it's my pleasure to be here to join former mayor willie brown, and supervisor scott wiener and david campos, and the commission of the police department, and friends and staff and friends and family here to witness the promotion of 56 officers of our police department. you know many of you have heard me say in the city that we are the world passage, and rightly so. we are doing things that no other city is doing to lead the way. not just for economic recovery but job creation. showing the way. and our mission bay and biotech, the latest discovers and drugs, the cure of cancer with residents of san francisco working there. we host the biggest and best conventions in the world to bring people together in this great city to do things that collaborate with each other.

i would like to now bring to the stage supervisor scott wiener. [ applause ] >> good afternoon, everyone. thanks for having me today. i'm glad we are able to do these summits and bring everyone together to discuss our best practices and really embrace and move forward this critical part of our city. one of the first things i did when i took office in 2011 was to request our city economist to do an impact study on nightlife and shows how it contributes $2.4 billion to our economy. and we at city hall making policy to treat nightlife as a nuisance to be managed and the purpose of that study among other thing was to make clear this is an important economic benefit and for jobs and for so many other economic purposes and something that should not bow -- be treated at all as a nuisance but something to key and address. it's not just an economic and strong driver in our city, it's really part of the cultural part of our city. and i will be honest that i have some concerns about where we are going in terms of our approach towards nightlife and what it means for the cultural essence of this city

(applause) >> good morning, and congratulations to all of you. you know, we've been reading a lot in the paper recently about some challenges at the housing authority, and thank you to mayor lee and to others for really focusing on moving the organization forward. but i think it's always important to keep in mind that, you know, as many challenges as the authority has, we still have a thriving community and we have lots of young people like you who are moving forward and are going to do great things in the community and in your lives. and, so, i think it's always important to keep focusing on the positive, about the amazing community that we have and we're going to turn this around and everything is going to go in a positive direction. you know, i also just want to congratulate the partner here to the housing authority, that is our school district. our public school system is so on the way up and, you know, it started with elementary schools, moving up to our middle schools, and the b

supervisor scott wiener wants to make that notion explicit. the second point is that after a decision is made at this appeal hearing, no further appeals to any other body on the matter of this determination as to whether a project has modified or not shall be allowed. in other words, that decision is absolutely final and there is not another appeal avenue available. and then lastly, consistent with chapter 31 which is the admin code is the chapter admin code that houses these procedures. we want to make it explicit that this hearing can be conducted by the ero or a designee of the ero. it doesn't necessarily need to be the ero that sits before the hearing. so, again, it would be some important amendments, supervisor wiener is willing to support the amended legislation and i look forward to hearing your comments. thank you. >> thank you. >> ann marie rodgers again with department staff. our response to the department to this proposal remains the same. with the passage on first reading of the ordinance on tuesday, the city now has an extremely c

andres power with scott wiener's office. he's at mta authority board. the legislation would authorize the planning commission to consider a larger use size than the castro street neighborhood commercial district than it would otherwise per milt. the legislation would provide a path forward for the aids foundation and their amazing project. as we all know, the hiv epidemic continues and is particular acute end up in the castro. and in light of the continuing federal cut to hiv funding which the supervisor is working kid gently to backfill, this project is really exciting and a welcome opportunity for the community. ~ this legislation would allow a larger use size to be considered fully by conditional use. currently this larger use size is not permitted. this authorization is carefully tailored and very limited in scope. so, for a larger project proposal to use this new authorization, it must be a nonprofit institution that provides direct services to the neighborhood like these foundations. i understand it is generally the commission practice to consider

i'm supervisor scott wiener. i have the honor of representing district 8 including the castro on the board of supervisors. and which district are formerly represented by harvey milk. supervisor olague likes to remind me we share the district 5 represented by milk. and we're here today to remember supervisor harvey milk and mayor george moscone who were brutally assassinated decades ago. and we gather every year to remember, and not just to remember and to mourn, but also to remember the positives and to remember frankly both of these great men and what they contributed to our community. you know, with respect to harvey milk, there will never, ever be another harvey milk in our community in terms of what he represented for our community in terms of a step forward. we are now elected lgbt peep to office and harvey was such an incredible trail blazer, not? in just getting elected, but in being a great leader and always holding his head high for our community. and i know when i was first sworn into office, one of the
