the disappearance of daphne viola webb sparked an amber alert. her dad says someone took her from his car while he was in a convenience store in oakland. questions surround the father's version of what happened. >> reporter: almost 12 hours after daphne was reported missing, it seems the search has spread out from international boulevard where her father said she vanished all the way to the oakland hills where she and her father lived. tonight police are questioning the father. >> reporter: police and fbi agents swarm oakland with search dogs and helicopters, combing the estuary, then the home where 21-month-old daphne lived with her father, asking neighbors if they had seen the man and his little girl recently. >> if they can provide that information, that will happen investigators move the investigation forward. >> reporter: tonight police are questioning the father about how his daughter vanished from his suv around 11:00 am. he told authorities he left daphne in the car with her mother who suffers from dementia. when he came back -- >> my bab

daphne lives with her parents in this oakland hills apartment. but neighbors say they haven't seen the child in weeks. in addition, this is daphene's mother kiana webb. she did not speak at the news conference. and it is unclear when she last saw her daughter. kron four news has learned through court documents, that kiana was restricted from being within a hundred yards from her daughter because of a drug conviction. >> reporter:kevin davis critized reports about his daughter and son in laws past claiming it takes the focus away from finding his granddaughter. as you can see, daphne large family we are tyring all we can to bring her home. >> catherine: pg-and-e could pay the largest fine in the history of the state's public utilities commission -- for the deadly 2010 gas pipeline blast. the p-u-c is calling on pg&e to pay at least 300-million in fines. it's part of a proposed penalty of more than 2- billion dollars. >> reporter:it's being recommended that most of the fine be used to improve the safety of pipelines. the blast in san bruno killed e

when he returned to the car, daphne was gone. apparently the mom couldn't help with the investigation because she has dementia. an amber alert was called and at least eight law enforcement agencies searched the neighborhood, searched the home and they're spending a lot of time trying to verify what they're being told. >> we're providing those pictures to media in hopes that someone will be able to provide a timeline and say i saw them together on this day or this location at this time. that's part of our investigation, to be able to bring factual information and a timeline to when the two of them were last seen together. >> reporter: oakland police also searched the martin luther king regional shoreline park, an area where the father and daughter had apparently recently visited. daphne was wearing orange pajamas with little pink hearts on them and pink socks. police say it's possible the girl was taken by a woman, a black or hispanic woman about 30 to 40 years old with long black hair. not much activity out here this morning, but

we did speak with daphne's mother. she is standing by her husband. >> some people asked me how come i'm not angry at him. that will not help bring daphne back >> reporter: she hopes additional photos will spark someone's memory. we do know the girl's father john webb reported her missing wednesday morning around 11:00 after he bought an energy drink. police arrested webb yesterday on those child endangerment charges for allegedly leaving his 21-month-old in an suv with his elderly mother who suffers from dementia. police say webb told investigators someone took daphne while she was in the store. daphne's mother got the call from police shortly after 11:00 wednesday. >> i screamed through the phone. ran out of the door. i was hoping in the process in the two to three minutes it would have taken me to get to the police officers that maybe i didn't hear right. because the phone call that i initially got woke me up out of my sleep. >> reporter: as of last night police have not named webb as a suspect in the girl's disappea

it has been more than two weeks since 21-month- old daphne webb was reported missing. there's still no sign of her but anne makovec shows us how her family is desperate to get her back home. >> reporter: family members of daphne webb knocked on doors and passed out flyers in the oakland neighborhood where she lives. >> keep the focus on the baby now. remain hopeful that she is out there somewhere and that we'll find her. >> reporter: daphne was reported missing on july 10 by her father john webb, of oakland. he told police she was taken from his suv while he went in a store on international boulevard. webb's mother was in the vehicle at the time but she has dementia. so police arrested webb on suspicion of child endangerment. no charges were filed. but police are asking anyone who saw the father and daughter together in the weeks before the disappearance to come forward. as far as the family knows, no one has. >> the officer that we talked to said there's things that he can't share with us. >> reporter: neither daphne's mother nor father participated in today's efforts
