuit of nuclear weapons and cease violations of its obligations regarding missile development and testing. if it chooses that
