[laughter] >> this is a great day for the health of san francisco. this is a great day for the future health of our city. i'm so delighted to be here. and let me also say that it was about a year ago that a couple of us at the board, including supervisor cohen, we held a very different press conference over on the board side and i am just amazed and so grateful that we have come as far as we have gotten to where we are today. it takes a village to build two hospitals and i want to take just a brief moment to thank everyone who has been part of that village starting first and foremost with the community. the leadership behind the elected leaders here who ensured that this is a deal that's not only good for health care, but ensures that we are meeting our local hiring needs, our housing needs, our transportation needs, our neighborhood needs around the city. and, of course,

~ how do you get to a david chiu as the supervisor or ed lee as the mayor and register your heart felt viewpoints on how your park should look like? what kind of education level your schools should be in? what kind of community safety plans would make you and your family feel safe? what kind of level of health care, which is a big, big challenge for us these days, that you need in order to keep healthy? all of these kinds of issues, including input in the government, we've always wanted to improve. well, today there is over 100,000 permanent residents in san francisco who are not fully engaged yet in everything that they can be doing in registering their voice. and, so, we want to announce today a new initiative, it's the san francisco pathways to citizenship initiative. its job, its focus is to work with all the community-based organizations in the public-private way, work with the foundations with historically supported these efforts to bring voice and communication to hidden communities and unannounced communities, and to bring them to a path of citizenship, and to talk in culturall

we've teamed up again with board president david chiu who has been personally involved with this and helping us and guide us with his knowledge, having been a small business owner himself, with how we can do even better. and today we are announcing actually two areas of improvements to our piece of legislation that i think will get people even more excited. the first is after a couple of years of opening up some of the data streams in our city and seeing how this data had already started, some companies, some entrepreneurs develop applications, helped us already with identifying some additional needs in the city and involving more people, we want to do even more along that line. and, so, this legislation will allow us to establish, along with the best practices that are going on in new york, chicago, and the sunlight foundation, that is to create a position in the city, basically establishing a data office, an open data officer for the city, somebody that's going to help jay naff. jay is like our external innovation officer. he's helping me connect up all the time with all of the dif

david chiu covers most of the central district and jane kim covers central street. central it's 48 percent female. agencies are 17 and under 5 percent and we have a large senior population of 15.14 percent so we have twice as many elderly then juveniles. we have 11 though 3 hundred and 50 over the age of 65. the district is asian 47 percent, calling your attention is 46 percent and african-american 2 percent. and others 1.3 percent and native american less than 3 percent. those are the central district and this is the central station demographic. we have 2 asian woman officers and male officer we have 26 asian and 5 african-american and 3 latino. now seniority we have 28 percent of our staff has left in 20 years and from 20 to thirty years of service is majority it's about 348 percent and 20 percent of our staff has thirty years and more. we have 9 officers of thirty years ever more and this officer james had 40 years and his daughter will graduate from the police academy this friday to continue on the legacy. central station is returned by the captain yours truly i

last i would like to ask the parking lot security ordinance passed by david chiu be endorsed. we have lots where crime persists and we would like to make sure those lots are secure and in compliance. the department should make sure that the lots are secure >> any further public comment. seeing none, public comment is closed. i want to address a couple of issues. i heard the chief say earlier. he mentioned the 960 program, however, it would bring back officers that were making significant amounts of money in their retirement and have amenities and they would be paid the third time and essentially there's talk about whether we could do that. with the letters for example, officer you didn't know is come back as an officer. we want to encourage more of the officers to come back as reserves as volunteer. to hear that steward is going to do that is a big deal. so i think that the chief is talking about that. and one of our in september we're going to have a presentation about the letters and the training available and we have some incredible men and women who are doing. that but for

. >> for the development through the share, to the commissioner andrew's, i am from supervisor david chiu's office, it depends on the type of legislative item and the development agreements are approved generally and not always by the resolution of the board, and so the resolution, is you know, usually fewer than ten pages and described in broad terms what the terms of the development agreement are. and i have not looked back at this resolution specifically, but, it will describe, you know, the terms between the parties, and a little bit about the rent control for example, and on replacement units which was a big issue in this case. and so, if essentially whatever development agreement is in the file, behind that resolution is what the board is acting on and that can change, and even again, the day of the full board vote for example. >> as i mentioned for the shipyard. >> and i said earlier that it did not matter what the changes were and i think that i need to be able to be clear about that. and i have been to the two supervisor to work for the city for ten years now and if i had a
