headquartered in hawaii, it's the u.s. pacific command, spanning the globe from california to india and australia. or as the chief likes to say, from hollywood to bollywood and polar bears to penguins. washington is renewing its focus as north korea continues the threatening antics and china becomes aggressive in asserting its territorial claims. we met with the general at the air force association's exposition outside washington, d.c. i asked him how it's affecting his command and what he is telling alleys in the region. >> it's been a big factor for us. and we are called the operations and maintenance. we don't procure things. our whole budget is basically our operations and maintenance. out in the pacific, the biggest problem has been the engagement that we do the exercise in the pacific, more than just training, their presence in different area, building the partnership capacity up, being places, it's flying hours. and in the pacific, flying anywhere takes longer than anywhere else in the world. so it's a lot of flying

the might of the u.s. navy's pacific fleet, the u.s.s. bonhomme richard, pulled out 24 hours before the typhoon usagi's arrival. it formed in the pacific early in the week and has tracked northeast through the luzon strait that separates the philippines and taiwan. in the philippines 100 families were evacuated from islands as torrential rain caused floodings in four regions. waves as big as buildings began smashing seaside and evacuation of thousands of people. china's southern coast is being prepared for the. worst. 24,000 fishing boats returned to port. so as we can see there, that -- and let me put this into some kind of context for you. this is coming at a time during the mid autumn festival which is a holiday-long weekend here. that is like a category 4 hurricane hitting new york city during thanksgiving. and this storm is expected to slow down a degree as it reaches planned mass here, losing some of those categories becoming a category 2. but it's still a powerful storm. many people are still away overseas meeting family and friend

first, the u.s. targeting policy will only ever have a limited effect on anniversary -- an adversary. russia thinks it is all about russia. frankly, what ever the u.s. says about how it targets these systems, and historically it says very little, but even if it was to publish documents, the assumption would be getting these all made up. that would be the first issue. imaginend issue, let's use a cpgs system against iran, and russia sees its launch and coming roughly in russia's direction. and because it would be unpredictable and an observable, -- and not observable, russia and italy have the u.s. were about where to go -- russia would only have the u.s.'s word on where it is going. it is not risk free. there are risks associated with not doing it. there are risks associated with doing it. my goal with this project is not to make any grand conclusion. but it is to break that analysis of, to highlight all of the different areas of risk, associated with both proceeding and not proceeding, and then let

the u.s. is inching closer to the first government shoutdown in 17 years. congress has just 12 hours to agree on a funding bill that would keep the government open. the house is in recess but did meet earlier today. and the senate is expected to start meeting in a couple of hours. there is little hope the two chambers will be able to each a last-minute compromise before midnight. al jazeera's libby casey joining us now from washington. good morning, libby. any progress? >> not really. i mean, we're not seeing any movement. both sides are firmly entrenched. the only slight change we're seeing vocalization from moderate republicans who say, whoa, we don't know if this is worth shutting the government down over the federal healthcare law. while they're opposed to boom care, they would like to splice that issue out at a later date and move forward on the budget bill but that is not the prevailing voice in the house. john boehner is hearing vocal outcry from that tea party group, and their message

the pacific coastline. take a look first at hurricane ingrid. it's a 75 miles an hour hurricane, a category 1. it has produced as much as 18 inches of rain so far. that's before landfall. now landfall is forecast monday morning with only minor impacts in texas. then ingrid slows down and weakens over the mountains with more blinding rain and more flash floods and mud slides which will likely raise the death toll. the death toll in both area news over a dozen. on the pacific side, a weakening tropical storm manuel made landfall this afternoon. it's already doused acapulco with 14 inches of rain, and there is waist-deep water in the streets. it too will dump heavy rain on those mountains north of acapulco, with life-threatening conditions. lester, back at home the coast is clear on the u.s. coastline. no threats in the tropics for now. >> all right. a lot to watch as we begin a new week. mike seidel, thank you. >>> now to the crisis in syria, as reaction to this weekend's agreement between the u.s. and russia

in hawai'i it's a very strategic place for the united states who views hawai'i, the u.s. government has always viewed hawai'i as a sacrifice zone and a place to build up their military to control from the pacific. so in that sense we have things in common with other native peoples except geographically we are located in a place that is very strategic for the united states. but they use some of the same policies on us. >> we're going to talk more about the location. also when we come back we'll talk about improving the rights of native hawaiians and the implications of varying degrees of independents. here are some of the stories we're following right now. in hawai'i it's a very strategic place for the united states who views hawai'i, the u.s. government has always viewed hawai'i as a sacrifice zone and a place to build up their military to control from the pacific. so in that sense we have things in common with other native peoples except geographically we are located in a place that is very strategic for the united states. but they use some of the same policies on us. >> we're going to talk more about the location. also when we come back we'll talk about improving the rights of native hawaiians and the implications of varying degrees of independents. here are some of the stories we're following right now. it's quite across the pacific. making your way into the east there's a system making its way across the north-western portion of the u.s. you can see the circulation in the atmosphere, and it continues to draw on the moisture. last week we told you about the tropical storm. we are seeing enhanced shower activity, overcast skies across the north-west. tracking into this afternoon into this evening flooding rain, up to 5 inches in some areas to the south of seattle around the tubing oma area. we'll monitor that. this is footage from the north-west. folks trying to make their way around, difficult, and trying to see another round of that. these are the warnings that we have out. flash flood watches and warnings to the south. because of cloud cover, 57 for seattle's high, it's below where they should be at this time of the year. it's cooler because a frontal boundary is pushing through, staying cooler across portions of the north central plains into chicago, where we are expected to climb to a high of 69 degrees and we

and the persian gulf that the u.s. respond to this violation of a declared u.s. threshold be met in the most effective way possible. i'm confident the president has his eye on iran in formulating the broader strategic response to this course of -- to these developments. so that's sort of something we should keep very clear. i know he considers it one of the foremost challenges in his second term in terms of the security threats' united states and u.s. interests. one big caveat on everything i have said, we are going on leaks. we are going on reporting. we haven't seen the leaks play out yet. for all we know it could be an operation that meets the requirements that i just talked about. boy, would i love to be happy when operation "whatever it's called" is going to come out and do zpactly what most observers who have very high stakes in the u.s. response will be looking for. i'm hopeful that's the case. i think i'll end my remark on that basis. >> barry, thank you very much. i can only hope that the question period will

we've got high pressure kind of anchored across the south central u.s. and funneled is that moisture from both the gulf of mexico and the pacific. so this perfect storm has set up in this region. unfortunately, we're still going to be looking for the threat of heavy rainfall not only today, but through sunday as well. 70% chance of more heavy rain. monday not out of the woods. as we get into tuesday and wednesday, things are calmer and things will do -- dry out. not out of the woods for the next 24 to 48 hours. tuesday, wednesday, thursday, better conditions. we hope the national guard can save more folks. quick look at hurricane ingrid. just became a hurricane within the last hour or so. expected to make landfall within the next 24 hours over mexico. heavy rainfall, in some cases, up to two feet of rain over parts of mexico. some of that rainfall will get into south texas. that would be a good news story for them because they really feed the rain. we're into exceptional to extreme drought across south texas. >> arthel: very busy there. thanks. >> gregg:

mexico is facing extreme weather on two costs, tropical storm men well killed 21 people on the pacific and the gulf coast is getting ready for hurricane ingrid. 7 people are now believed to have died in severe flooding in the u.s. state of colorado. emergency workers are trying to evacuate people from some of the 14 countries affected as ms. banks explains. >> reporter: today is no ordinary sunday for this rain weary congregation. timber line church in fort collins doubles as a red cross shelter for those who fled the floods above the city. >> pray with me for the first respond responders. >> reporter: she fled from colorado with her dog fred and no home to return to. >> we sat down to eat our supper that night and the water was at the end of the driveway and by the time we got done eating our supper it was up to the windows of our vehicles. >> reporter: to the south, the scene is equally grim. the swallow river and the creek are full and not spared. >> we didn't lose anything that can't be replaced. >> reporter: hef rain and unstable conditions wreak havoc up and down the stretch here

the u.s. national hurricane center says that man yu center says that man yel is moving up mexico's pacific coast. it's expected to produce 75 miles per hour wind, up to 10 inches of rain today. some areas flooding and dozens have been evacuated from the fishing villages you can see how rough that has been. >> so much water. we saw video of people rappelling. check in with rob, they are having a tough go. >> paralleling the coast this morning and we do think that moisture is going to continue to stream in. it's not out of the question they could see more than a foot or 16 inches of rain in the mountains and as that water rushes down you could see some of the problems there on the mexico coast. around the bay area, feels like fall. we have 40s and 50s to get the day started. dry air and our temperatures have dropped off. fairfield those turn more strongly. clear for now but notice the clouds in the pacific northwest up toward the gulf of alaska, then usual case of an early fall system dropping t
