thank you, supervisor avalos. nice reading of those. be happy to answer any questions you have. >> could you just explain the concern that the mta had about current spaces and genesis of -- >> absolutely. so, for the item 1 request about the class 1 space, at the moment the language reads no class 1 spaces are required. however, the mta and my group that oversees the garages as well as folks who work as bicycle planers in the planning section of mta have been working on some next generation bicycle locker plans. there is some grant funding coming in. we have new ones coming in, plan for additional ones coming in. rather than the old style walkers rented on the annual basis and the key is turned over to the person usinging them, there is new generation of lockers that will be accessed by something equivalent to a corporate card where folks would sign up, have an account, it would be available for a short term in addition to long-term use while still providing the same fully secure environment. so, we're excited about supporting this kind

so thank you supervisor avalos. i look forward to this past very shortly. >> thank you supervisor campos. supervisor job >> first of all i want to thank supervisor avalos and the immigrant rights community and the broader communities that are supporting this immigrant rights measure. it is something i think san francisco should be proud of. hopefully we'll be able to get it done in short order. at two items. first of all in a memorial for nicholas niko javier salish. niko grew up in perl heights and he was a significant athlete. when he was at mission dolores he played basketball and baseball and he went to sacred heart where he played football. he qualified for the junior olympics and competed in javelin shot put and discus. he attained his journeyman's license as a plumber and steamfitters local 487. over the past year niko's adventure spirit to thailand where he found his niche teaching aims to underprivileged kids in thailand in a couple weeks ago he was traveling in thailand to teach his kids when he was killed

so, supervisor avalos talked about the language programs. it's the adult education classes, the job training programs, the work force development initiatives. it's the second chance programs for formerly incarcerated youth. it is the bet van center that helps so many vets not only get training, get jobs. it's the guardian scholars programs that serves former foster care students with academic and nonacademic support. it's the programs addressing senior help. it's helping students transfer to four-year colleges. it's preserving lower cost higher education can which is -- city college is the only way that so many low-income folks can go to college. it's maintaining the special community-based campuses like mission campus in my district that serves 8500 students, 70% of whom are immigrants. i do think that we need to continue these hearings and i will end with this, that my hope and what i would like to do as the district 9 supervisor is at the next hearing that we have -- and we intend to have that -- will be on the site of mission campus so t

i do want to recognize my colleagues supervisor mar and avalos for discussion over the last few weeks. a number of unions involved in these discussions and questions and i want to recognize, i see a number of the health board here and i don't know if i'm missing someone, but i want to thank them as well as as the staff, the incredible staff that i'm learning to appreciate more everyday from our health care system. i know gray sacs is back there and a special thanks to catherine day to kath -- dodd who has been instrumental in our health care system and one of the most effectual leaders in our city departments of driving a real meaningful change in terms of our health service rates for our current and retired members. catherine has been on medical leave for a number of months now. very pleased to hear that things are going well. catherine we missed you so much at the service board. i want to thank you for being here today. i know it's such an important matter for you and i want to thanyo

supervisor avalos, please continue. >> thank you very much. there is a great deal of vocational training [speaker not understood] that city college is involved in. we have a very high immigrant population in san francisco and many people in the immigrant community are learning english as a second language so they can actually have a better fit to work in our local economy and city college provides support for them as well. we have campuses all over san francisco touching many, many neighborhoods, touching all of our communities in this city. district 11 where i serve on the board of supervisors is right across the street from the main campus of city college and has a strong connection to neighbors and residents throughout the district. and it's a vital institution that we want to be able to protect. through the purpose of this hearing -- excuse me, it's getting hard to concentrate with a lot of talking in the background. so, the purpose of this hearing is really probably for me is to educate myself, other elected officials on how important cit

nick coordinated with the labor unions weighing in on every line item and thank you supervisor avalos putting the priorities at the questioning of all departments and making sure we got thoughtful and meaningful information. i want to say i want it's a strong budget connotations were made and from a city standpoint it is fair and equitable. i'm pleased for a lot of the great budget items for district one but i also wanted to is it's not a perfect budget i wish we could have done a lot more and it increases to the nonprofit workers. there's a significant increase but i wish we could have done better base i want that people in the nonprofit organizations around the city deserve much better. and the most vulnerable in our community whether or not their immigrants or african-american communities i think the budget addresses the job training and workforce program but also the cabinet community and the homeless folks and many others needing for housing were addressed in the budget as well speaker lastly, i wanted to thank my asian pacific islanders on this board for standing strong with the

. >> supervisor avalos: thank you for your presentation. i support the reserves and the financial policy in 2010 going to the ballot and also crazy ordinances before that here with the full board and also worked on authoring an increase in the real estate tax and i feel there is a great groundswell of support to make it happen outside of city hall organized with a lot of communities and labor groups to make sure that the measure passed; a lot of expectations on how those funds will be used. though seven been quite as fulfilled as i thought they could've been. i believe we have a couple of days, hopefully just one day to be able to come to some agreement with the mayor's office on how to reprioritize the budget and it will take some give-and-take. i hope that when it comes to some of these increases that we have in revenue that we can decide how to reprioritize the services and make a deposit is planned into the budget stabilization reserve. i would like to keep this in play while we have those discussions and hopefully we get a positive out
