this makes our city great. i want to recognize scott wiener and david is working along broadway and trying to create the newest and freshest districts there. we call it the entertainment district. but getting the businesses up there a little bit better organized so they can welcome the foot traffic and the be automobiles. this is happening all over the districts. it's happening in the valley and others. we have a number of representatives here dan weaver. every time there are those cb ds that are created there's instant on, on going improvements. those improvements are readily felt with our police department as well. when i have people actively engaged in people with the streets people are a lot more conscious and they're looking at out and supporting this project. people are relynn themselves with the neighborhood. this makes our city great. i'm here to thank the people and most importantly it is the move that the local merchants have and they want the city to invest in their neighborhoods. it's a plea for suc

city employees to live in our great city. i'd be the first to say we haven't done everything that we can possibly do. even though i know there's some 42,000 units under construction already in our city already permitted and whether they're here along mid-market or they're in hunters point or they're in treasure island or in park merced, and i think we've done well get a lot of projects going. we have to also deal with affordability. and that was my link to the success of the city, that while we become more successful, we're not leaving anybody behind. we're a city for the 100%. and we want everybody who wants to live here being able to be here. and in particular, those that we want to be here are going to help us recover in any kind of event. in an emergency event, i've been trained ever since my very first visit to new orleans after their disaster happened in katrina so know that we've got to recover better ~ to know. we've got to ask everybody today, we want you -- we ask you to live and work in our city. and if there is an

i want to thank our budget director who is here, our city controller. we are working on this, but we are still months away from getting the data that we need to provide this information to you. my third idea, i want to thank our rec and park department. you're going to be hearing a little bit from the director of that department, phil ginsberg about the new application they have helped us with. i'm very proud of what rec and park is doing. this is something i've been discussing with mr. ginsberg for some months now. but in addition to the information that you can now get about where our parks are, i think we need to take this one step further. we need to allow folks to do the online transactions that allow people to make reservations at the barbecue pit or at that picnic table. these are three of hundreds of ideas that i have heard over the last few years. my guess is you in your heads have the solutions to them today. and mayor lee and i are looking forward with this legislation with all of you to figuring out how to make our city government the best 2

city and our state. i continue to be grateful for their services to our city on the public utilities commission along with commissioners moran and deter. i have been very clear in publicly stating my concerns with the community choice aggregation program for many months, including the compulsory participation, the higher electric rates, the lack of a real plan for local jobs and local renewable energy. but it's not just me. our friends and labor movement have also been vocal in their concerns. they voted back in may to formally oppose the cca program. and if you read their resolution as i did, you'll notice that their rationale for posing the latest version of the community choice aggregation is exactly the same as mine. first and foremost, they want to see a program that actually creates jobs in san francisco by creating city-owned sustainable energy sources. this could include building wind farms, installing solar panels on municipal buildings, doing energy retrofits to existing residential or commerci

the city needs to recommit ourselves to the values that our city was named after. st. francis believed in compassion for those who have less -- had less than others. those of us with opportunities have to give back. part of that entails taking care of the most important among us, the folks who have need, including our homeless. >> let's talk about the transportation situation in your district. you mentioned that transit could be better. how is parking and traffic? is there enough muni service now? >> you are talking to the one member of the board that does not only car. i get around my district by muni, bicycle, or hailing a cab. our transit system is truly challenge. our bosses are late one out of four times. -- our buses are late one out of a quarter times. they're still not as clean and safe as we'd like. we can do better and investing in our muni system. we need more taxicabs on the streets. is difficult to obtain a cab. i support the concept of centralized taxi dispatch systems so you know who you can call to get a cab. i am a big believer in pedestrian bicycling
