terrett at the united nations for us and here with all the a perspective, do you agree with john terrett. the reason that we're at this juncture north you, the letters being exchanged between the two presidents, a phone conversation is because of the impact, the affect of the sanctions on the iranian economy? >> i hate to say that, but i think the sanctions have had a huge impact. >> why do you hate to say it? >> well, i'm normally no normalm against sanctions. but the sanctions helped rouhani to win the election. he is the only candidate who said if elected i will help to relieve the sanctions. i think it has had a major impact. >> how important a mandate. how strong of a mandate may an better way to put it does president rouhani have now? how much room does he have here in negotiating over the country's nuclear program? >> what we heard from president rouhani over the past week it seems that he has been able to create a consensus that iran could not survive with, say, five more years of sanctions. and president rouhani is much more educated. he knows the delusional as ahmadinejad. if y

john terrett, up next the u.n. supremsecurity council, what ne? >> reporter: he's on the go from 5:00 in the morning to 11:00 most days. he signed the arms treaty. now we're told he is in the u.s. chair in a security council meeting involving the five permanent members, great britain, france, china and russia, and they'll meet to discuss syria. what will happen is they'll meet for however long it takes to meet, and then ambassadors or representatives will come out and give a statement here at the u.n. or they won't. or the security council will offer a fairly lame statement or. won't. this is not the kind of meeting that generates headlines. this is a working meeting, and they're using the advantage of all these world leaders, secretaries and ambassadors all at one place to try to get things done. >> john yesterday the focus was on iraq. today it is syria as weapons inspectors have gone back into the country looking for chemical weapons again. this is their second trip in weeks. what do we know? what precipitated that meeting behind closed doors.

let's get you back to john terrett now. john, what has been the reaction so far, if you have been able to engage, and i believe you have, to the speech from iran's president? >> the reaction is if anybody thought this was going to be a vocalization of that op-ed piece that appeared in the "washington post" on friday then they were only partially right. i don't think this is a man who is going to be sitting down with president obama any time soon. but we did hear a very, very different sort of speech from the kind of speech we have had from the iranians in recent history of the un. no mention of israel directly as you were saying, no mention of the holocaust, none of the viciousness towards israel that we have heard in the past. but hassan rouhani did say there is no place in iran's doctrine for weapons of mass destruction. he said the zero-sum game is over meaning that era where countries go to the n-th degree for their political beliefs. and he did offer immediate nuclear talks. let's listen to a clip that illustrates how

so there seems, john terrett some disagreement between russia and the united states on putting teeth into the resolution. >> that is the first time we heard comment in sergei lavrov, the russian foreign minister. it's interesting indeed because part of the problem with this resolution is that he doesn't really have very many teeth. john kerry referred to there being consequences if bashar al-assad and his regime don't live up to the promise they have made to get rid of their chemical weapons stockpiles. there is no threat of force in this legal document. the document that has been unanimously adopted by the security council. the only threat in this document is that they will threaten the syrian regime with another resolution, a chapter vii resolution. you heard john kerry refer to that. chapter vii is a device used by the un, when they draw up resolutions against countries were there might be an attack. it was thought until this evening that in the event there was another resolution under chapter vii, that would offer an opportunity for china to do what they have done regarding syria

john terrett joins us with more. tell us what is going on here, john. >> reporter: here is the document, which the security council put together last night, and it has now gone off to the hague in holland, and it is going to be responsible for getting those out of syria. then we're expecting a vote n the security council at around 8:00 eastern time. but it could all slip, so don't hold us to those times. but we have had a little bit of a lucky break here at the united nations, because our diplomatic educate james bays has just caught up with the syrian prime minister. this was the result of the interview. take a look. >> foreign minister are you confident at the concept of peace right now? >> it's premature to speak about it. >> reporter: do you think there could be a deal that will bring everyone to geneva? >> i hope so. i hope so. >> reporter: and what about the chemical weapons resolution? >> we welcome it. we welcome it. because we are determined to go forward in the respect of destroying the chemical weapons. >>

john terrett is standing by live at the un. the security council meeting is next, and john what can we expect? >> well, we have just confirmed that john kerry will be at the meeting of the permanent five security council members. earlier this morning he signed the new small arms treaty, which brings the rest of the world up to the u.s. level when it comes to sending arms to fighters overseas, and although it could be a long time before that becomes international law, it was seen as a hopeful step that the u.s. becomes the 91st country in the world to sign that treaty. handguns of course kill most people. so that's that. now he moves on to the security council meeting, and it is on syria, and here we can give added value to this. because al jazeera has learned behind the cover of the leader's day speech yesterday, there was quite a lot of work going on involving john kerry and sergey lavrov. they were trying to push the security council agreement needed to ratify the agreement between the two countries ever closer. and we unders

that is a long way. >> i want to bring in john terrett at the u.n. tony blair mentioned he accepts the fact that bashar al-assad and syria may have to go, but it sounds like that's very difficult. the whole idea of removing or having bashar al-assad leave that country is a difficult proposition, right, john? >> it certainly is. he is supported by the branch of islam, he's supported by his family, the military, the police, his brother runs the revolutionary guard in the country. just getting rid of bashar al-assad does not mean there will be a significant foreign policy change in syria because the country will be run by the people i just mentioned select. over and above that there is the whole issue if the opposition were to end up running the country, a large part of those are thought to be significantly unfriendly to the united states, mainly al-qaeda. if we remove bashar al-assad, that's not the case, it's far more complicated than that, and it always is in the middle east. >> the leader of al-shabab are saying that the group is behind the kenya ma

john terrett is at the united nations. and let me just toss it to you. >> thank you, tony. this is certainly turning out to be quite a week, because today there was the highest level meeting between anyone in the u.s. administration, and anyone from an iranian government since 1979. but it happened today. it was a meeting of the five permanent members plus germany. germany is always involved because they have very strong trading links to iran. so that's why we call it the p-5 plus 1. the europeans call it 3 plus 3. there was a television camera in there, so we caught the moments when the iran foreign minister walked in for the first time. and it must have gone quite well, because there will be another meeting scheduled for the 15th and 16th of october, at which there will be substantive talks about iran's your uranium enrichment program. it is said that iran is welcome to bring to that table the current proposals put forward, or it can bring its own proposals about how to work things out. a few moments ago we heard from john kerry who had this to say. >> needless to say one

john terrett is at the united nations. john the speech lasted about 43 minutes. he spent most of the time talking about the situation in the middle east. >> reporter: didn't he just dell. i didn't think that was as wide of range of speech i have heard from previous presidents or indeed this president. but you are absolutely right. it lasted for 43 minutes. almost 45 minutes. you are allowed 15, by the way. that so goes to show you why it is impossible to predict when these heads of state will come on. let me take you through some of the key points. he touched on terrorism and what happened in kenya. he also touched on recent incidents in pakistan and iraq. but he swiftly moved on to syria, and confirmed that the syrian regime used chemical weapons on august 21st, and said that syria, and the deepest stabilization in the region that syria is causing, is exactly what the united nations is there to sort out. this goes to the heart of what the united nations is. he said he called on the international community to enforce the ban of chemical weapons in the world, and
