good afternoon, i'm frank mallicoat. >> i'm anne makovec. michelle griego is off. >>> this morning attorney general eric holder used a bay area speech to propose dramatic changes in how the feds prosecute drug crimes. linda yee is live in the newsroom with his plan that could have a dramatic impact on prison overcrowding. >> reporter: the attorney general is pushing for less to no prison time and more rehabilitation for some low level drug offenders. attorney general eric holder spoke to the american bar association in san francisco this morning calling for major changes because of massive overcrowding in the federal prisons. there are currently 40% -- they are currently 40% above capacity. 219,000 inmates with nearly half of them serving time for drug-related crimes. holder says nonviolent offenders with no drug gang ties should get lesser sentences. >> i have today mandated a modification of the justice department's charging policies so that certain low level nonviolent drug offenders who have no ties to large-scale organizations, gangs or

. >> i'm frank mallicoat. the new span of the bay bridge will be open for traffic on labor day weekend. there's a lot to do between now and then. kpix 5 reporter anne makovec joins us live outside the meeting where the big announcement was just made moment ago. >> reporter: now transportation officials are going from decision-making to planning because two weeks from tonight the bay bridge will be closed. the bay bridge as we know it. and five days later, or less, the new span of the bay bridge will be open. this was a whirlwind decision. the oversight committee made the call 15 minutes ago. first the federal government approved a temporary fix for the 32 bolts that snapped on the bridge in march and then we heard testimony from two independent panels who concurred that the new bridge is safer than the old bridge, even while the permanent fix, the saddle, is being installed. >> there's risk to all of us. if we have a design level event, we want the public on the new safe bridge. >> reporter: a lot of factors w

i'm anne-marie green. well, this afternoon, the growing debate over privacy over national security moves to the white house. president obama meets with a bipartisan group of lawmakers to discuss the national security agency's sweeping surveillance program. meanwhile the british paper that first revealed the program has published documents that appear to show the nsa can sift through e-mails, online chats, and browsing histories to just about any american without a warrant. and during testimony to congress yesterday it was revealed that an investigation into one phone call could involve millions of americans. susan mcginnis is in washington. susan, good morning. >> good morning, anne-marie. yeah. that's called hop analysis. where the nsa can look at someone's phone records, everyone he or she has called, everyone who's called them and that's how you lead to millions of different records being looked at. now, many here on capitol hill are expressing alarm on how sweeping these programs appear to be, and that

i'm anne-marie green. well, california governor jerry brown declared a state of emergency after a wild fire burning just outside yosemite national park nearly quadrupled in size. it is one of 55 major wildfires burning in ten western states. the fire near yosemite called the rim fire exploded yesterday. it's burned more than 99 square miles and is only 1% contained. the park remains open, but one access road has been cut off and residents of more than 1,000 homes have been advised to evacuate. theresa garcia reports from near the fire lines. >> reporter: stands of cedar and pine exploded as the flames jumped from tree top to tree top moving faster than the crew fighting them. u.s. forest service officer, lee bentley. >> we have a monster on our hands. this fire is making its own weather. it's going every which direction. this is one of the worst i've ever been on. i've been doing it quite a few years. >> reporter: the fire threatens hotels, camp grounds and more than 2500 structures. steep hills and rugged
