was it in fact the united auto workers, was it the municipal unions? somebody tell me you got 30 odd some municipal unions. was it the public unions and the private union that brought detroit down? >> no, i still think detroit is a great and proud city. i mean, if you come to detroit, and i invite the you you to do downtown we're 97% leased. we have a number of great institution and patron and matrons that support the city. our foundation community has been strong in the city. so i feel very strongly and have a great deal of affinity for detroit. the thing we have to get away from is the crushing debt. and there are enough books and reports and analysis about what bro brought decision to the decision and some of the corruption that it had to deal with. but i'm looking for a path so it can continue to get back to the great city that it still is and thrive. >> let me ask one more and i'll let you go. last evening we had a discussion about unsecured lenders, municipal bond holders, which i favor by the way. they should be unsecured in a situation like thi

auto workers, the union, for what is called a two-tiered wage system. the old workers already in position kept getting their old wage. but all the new workers to be hired would be hired at half the old wage. instead of $28 to $29 an hour, roughly $14 to $16 an hour, which meant if the car companies could come back, detroit couldn't because the return of workers to the automobile industries would be workers paid $14 or $15 an hour, and that could see below the poverty wage in the united states. so this is an abomination in which the big corporations are bailed out and the very cities that depend on them are told to fend for themselves. >> what is the alternative to betting the pensions of workers? >> what we have now is a classic struggle. on the one hand the creditors -- by the way, the same big banks that were bailed out before, they want all of their money back. the only way the city could pay off the creditors, even partially, would be by not doing either spending for current the money outking of the pensioners, people who worked a lifetime for the c

priority in terms of prepayment but were subjugated to the united auto worker pension funds basically in an exercise of political strong arming. then we saw it again in the solyndra bankruptcy. you remember that, when the obama administration violated the law by making taxpayers subordinate to private lenders. in other words, they put the taxpayers on the hook rather than the private lenders who helped finance solyndra. more recently the administration -- and this is something that's in the news as recently as today -- we know the administration made unconstitutional recess appointments to the national labor relations board and to the consumer financial protection bureau. the district of columbia court of appeals held that the administration's argument in defense of its so-called recess appointment power would -- quote -- "eviscerate the constitution's separation of powers." but now it appears that as part of the so-called nuclear option negotiations, even the white house is now being forced to withdraw these nominees that were unconstitutionally appointed and offer substitute appoint

auto worker pension funds. i mentioned the subsequent solyndra bankruptcy in which the administration violated the law by making taxpayers subordinate to private lenders. and i mentioned the president's unconstitutional appointments to the national labor relations board and the consumer financial protection bureau. and you don't have to take my word for it. that's the decision of the court of appeals. that case has now been taken up by the united states supreme court. to define what the president's powers are to make so-called recess appointments. but one of the things that's absolutely clear is that the president, the executive branch can't dictate to the senate when we're in recess and, thus, empowering the president to make those appointments without the advice and consent function contained in the constitution. otherwise, the executive branch will have no checks and no balances on its power and there will be no power on the part of the senate to do the appropriate oversight and to confirm the president's no

my comment is that ford motor company and general motors and united auto workers all kinds of money has been sent to them and bailed them out of their going bankrupt and paid for their pensions. and then you think that the obama administration would have some control over ford motor company, general motors, both have announced new assembly plants in china. now, we catch this out of the paper and i caught it because the ceo of general motors was out there with a shovel with the rest of the chinese making the ground breaking. and i would think that somewhere in the united states somebody would be knowing that ford and general motors is going to build a plant, two plants in china and we don't know anything about it and the obama administration does nothing to try to stop it and move it back into the united states. host: we'll get a response. thank you. correct me if i'm wrong but ford was not part of the federal rescue. guest: it was gm and chrysler who were. but to his point on gm, if that's the case i don't know that story. i would like to read about it. there's this fair point to be mad
