good afternoon yee. thank you for /eupbl serrating the district attorney's office [inaudible] working on for some time so we welcome the /hr*epb, we have a hate crimes unit where our prosecutor has specialized training. he has successfully prosecuted transgender hate crimes. with respect to the transgender community and hate crimes, since 2010 we've had 11 cases and we've been able to file on nine of those. six of those cases resulted in /haeutd crime convictions. we strive and continue to strive to improve relations with the transgender community [inaudible] with the mayor's office and with any other neighborhood community or government organization that will work with us on this to improve the transgender community and law enforcement. those meetings will continue until we see what needs to happen happen, which is good /khrab /raegs, reporting when crimes occur and successful prosecution of cases when that is merited. to improve the safety at 16th and mission we have attempted to organize the community

organizations as supervisor yee mentioned. i remember that my first volunteer work was spending all my saturday during the tax season helping low income families for their attack returns which is a very good experience and helped me understand some of the challenges and issues these families encounter. when i retired from bank of america after 34 years i chose to be acts -- active in perfect service. i serve in the housing commission and work closely with the wonderful staff with the small business assistance center. i'm very pleased and excited to see mayor lee, supervisor yee and the board

and department heads, my name is (inaudible), and i have been a resident in district 7, supervisor yee's district for over 34 years and i am here, this morning to speak really as a citizen, but as some of you know i have served as president of the woman's commission and also 12 years as at airport commission and spending time trying to get small local businesses access our big business at the airport. so i have three points to make, first on the pedestrian an safety issue which has been discussed quite a bit this morning. is the way that it effects both youth and seniors. but also i think that there needs to be adjusting and supervisor yee has been having the public hearings on this matter and it is not just the main thorough fairs, ocean avenue is going through a positive development these days and there say lot of threw traffic, and near here to (inaudible) and it is actually waiting to happen and so i hope that in your over all plan that you look at within districts that within the neighborhoods that there is some safety issues on some of these major thoroughfares and my second point

so as supervisor yee identified, this is really just a technical clean up. it also adds language for the review by the interagency child care facilities committee which includes representative from the first five and the mayor's office of housing the community development folks from the mayor's office offing. we track all pipeline projects in the city and threats to centers so it's a very logical place to look at the feasibility. last year there was a project that -- it was very clear didn't make sense to include child care and it was a fire house that was being redone and it just wasn't a proper use. in that instance we wouldn't want to pay for a full blown feasibility study. they staff that committee, so it's the team that's looking at it and this is a technical switch over. all the positions from early ed came over from dcf to us so we're lead on that and this follows that. i would mention for the committee that in the last -- since 1998 when we did the cpac needs assessment and supervisor yee chaired that on behalf of cpac, we've been able to grow the nu

supervisor yee. >> thank you. when i first started looking into the issue of tics and condo conversion, it was really clear to me that any compromise needed to be balanced between two basic goals. the first is to allow current tic owners that have been waiting to convert their unit to condo, many of these have actually been waiting as long as nine years. to further realizing their goal of homeownership. while balancing that with the risk of speculation that might ensue over the large number of [speaker not understood] allowed to convert a condo, and what effect that could have on affordable housing stock. i believe this legislation strikes the right balance and i want to clear out some of the misconceptions. maybe i'm repeating president chiu here, but i think it's important for people to know where my opinions are. i believe this -- this legislation does allow tic created before april 13th to convert to condo during this seven-year period. again, expanding the numbers that were given from the original legislation
