in this area, i will highlight the plans that serves san francisco county. the ones in bold serve san francisco county and the italicized serve the county. there is one that serves the individual and only four plans that serve the shop exchange. we are one out of the four obviously. that's why i'm standing here. i will give you an example of what happens in the shop exchange. small employer groups can pick up the metallic tier. if an employer picks a silver tier for their employees what rates might show up. the rates vary by age and geographic area. in this case what we show the bottom lean -- line there, is region 4, for 40-year-old, the $4, for 40-year-old, the rate is $223. kaiser is $328. the average of three low price is $417. the average comparable benefits for 2013 according to covered california is $403. so you can see the covered california likes to see that by competing, they are able to see some savings by market rates. that is a monthly rate for an individual. each individual, just for clarity, each individual has a separate rate. if there is a g

the original chaldea san francisco -- the original county of san francisco came from san mateo county. they decided it was too large a county, said the card off another county. at the time, the largest population in the state was in san francisco. l.a. barely made a presidio. they had, like, 50 or 60 people. 90% of the population was in san francisco, and everyone down the peninsula is saying if they are in the county, san francisco has this huge population, we are going to have to go along with them, so they can't get off -- they carved it off. >> it looks like it is the richmond district, but a kind of shows what was on the west side town. a great deal of it was sam, and for that reason, people thought that the weather and the san -- it was really not a place that people wanted to live, and it was going to be very typical for san francisco -- very difficult for san francisco to expand west. >> if you look at the early maps, it was 3 miles wide by about 6 miles long, this huge sand dunes that just moved around. >> here is an 1875 map of the laguna. says along the side of the map, hig

san francisco county is the best documented of all the california counties. we think that all of california will look like san francisco now. when you begin putting in the work of the civilian conservation core, you find it's everywhere. we are talking about a lot of agencies. roosevelt loved building things. he was the lord of the manor at hyde park. it shows roosevelt in his convertible. if you visit there, you could see he could drive using the upper part of his body. he's pointing to the plans of the hyde park. he was quite a passable architect. once he became president, he was able to build a lot more. even though henry loose was generally opposed to roosevelt. we ran a double page on his to show how the work he had done. i couldn't get it all on my standards. in the west, you would see without the new deal projects, the republican voting sun belt cities wouldn't exist. they were built at that time. so, it's as i say. there was at least a dozen agencies that left remnants. i am going to give you a primer on all of these. the premise was to put people to

supervisor, the voters are the ultimate policy makers of the city and county of san francisco and through their elected officials and legislative and executive branches of government and, of course, through the ballot measures, they express their will. nearly a dozen times san francisco voters have repeatedly rejected creating public power programs on the ballot. most recently in 2008 when proposition h was defeated by a margin of 60% of the vote, so, supervisor, you've given me a lot of credit for saying that my office is somehow single handedly blocking community choice aggregation. with those representing a lot of work being people in the labor movement as well as the voters time and time again rejected that idea as well. i know we disagree with that, but since there have been five questions all of the exact same subject, i felt compel to explain fully to you and the people of san francisco what i think of this proposal and why i think the puc commission actively did what they did. i hope i have been able to answer thoroughly and i thank you for giving me the time to discuss this nuanc
