>> that's right, richelle. as you mentioned the resolution did clear a key hurdle yesterday, passing through the senate foreign relations committee. today another round of meetings, the big one, senate intelligence committee, we have heard that a few of those members have started trickling out. not making comments to cameras so far but we did hear before the meetings started from republican susan collins of maine. let's hear what she had to say. >> i am concerned about america's credibility. that is an argument on the other side that i'm weighing carefully. i'm worried about the faculty that the president of the united states drew this line in the sand, he clearly did so without having a carefully considered strategy and plan in mind for what would happen if the line were crossed, which i think was inevitable. >> so we'll try to catch up with senator collins and some other senators as they come out of that meeting here today. try to learn more about what they heard during this important intelligence briefing. r

absolutely, richelle. i mean we will have to wait and see because nobody really expected this one single voice to come out of the e. u. so potentially, we will see what happens in france. it is interesting, though, that they are now saying that not only are the french going to wait for a vote in congress. they are also going to won't for the u.n. report. interestingly enough, also, though, we are hearing from germany. they have also apparently signed on to the statement that came out of saint petersburg, eleven members of the g20 signed on to it, now adding germany is 12 that there -- that there was the assad regime behind the attacks and there needs to be punishment. and the germans are also now going to the u.n. and saying, this report needs to be sped up. we need to get answers quicker than what originally had been intended, which would be weeks and weeks, waiting for those test results. so, germany even apparently now making atrition in its position. but around the continent, a lot of developments toda

i'm richelle carey. a clime -- climate change sos, it seems the global warming is a people problem. >>> the international community puts pressure on syria. >>> a new report out today says man is to blame for those record-high temperatures, leading scientists, issued a word of warning saying change will be dramatic to the world's climat climate. >> reporter: the grim picture of our future, frequent heat waves and ice-free arctics. now the world's top climate scientists have issued their report card. >> it is extremely clear that it's mostly due to human activities, which means that is the good news, that we can act to reduce emissions and protect the planet for future generations. >> reporter: the last report suggested the earth world warm between 2 and 3 degrees celsius. this report updates that even with drastic cuts to greenhouse gas emissions it still says temperatures will rise by 1.5%. a rise of 2 to possibly even 4 degrees are even on the cards. sea levels are rising faster than previously thought.

richele. >> talk more about france. the latest surprise is that france at least appears to be dialling it back a little bit >> reporter: yeah. well, france has been one of the strongestet supporters of some sort of military strike, along with the turks. and, yes, indeed, originally, they had said that they would just go ahead and go with the u.s. if the u.s. decided to strike, they would go along. then they said they would wait for the u.s. congress. now, they are saying they will wa wait for a u.n. report. >> that's interesting to note because, of course, the u.n. report will not indicate whether or not it was assad behind it. the u.n. investigators have said they are solely going into look into whether or not sarin gas was used. it's also interesting to note that germany who has been very reluctant on any kind of military strike and very close to moscow on this issue, they are saying they are urging the u.n. to step up that report, to get it in earlier than the weeks that they previously said it would take to make the

[ applause ] >> the votes are in, gop lawmakers celebrate after the house passes a spending bill that defunds the president's health care law. >>> iran's charm offense say talks as the new president offers the promise of a new start. ♪ >>> the battle over the budget is about to become the senate's problem. less than an hour ago, the house of representatives passed a budget bill that would keep the government running while stripping all funding from the affordable care act. randall pinkston is live with the latest. randall it passed the house. tell us what the next step it is? >> reporter: it's a hot potato that the senate really doesn't want, but that's where it is going to go. it includes the provision as you say to defund the affordable care act, obamacare, and the senate laters, democrats and even some republicans say that idea is dead on arrival, but for now john boehner is celebrating. >> while we had a victory today for the americ

there are no meetings behind the scenes, now, there are two things in play, richelle, one is this issue of the government funding. we hit the end of the fiscal year in just a few days, october 1st of the new fiscal year begins. and the republicans say they're going to fund that going forward, but there are strings attached. defunding obama healthcare. that's a deal breaker. and in october the treasury said that the u.s. will max out on its debt limit, and then there will be another big fight over there. >> now the president said i'm not going to negotiate. well, i'm sorry, it just doesn't work that way. we're not going to ignore

richelle, back to you. >> jelelah, thank you. summer ice in the arctic sea has been disappearing rapidly over the past few decades this year the extent was 50% more than in 2012. al jazerra investigates. >> reporter: for all the talk of global warming and melting ice caps, it seems for once a glimmer of good news. sea ice in the arctic has most likely hit its lowest point of the year. and that level is considerably higher than it was in 2012. sea ice is frozen ocean water that melts in the summer and then refreezes every winter. scientists measure the seasonal variation as a tell tale sign of climate change. last year a dramatic melt sounded the alarm when the extent of sea ice tumble today a record three, 3.41 million square kilometers, this year's extent is decidedly higher, ice stopped melting at 5.1 5.1 milln square kilometers and has begun seasonal growth. but the overall trend is still down. compare these levels to the 30-year average as indicated by the orange line. this animation shows the daily shrinking of arctic ice ov
