frank lautenberg has been a real gentleman around here. we were commenting what a kind, friendly person he has been. and when you look at people who have served in the congress for a very long time, some of them have prominence because of their opinions and some of them have prominence because of some of the things they do in terms of being big personalities. frank lautenberg was a quiet man who actually got a lot done legislatively. which we don't always see. he worked very hard in some areas that matter in people's everyday lives, he dealt with issues like tobacco, he was the one who was behind getting smoking off airplanes. he did a lot in the area of bringing down the legal level for drinking. on the highways. he did a lot in the area of gun control. and i remember being in the chamber not long ago when there was the background checks vote and it was the last time we saw him here in the senate and there was a big stirring of applause and emotion when he came into the chamber, aided by some of his staffers to cast that vote. he was a re

frank lautenberg, that was his last foreign travel. and i can remember indicating what a strong man he was physically. i haven't been to the great wall of china. i hadn't been. and it's pretty steep and big rocks there there have been so many centuries and centuries. and because frank was 88 years old at the time, somebody grabbed his arm to help him go thrup. he pushed them away and wanted no help. he was on his own and that's the way he wanted to be. i, our nation, owes a great debt of gratitude to frank for his outstanding service. he has always been so kind to me. he was won that really appreciated his service. he appreciated being here. he loved being in the senate. and the nation's going to miss his strength and his progressive leadership. mr. president, the other thing that probably a lot of people don't know about frank lautenberg, his sense of human our. i had him tell a story because no one could tell the story like him, but another reason, frank laughed his own jokes and thought they were funny. one of our favorites was abou

frank lautenberg's term is up at the end of 2014. i think that was a bipartisan sense that he would resign, something like this, but we were all sort of thinking in terms of what happens if he tuz not duountil the end of 2014. chris christie will get to make an appointment. the republican bench new jersey, a couple of names that might be out there are joe carallios. he ran last fall. chris christie will appoint one of them, but there will have to be a special election this year as well. >> steve kornacki, thanks so much. we want to switch now and joining the conversation is democratic new jersey congressman bill pascrell. what's your reaction and your reflection of the type of senator and the man that he was in dealing with new jersey politics? >> well, thomas, this guy was a great guy. not only for new jersey, but the country. not so much because the issues. we came from the same town, we drank the same water. he came from nothing. he loved his parents so much, deeply. grew up in patterson. moved to several other cities. other towns

senator frank lautenberg was a true american. he lived a life where he earned a lot throughout his lifetime, but he came here to the senate floor to fight for all those people who didn't have that ability to fight for themselves. he was here in the senate with us just a few weeks ago, even though he was battling an extremely difficult illness himself. i think of frank lautenberg as a man of tremendous determination, an awful lot of grit and someone who really, i think, embodied the term "happy warrior." he wanted to be here to fight for those who didn't have what he did. and throughout his career that's exactly what he did. frank himself lived the american dream. he was the son of poor immigrants and he rose to become a chief executive of a business that employed thousands of people around the world. he personally did really well, but he was never satisfied with just his own personal success. he understood, like so many great americans, that his success was based on the opportunities that this country afforded him. so he chose ov

frank lautenberg may not have earned a law degree but make no mistake, frank lautenberg of new jersey left an important mark on the laws of america. here's how i first came to know him. i was a congressman in 1986 -- i had been here four years. i was from springfield, illinois. i had never met frank lautenberg of new jersey, who was a senator at the time. and i got this crazy notion to introduce a bill to ban smoking on airplanes, and i didn't have a chance, not a chance. the entire leadership of the house of representatives opposed me. all the democratic leaders of my party and all the republicans leaders, too. and yet i put the amendment on an appropriations bill -- a transportation appropriations bill -- and through some good luck and breaks, it made it through the rules committee. that wasn't supposed to happen. it turns out that claude pepper of florida, the chairman of the rules committee, when he was a senator years before had been instrumental in starting the national cancer institute. as a southerner, he didn't talk much about tobacco. nobody did from the south in those days.

. >> ifill: frank lautenberg was a lot of things. among them he was a self-made millionaire and also a reputation of being kind of a tough politician. was that jersey politics or was that anywhere politics? >> he liked to fight. he liked to call dick cheney a chicken hawk. he liked to get in and scrap with people. he barked a lot. but he also had friends on the other side of the aisle. i don't think he was a bipartisan kind of guy in any real sense although just a few... just a week-and-a-half ago he did get a bipartisan agreement on one of the bills he wanted to get done before his term ended. on harmful products that are in everyday household products, chemicals. >> ifill: now we know there will be some discussion that hasn't been decided tonight about his succession, what that will look like. that's up to the governor, right? >> it's complicated. the governor gets to name an appointee. how long that appointee serves there's two conflicting statutes. possibly there will be an election this year. possibly there will be an election n

frank lautenberg died monday. you know that. he did important things in the senate, 21-year-old drinking age, fierce advocacy of gun control. but that tunnel, that tunnel under the hudson river was supposed to be frank lautenberg's most enduring legacy. he was its number one champion. it was his passion. it was his baby. chris christie said it was too expensive and canceled it. you though this back story, it becomes impossible, impossible, to take face value the explanation that chris christie offered tuesday for how lautenberg's senate seat will be filled. christie gets to appoint a new senator, no one disputes this. but when it comes to voters having their said, christie went with the option that is, by far, the most expensive. he chose to schedule a brand-new completely separate standalone election for lautenberg's seat, primary's in august, general election in october. he did this though there's a statewide election for governor in november. he could have added that race to the ballot, no extra cost. now, now two elections t

we just learned that senator frank lautenberg died this morning. his office says he died of viral pneumonia. he took the oath of office, at 89, longest serving senator in new jersey history. also the last world war ii veteran serving in the senate. lautenberg announced this year he would not seek re-election in 2014. for those wondering about this according to new jersey election log, chris christie will appoint his replacement serving until 2014. dan, you and i have been in the senate a long time, both covered frank lautenberg. he was one of the first guys to sort of buy a u.s. senate seat. made his fortune from a piece of direct mail, their paycheck. adp. but sort of an interesting character over the years. >> yes, he was. a liberal when people weren't necessarily -- >> wasn't cool. >> he never hid that. he was a serious legislator in many of his things that he did. came back at a late age to -- >> well, he came back at sort of a weird time in politics. they needed the embarrassment and a candidate. he saved them. >> and reluctantly stepped aside

lautenberg. recap, christie's taken the expected part stan heat for choosing to hold a special election this october, three weeks before the general election. it will cost $12 million, but allows christie to avoid sharing the ballot that day with popular democrat cory booker. which must have meant a smaller victory or a smaller victory for christie. let's go to jon stewart on this. >> i tell you the one option he's not going to take, that weird october special election. you know, the one that is going to happen three weeks before the general. i know he's not going to do that, because in 2009, governor christie commented specifically on what he would do when he was asked, and this is true, if frank lautenberg died. >> i don't think any responsible governor at this point would call for a special election that would cost $10 million. >> of course they wouldn't. what did governor christie choose? >> christie set a special election for october 16th. >> what the -- what? he chose -- >> another reaction

governor cristhristie announcin special election to fill frank lautenberg's senate seat. we'll have much more on that. i want to begin this hour with the really race against time. along the mississippi river as water continues to rise. hundreds of people have been forced to flee in missouri after a levee breach sent water pouring over sandbag barricades. this is the area this is in and around st. louis, that has reached major flooding levels as you can see here. the mississippi river has already topped 40 feet, more than ten feet above its flood stage. and we're told the worst may not be over. more rain is forecast for kansas, missouri, oklahoma, and arkansas later this week. and cnn's martin savidge is in west alten, missouri, for us this afternoon. and, martin, just tell me what you see, set the scene for me. >> yeah, brooke. we're standing on one of the roads that leads into the town of west alten, missouri. a small town and just about evacuated. you might be able to hear and see why. this is the mississippi river flowing right past my feet going right over this road.
