this will be a great way to have our two cities work together with our private partners. i know that between us, mayor bloomberg, we have our rivalries and compassionate collaboration going on. whether it's our giants playing your mets or yankees or your giants playing 49ers or whether it's brooklyn bridge or golden gate bridge, i think they are great compliments for our city and we strategically continue to learn what that has done and how you sped that out to all of us. the only thing i will say in this competition is you have something that i enjoy not having, that is removing snow every winter. that's something i enjoy not having to do here in this city. apart from that, i think we have a lot more passion about what we do as cities, what we create for people, how we signal the culture of american through our cities. you, all of you in this room are part of here in san francisco. i thank you for being here and thank all of you for attending the announcement of our sum it's and the role of technology. thank you. through this measure we will cap our city employee contribution to 10% of payroll so that we limit our own city's financial exposure and also refine the governance procedures of the trust fund. this unfunded liability has accrued over generations of time and this measure will solve our problem in one generation's time. through this measure we will ensure that our children are not paying for our retiree health care benefits down the road. the charter amendment has a number of positive implications for our city and its financial well-being. through this measure the $4.4 billion liability will be wiped off our books in approximately 30 years. the switch to a pre-funded system provides more balanced generational equity, current generation of workers pay the cost for our current generation's future liabilities. the switch also results in major cost savings for san francisco. the pre-funded assets of investment income that will be used to pay portions of the benefits cost, reducing the cost of future tax payers and employees. as an added benefit, as our liabilities decrease, this will be a m

as we celebrate the reopening of our exporatorium, one of our city's treasured education and cultural institutions for over 40 years. where else in the world would you have our children and our families experience over 1,000 interactive exhibits that explore, biology, physics, listening, cognitive, perception and social behavior and the environment. right here in san francisco. and it just does not happen in every city, but it will happen here. not only in san francisco, but for the families around the world. and the exporatorium does so much more for our san francisco communities. it offers our region's children and families 3,500 under served children and families will have free, science workshops. 70. yes. 70 under served middle high school students, opportunities to participate in college prep courses right here and training and hiring of over 200 of our city's youth, in docet jobs called explainers who will be warmly greeting you in front of the brand new station of the exporatorium of muni. opportunities in our city, we need to be a part of our city. and it's not just about giving out free gifts or giving out free turkeys or giving out free anything. it's about what type of job opportunities, what type of internships, what type of commitment are you going to have to the most vulnerable residents of our city? how are we going to impact lives? you're basically -- this is a great economic opportunity maybe for you and the city, but how does this directly impact residents of the city? so, i think we have to do a better job in making those connections. >> let's talk a little about the issue of sports, the role of sports in the city's economic future. are you supportive of the plans for the new warriors stadium? >> i'm supportive of a plan that includes the residents of this city. specifically with the warriors stadium, i think it could be a great opportunity for san francisco, but i want to make sure that in the agreement that there are some requirements that make sure that people are not just employed for construction opportunities. t

with all the 60 departments of the city, including our police, our fire, our public works, our public utilities commission, our school district, everyone working together to make sure there's at least 6,000 jobs targeted for disadvantaged, economically disadvantaged youth in the city, so you can have a job, you can earn your way to buy the things you need to buy, get ready and continue your education because for the jobs of the future, it is about getting a solid economic foundation and educational foundation for that. these are the best jobs, whether they're in health care, whether they're in administration, whether they're in technology jobs or financial jobs, some of the best salary earning jobs is being on the warriors payroll -- no, i mean -- [laughter] >> is being on jobs that have a technology foundation, jobs that are creative, are innovative, a job supporting major industries in the city, like tourism. you know, hotels cannot do a great job unless they're online, unless they're getting a lot of their clientele online. health care cannot do a better job unless technology helps

and our cities have. and i want to give kudos to chair avalos and moving this forward. i want to thank mary lee. and i want to thank kay howard and the control staff and your team. i want to thank my aids, amy chain for making sure our city needs why taken care. a couple of things i want to highlight as the person who authorize the proposition a that created the budgeting two year process, i appreciate and i'm glad that this is a process that i think now a couple years in has been working in helping us to manage our finances. i want to take a moment as someone who is in his district with the north beach clubhouse that has been closed for two years and we looked around the city and we had clubhouses that we closed, but we decided we need to open a clubhouse in each of our districts and move that forward. i want to thaveng the support to move forward with pilots on budgeting and plan nothing that area. i want to thank the mayor also for working with us to increase a little bit of funding to ethics enforceme

that are growing in our city. as regarding good services and safety committee hearing that i chaired in it we reviewed a report from the budget and legislative analyst's office and fred russo did a wonderful job with a report on best practices on countering bike theft. what best practices exist to combat the problem and as i mentioned the issue is real into disco aggregate i've had several bicycles stolen from my garage and many others in city hall haven't given me many stories of how it's growing among themselves, their families and friends as well. bicycle theft have increased at the same rate as the biking mode share over the past few years has increased. if we are to dramatically increase biking in our city, we had to address the problem of bike theft quickly and efficiently. over 4000 bikes stolen each year is worth about $4.5 million and that's a rate that is higher or on par with the theft of iphones and smartphones in our city. when bicycles are bound by the police also only about 60% are returned to their

(applause) >> we are going to make san francisco an even safer city. we developed a six-year police staff and fire staffing plan to train san francisco's first responders. over the next two years ~ san francisco will hire 300 new sworn police officers with six new academy classes. and we will add 120 firefighters with three new fire academy classes. with with 35 construction cranes across our skyline, you can see public and private construction jobs being created every day. in fact, an estimated 223,000 jobs will be created over the next 10 years from city projects alone. for our part, we're making a sound investment of $25.1 billion in capital projects over the next 10 years through our city's ten-year capital plan. this proposed budget includes unprecedented levels of general fund sub poderth for these smart capital investments. ~ support $72 million in year one and $105 million in year two. thank you, president david chiu, for your collaboration on our city's 10 year capital plan t

the presence of our city is successful because of the vitality of our immigrant community. and we know the future of san francisco rests with the future of our immigration and i am grab community. so, i want to thank you for being part of this. ~ immigrant as adrian mentioned in the late 1990s, the first time i set foot in city hall was when i was working as an immigrant rights attorney. working on the fact as you know our immigrants, our noncitizens have incredible challenges in becoming citizens. not only do they have to wade through immigration codes that are many inches thick. they orphan have to spend a ton of money to pay attorneys as well as immigration fees. not only does our federal government have enormous backlogs when it comes to immigration applications, but it's a very daunting process and this is why as the mayor said, it is so important that we get immigration reform done. in the mid 1990sst i actually worked for the u.s. senate. the last time they passed a so-called immigration reform bill. ~ that immigration bill was a punitive bill. it essentially sent th

that was a huge deal for our city and our community in san francisco. what happened with the world series this year when the giants won for the first time in over 50 years? incredible. everybody was celebrating. and that is a huge deal for our community in san francisco, but i think, economically, not only jobs in terms of construction of stadiums and what have you. economically, you know, for those people who do not believe or do not really fully appreciate what type of economic drivers the sporting events and teams are, go down to soma during a giants game. come to the marina when the blue angels fly in town. what it does to the local streets and bridges. come to district 3 and district two and districts 6 and 10 when and see what type of influx of economic activity these events drive to us. i think that is something that is not talk about enough. both the community aspect, the intangible fact of who we are as san francisco, coming together around sports teams, that is an incredible opportunity, but then, the economic drivers in our neighborhoods is v

city to be a great city and wanting our families to stay in san francisco and caring about those who are vulnerable. it was a great way to have a discussion to flush out what we believe and so forth and for me to see everybody else on the board. their priorities whether citywide or in their district it was nice to be able to express it articulate it and bring some resources back to your own district. to nor me citywide issues it was great to have a forum to discuss some things i care about pedestrian safety and wanting to make sure our parks have the best shape and for those children and the very young children with regards to education get addressed in this city so thank you very much to the budget committee >> supervisor kim. >> i just also want to commend the budget committee particularly chair farrell and supervisor avalos leading the group through the budget process. having participated in years past this one went smoothly but it helped we had additional revenues but it's really great to see our board was able to work together to put together this comprehensive budget. i want to

, our residents, to find out what you think matters in our city. i just wanted to put a little backdrop that a year ago when we started holding these community meetings, we had some significant budget deficits. and in years past they were even worse. now we've come through a lot of that and i'm thankful to all the department heads that are here because they worked very hard to work with me to find all the efficiencies, to make sure we balance that budget. clearly, the members of the board of supervisors and today we're focused on districts 1 and 4, but i want to thank supervisor mar, supervisor tang, and supervisor farrell for providing their leadership at the board because we can only make it work if the mayor and the board work together. but most importantly, we've got to listen carefully to our residents. and i want to begin by saying this has been a pretty intense week for all of us. you know, we all watched together the horrifying events that happened in boston. they don't follow too long from what happened in connecticut. and i just want you

and since day one i have been committed to our cities' family and our children and our youth and i will remain committed because i see education and training not as an expense, but as an investment. my wife, anita and i have been parents to both of our daughters so i know first hand what it is like to be a parent here in san francisco. and i want to thank you all parents to being here. because they could not have done it without you. i know that. and what sacrifices your parents made, i know that. because they are investing in you as part of our future and helping you pursue your dreams. we all want you to succeed. because as all of you embark on the next leg of your journey, i want you to remember to come back to san francisco. i want you to come back, i want you to work here, the innovation, capitol of the world. i want you to come back and i want you to raise your families here and i want you to buy a house and maybe a couple send your own kids to public school right here in san francisco. i want you to come back and be the next generation of leaders like the great that have help to

and i think the public and visitor to our city deserve safety. so also as a result of board president chiu and in constant conversation with our d e m along with the police and fire chief we want to signal to you to make sure our radio systems are updated right away our system is 13 years old a he if you're already on your cell phone you're on the third ongoing years of the changing. we need this up grating we've learned that communication is the first thing we depend upon. and our emergency facilities are necessarily and we'll outline a specific timeframe for that to happen. we're already working on radio systems and the ata and the agencies want to be connected the police and fire and the emergency responders have to have a radio system we can depend on that about so next week we have the gone gate exercise and we're ready for that and we'll know that exercise will again be responsive to the expected earthquake in san francisco and all the attributes of meeting in our emergency center to constantly conduct and ready ourselves and i'll be glad t
