now, i said earlier that i have a great affection for senator harkin. he said this should be part of the reauthorization education act that may or may not happen next year. well, we make changes with the interest rate on student loans outside of the higher education. in 2000 while we have a one-year extension of the 3.4%. we did in 2010 as well with the elimination of the feelp program. we did in 2005 under the deficit reduction act. senator harkin's appropriations committee has made changes to eligibility rules each of the past several years outside of the higher education authorization, including the ability to seek benefits and lowering of the automatic enrollment for low-income students. it is just not fair to say that i am doing this outside of the higher education reauthorization when there was a track record continually of the person that accused us of doing this who did this himself. let me just say, if i could, i want to thank the senators for working on this together. i think this is truly a bipartisan bill. it has been described as belonging
