plan is about preserving healthy san francisco, we're here today to talk about why healthy san francisco and the health care security ordinance is still really important even with obama care, so locally under the health care security ordinance, the minimum workers is 20 but if the ordinance was replaced by the affordable care act, the minimum would be raised to 50. this is important because lez people would be covered or get health care and businesses and instead businesses should also share the profits by helping the workers get health care. the health care security ordinance would secure that more workers would get health care and health care is the human right and everyone should have the right to access health care regardless of their income. thank you. >> thank you. i'm going to call a few more names. retain healthy san francisco, [inaudible] we know first hand the importance of the healthy san francisco plays and health being in our community, while planned parenthood supports the affordable health act and its access that health insurance provides, two key problems continue to exist, health insurance will not be affordable to many people and many people will not be eligible for any sort of health coverage under the nca, affordability, more low-income people will be eligible for expanded medi cal, health insurance covered will still not be affordable for many, especially in a high cost city like san francisco, people will not be able to afford this health !insurance premium, a 2012 survey of planned parenthood clients showed that 60% of our patients had no health insurance because they couldn't afford any monthly premium whatsoever, 28% more couldn't afford more than 50 hours a month, accessabilities, we heard it here, three of four million californians will fall through the crack, our undocumented and immigrant families will not be eligible and have been shut out of the family, thes

enormous success in san francisco and we believe that san francisco will be the model for the rest of the country on how to maximize its success of the aca because of the health care security ordinance. there's a last point that i want to highlight here before asking the department of public health to come and present, in 2015, the aca will include a requirement that employers provide insurance or pay a penalty if they do not provide health insurance to employees that work over 30 hours a week. what's going to happen as a result of this unfortunately, in many parts of the country to the extend that the threshold is at 30 hours a week, there's an anticipation that many employers will be lowering the number of numbers that employees work to 29 or under and because of the health care security ordinance, we know here in san francisco, an ordinance that goes beyond the coverage that the current law provides, we believe that, that trend will not happen in san francisco because the health care security ordinance ensures that employees that work more than 8 hours are covered. this is yet anot

these two programs, healthy san francisco and sf path have put san francisco well ahead of the health reform implementation curve compared to other states in the nation, healthy san francisco was created in 2007 and because of this long history we have of coordinating scare for the uninsured, we have largely add deed pent up demand, it is a spike in utilization that occurs when an uninsured person first gets access to health insurance. we've promoted the medical home model, our uninsured are already used to the medical home, our managed care and which will be most prevalent under health reform. we have more providers in our community who are committed to serving our low-income population and more importantly, we know who and when are uninsured are for the most part, for 71% of our uninsured, we can send them a let e call them on the phone and text message them, we can tell them of the changes that are coming with health reform and help them enroll into health insurance, sf path has given us some experience to create a managed care environment because it is subject to all the rules as

san francisco, we were built by immigrants. the presence of our city is successful because of the vitality of our immigrant community. and we know the future of san francisco rests with the future of our immigration and i am grab community. so, i want to thank you for being part of this. ~ immigrant as adrian mentioned in the late 1990s, the first time i set foot in city hall was when i was working as an immigrant rights attorney. working on the fact as you know our immigrants, our noncitizens have incredible challenges in becoming citizens. not only do they have to wade through immigration codes that are many inches thick. they orphan have to spend a ton of money to pay attorneys as well as immigration fees. not only does our federal government have enormous backlogs when it comes to immigration applications, but it's a very daunting process and this is why as the mayor said, it is so important that we get immigration reform done. in the mid 1990sst i actually worked for the u.s. senate. the last time they passed a so-called i

how rich is san francisco library. the medium and mean budgets for the libraries in this group is 28 and $38 million. san francisco public libraries budget was when this was reported $92 million more than triple the average. now why do i talk about the san francisco library because we should be getting the best service from that library and we're not. the library has instituted a program for so-called increases in hours and a while the total number of hours is increasing they continue to cut evenings and in one case weekend times what people say they want most. they tried initially in may to come up with a program that would cut 42 sessions every week in the city. we'd like the peripheries to pay attention to moor the library does not cut weekend hours but it adds evening and weekend hours that it increases the open hours at the mainland libraries which is the worse of the comparison libraries and it should stop the reduction of days. thanks very much >> hi good afternoon. i'm barry. today is face and morning day from

i believe 26 to san francisco, 22 to san mateo hospitals, for a total of 48. we accounted for 190 people. and i'm told that these numbers are fluid. out of those 190, there are approximately 82 at this time that have been transported or in the process of being transported. we do have some numbers that -- some passengers that are not accounted for, and that is a work in progress. our crews worked collectively and collaborately with sfpd and our brothers and sisters in the south bay. they were actually on the plane doing some search and rescue attempts. and at 2:45 p.m. this afternoon, we turned our investigation and our efforts over to the federal bureau of investigation, who will be working and coordinating with the ntsb. my understanding is that the scene is secured with the assistance of the fspd. and again, at this time we are working the numbers to determine exactly who's going where in transports. but there were a number, like i said, 190 of the passengers, pretty much self evacuated or with assistance from emergency responders over here to san francisco.

francisco as you said earlier and relatively small funding source for san francisco. >> and how much of a funding source is it, how much of the budget for healthy san francisco comes from the employer spending requirement? >> the employer spending requirement is about 14 million dollars to the healthy san francisco program. city general fund covers the healthy san francisco program at about 77 million dollars, and individual providers who as you know healthy san francisco is a leveraged program with hospital charity care, the value of those services are about 38 million dollars, all told, it eats a little over 100 million dollar program with about 14 million coming from employer spending requirement. >> just a final question related to that. if the -- without the employer spending requirement, where would the 14 million dollars come from, would that have to come from the general fund? >> it would likely have to come from the general fund but it would be a likely smaller program, there would be fewer people in healthy san francisco, we know they'll have less enrollment moving into the

cracks if we didn't have healthy san francisco. one of the unintended consequences of the aca is the fact that employers are going to appear to be driving down hours for many workers so that they don't need to provide insurance and that's something that is happening all over the country to part time adjunct contingent faculty members all over the country. there are teachers, professors who are not getting the same number of classes or the same number of hours. we're already seeing health care access diminished as city college of san francisco for our part time faculty and we ask that you defend healthy san francisco so that there will be some place for them to go and so that there will be some place for the thousands of others who need to have access through healthy san francisco and won't get it otherwise. thank you. >> i have a few more names. , to serve, the public of san francisco. and to dedicate their lives to public safety, today we have a city's first female fire chief and our public safety agencies are more diverse than ever, and just as proud and good as any other generation that this city has ever seen. i joined with others there that were just as dedicated and committed as i was to make a difference for the residents of san francisco. together, we helped to make san francisco a different place, one that embraces and celebrates diversity. and today, san francisco is one of the most diverse cities and one of the most diverse regions. in fact, in the world's most diverse democracy. i never thought that i would ever in my lifetime see an african american as president of the united states and i never imagined that san francisco would have an asian american mayor. and the typical san francisco low rise? >> most large buildings are structural steel buildings and they do well in earthquakes. there's a class there were popular in the 50's and 60's, there's a lot of apartment buildings, about 10 or 15 story tall. they are the worst class to be in. those midrise buildings >> how many of those do you think there are? >> about 500 plus or minus 200. >> we have seen how they perform. for example, in mexico city. >> they look like stacks of pan cakes. they built row after row of these concrete buildings and mexico city is built around an island in the middle and a big lake and they filled it in, just like san francisco. the floors were stacked like this. it looked like a stack of pan cakes. >> how did this compare older buildings of the 1920's or 30's? >> they will have more reenforcing in them. they had a tendency to use more round columns with spiral hoops. they don't necessarily catastrophicly collapse. in a perverse sense, the 50's and 60's buildings, you don't want to be in. i am in a 19
