and, yes, supervisor avalos is correct, did you break the board rules. that being said, ask folks for the rest of the proceeding -- >> you just broke our board rules. i really appreciate it. i'm not sure if it's going to make it any easier for me to say what i want to say. i want to say what an honor it has been to work on this legislation with the community. i actually wanted to really work on this legislation for years. i've been working on immigrant rights movement as a laboringer, as a community organizer. i fought against prop 184, 187 back in 1994. it was my first time of actually getting involved in politics and california, we're a state that has enormous immigrant community. my district, district 11 is over 50% foreign borne. we're a district of immigrants and we have to make sure that we are doing everything we can to recognize the great contributions that immigrants make to this great state, to this great city and this great country. and we don't do enough to assure that there are protections and pathways to citizenship overall across the count

first of all, i do want to thank supervisor avalos for introducing this legislation. for the most part it is something that i actually do agree with. like supervisor wiener said, would love for the board to support unanimously at the end of the day. but we all know san francisco is a city that embraces people from all walks of life and certainly as a product of immigrant parents myself, i truly embrace the diversity of our residents. however, i do believe that there is a fine line and a very important distinction between being a sanctuary city and a safe haven for serious and/or violent activity and whether you are -- >>> boo. we have a gentleman from supervisor avalos offices. and supervisor avalos what like this continued to the call of the chair we're hoping to have the city attorney to move forward on a portion of the project. to give you a brief update. the planning staff outlines this as 3 parts of the legislation. the main part is section 33 of the criteria considered when considering merges of residential units. it's our tennis to bring this more 40 in line with having an option to have affordable housing. we're hoping to move forward on this. another part of the legislation section 181 deals with legally inconsistent non-residential units. there is some question on how those relate to the second unions. those are not traditionally in-law units their traditionally built before the zoning of the city and it's on a parcel that's zoned for two unit. we want to have legal protection for those units. at the planning commission they asked for additional time to look at this so we want to introduce new legislation and the planning commission will reconsider

i know trustee -- i know supervisor avalos, you mentioned student equity. well, some of the things that we did look at, and i was happy to co-sponsor, was we actually had a resolution to first collect the data for student equity because we do know that our black and brown students are not succeeding even in community college at the levels of others. we also looked at accelerated basic skills courses and even though there is a lot of -- a lot of conversation, a lot of debate in disagreement. that's what a democracy should be. i think we get deemed in terms of the accjc because we're not smooth, democracy is not smooth. you have arguments, you have debates, but at the end of the day you come out with an outcome that is justified. we're improving these accelerated skills courses so students who, yes, they did take three, four, five, six semesters to get out of basic skills. now we're going to hopefully see them get out of their basic skills courses a lot faster and that will lead to healthier outcomes. and so while we're not perfect and i don't think any insti
