president chiu? >> thank you, mr. chair. colleagues, i am very excited that we are finally considering the final development agreement and related approvals for the cpmc project. a lot has been said about this project. i'm going to be very brief, but after years of discussion and months of negotiations this historic health care project will ensure our hospitals get their rebuilds done right and to ensure that san francisco has a health care system ready for the 21st century. in addition to ensuring that two critical cpmc hospitals are rebuilt and seismically safe, this project will not only address major health care and local hiring needs throughout the city, but transportation and specific needs in the immediate vicinity of these two hospitals. i want to take another moment to thank the entire village that worked on this for the last couple of years, from my colleagues supervisors campos and farrell to immediate -- mediator lou girardo, [speaker not understood], ken rich, his incredible work the last few years, our attorney

next speaker. >> mr. war field, please begin your mments. >>> i'm peter war field, director of library users association. i thought that supervisors [speaker not understood] and london breed might stop their talking amongst themselves in the press box to pay some attention to public comment. the library unfortunately has a very, very bad record, particularly recently with respect to accountability. in february 2013, earlier this year, the library presented to the library commission the policy-setting body, a plan which the commission adopted to add 56 hours to the library's open hours system wide at a cost of about a million dollars. in may the specifics were presented to the commission for its discussion. suddenly in june, the library's open hours additions were suddenly 36 hours, not 56 hours. and when a commissioner asked, it turned out that 20 hours had been paid by a prior action from this board the prior year. so, the three days of extra time that it opened at library branches in june turned out to

. >> thank you, mr. president. i support this. i pulled it off because i have a clarifying -- clarification from the city attorney's office. colleagues, as you'll recall, both of the land use committee and at the first reading on this item, i had raised the issue that of the $21 million in impact fees i think exactly zero dollars and zero cents were going to transit impact fees which is, in my view, a real systemic problem that we have in the city that transit and bike fees tend to go to the bottom of the barrel and frequently projects are totally exempt because we have exemptions that you can drive a mack truck through. since then, an issue or question has arisen about whether the transit impact development fee applies to this project and to mission bay projects generally. that is an issue that the city attorney will resolve and this is going to be either a yes or no answer. it doesn't have to be resolved today. although my question is whether anything -- whether our passage of this item today will impa
