and certainly for our city. we've had our own including the rim fire the police and, of course, the fire department were there the first responders on a crash that will stick with me. we're living in an extraordinary city and you can is new year it that a lot of our residents are back to work. when we took office on january lifting our unemployment rates was 9 and a half percent today's it's 5.5 percent. this streamer important year our city netted over thirty thousand additional jobs and think about what the professor said about the multipleer effects. it's not just one industry we're seeing board based job growth at every sector off our city is growing and beating the industry. we're successful because we've created the conditions that give the investors and enterprise in our city to innovative and grow and create jobs whether or not their neighborhood or small business owner or international firms or other companies. well, here's a new stat. since 2011, 2023.6 million secret of office space - 23.6 million squ

this makes our city great. i want to recognize scott wiener and david is working along broadway and trying to create the newest and freshest districts there. we call it the entertainment district. but getting the businesses up there a little bit better organized so they can welcome the foot traffic and the be automobiles. this is happening all over the districts. it's happening in the valley and others. we have a number of representatives here dan weaver. every time there are those cb ds that are created there's instant on, on going improvements. those improvements are readily felt with our police department as well. when i have people actively engaged in people with the streets people are a lot more conscious and they're looking at out and supporting this project. people are relynn themselves with the neighborhood. this makes our city great. i'm here to thank the people and most importantly it is the move that the local merchants have and they want the city to invest in their neighborhoods. it's a plea for suc

(applause) >> we are going to make san francisco an even safer city. we developed a six-year police staff and fire staffing plan to train san francisco's first responders. over the next two years ~ san francisco will hire 300 new sworn police officers with six new academy classes. and we will add 120 firefighters with three new fire academy classes. with with 35 construction cranes across our skyline, you can see public and private construction jobs being created every day. in fact, an estimated 223,000 jobs will be created over the next 10 years from city projects alone. for our part, we're making a sound investment of $25.1 billion in capital projects over the next 10 years through our city's ten-year capital plan. this proposed budget includes unprecedented levels of general fund sub poderth for these smart capital investments. ~ support $72 million in year one and $105 million in year two. thank you, president david chiu, for your collaboration on our city's 10 year capital plan t

opportunities in our city, they need to be a part of our city. and it's not just about giving out free gifts or giving out free turkeys or giving out free anything. it's about what type of job opportunities, what type of internships, what type of commitment are you going to have to the most vulnerable residents of our city? how are we going to impact lives? you're basically -- this is a great economic opportunity maybe for you and the city, but how does this directly impact residents of the city? so, i think we have to do a better job in making those connections. >> let's talk a little about the issue of sports, the role of sports in the city's economic future. are you supportive of the plans for the new warriors stadium? >> i'm supportive of a plan that includes the residents of this city. specifically, with the warrior stadium, i think it could be a great opportunity for san francisco. but i want to make sure that in the agreement that there are some requirements that make sure that people are not just employed for construction opportunities. t

is growing for many seniors and low-income people in our city. there are 37,000 people that currently access our so-called snap program, formerly known as food stamps and. examine ~ and actually today is a nationwide day called the snap call-in day to urge members of congress to vote no on the house reverend boydv can leadership plan to cut $40 billion to cut $40 billion over the next 10 years on funding for snap or food stamps for the vulnerable ~ and people that don't have any food. currently there are over 3 million residents in the state of california, and again over 37,000 people in our city, families and low-income residents that currently receive assistance from snap and our california cal fresh program. snap not only benefits low-income families, it also spurs our local economic activity and supports businesses that serve our low and moderate income communities. there is an estimate from moody's analytic that shows every dollar we spend as a nation on snap or food stamps benefits or generates $1.71 in he economic activities. it almost dou

so it's great that san francisco is a leading innovative city given the technology presence in our city. it's also nice to see the chief of police have and the attorney general have an app for that (laughter) >> so we're almost at the at the end. i wanted to speak to some acknowledges. to be a thirty plus year low in homicides on september 10th is unbelievable. the last time we were close is as heather fong closed out her time as the chief but there were 3 hundred more police officers here it was a year before our assistant district attorney would be elected and while everyone is going through the time it's through the corporation of that rank and file and the police department of the many officers that line the walls here and the police officers association to make schedule changes to work more nights and weekends the mayors programs of engaging young people 67 thousand jobs last summer and hundreds of jobs it all makes a difference. it's unbelievable when i guess i was a sergeant you need iron we find susan and lee and the team when we get here all they needed was the go. we have is a

, not only our clinic, but the city. we have all our children in san francisco should have insurance now because if they are low income enough, they get medical. if they actually have a little more assets, a little more income, they can get happy family. we do have family who come outside of our neighborhood to come on our clinic. one thing i learn from our clients, no matter how old they are, no matter how little english they know, they know how to get to chinatown, meaning they know how to get to our clinic. 85 percent of our staff is bilingual because we are serving many monolingual chinese patients. they can be child care providers so our clients can go out and work. >> we found more and more women of child bearing age come down with cancer and they have kids and the kids were having a horrible time and parents were having a horrible time. how do parents tell their kids they may not be here? what we do is provide a place and the material and support and then they figure out their own truth, what it means to them. i s

it's truly a great loss for our community and this city and our hearts go out to her husband of many years so i ask we adjourn the meeting in the memory of alicia >> thank you first of all, as i mention before i. introducing the family friendly workplace through the legislative for a vote in september. i'm introducing today a resolution in support of the recollections for local and state reform of changes that were made from the assessable committee which is made up of many advocates working with the mayor's office on disability. many residents have heard stories of placard abuse. i believe those recommendations can increase access while promoting fairness while reducing abuse. i know that people with disabilities are paying the price. there are disability advocates and worked closely with the mayor's office. according to the mathematical san francisco has twice as many brakes with hundreds of thousands of brakes issued by other bay city's. they suggest that plagued abuse it common place and they confiscate several brakes every year. enforcement is not enough we need the right rules

i want to thank our budget director who is here, our city controller. we are working on this, but we are still months away from getting the data that we need to provide this information to you. my third idea, i want to thank our rec and park department. you're going to be hearing a little bit from the director of that department, phil ginsberg about the new application they have helped us with. i'm very proud of what rec and park is doing. this is something i've been discussing with mr. ginsberg for some months now. but in addition to the information that you can now get about where our parks are, i think we need to take this one step further. we need to allow folks to do the online transactions that allow people to make reservations at the barbecue pit or at that picnic table. these are three of hundreds of ideas that i have heard over the last few years. my guess is you in your heads have the solutions to them today. and mayor lee and i are looking forward with this legislation with all of you to figuring out how to make our city government the best 2

city and our state. i continue to be grateful for their services to our city on the public utilities commission along with commissioners moran and deter. i have been very clear in publicly stating my concerns with the community choice aggregation program for many months, including the compulsory participation, the higher electric rates, the lack of a real plan for local jobs and local renewable energy. but it's not just me. our friends and labor movement have also been vocal in their concerns. they voted back in may to formally oppose the cca program. and if you read their resolution as i did, you'll notice that their rationale for posing the latest version of the community choice aggregation is exactly the same as mine. first and foremost, they want to see a program that actually creates jobs in san francisco by creating city-owned sustainable energy sources. this could include building wind farms, installing solar panels on municipal buildings, doing energy retrofits to existing residential or commerci

the city needs to recommit ourselves to the values that our city was named after. st. francis believed in compassion for those who have less -- had less than others. those of us with opportunities have to give back. part of that entails taking care of the most important among us, the folks who have need, including our homeless. >> let's talk about the transportation situation in your district. you mentioned that transit could be better. how is parking and traffic? is there enough muni service now? >> you are talking to the one member of the board that does not only car. i get around my district by muni, bicycle, or hailing a cab. our transit system is truly challenge. our bosses are late one out of four times. -- our buses are late one out of a quarter times. they're still not as clean and safe as we'd like. we can do better and investing in our muni system. we need more taxicabs on the streets. is difficult to obtain a cab. i support the concept of centralized taxi dispatch systems so you know who you can call to get a cab. i am a big believer in pedestrian bicycling
